Subject: 4-10-14 special note to federal officials re: crime case
I would like to again thank the U.S. Department of Homeland Security for your current investigation into this alleged continuous-and-still-continuing felony-crimes case in which I am being victimized on a frequent and daily and year-round basis during my sleep.
Earlier this morning, for instance, I was awakened abruptly on my bed inside my bolt-locked bedroom in the middle of my sleep with discomfort in my anus and surprising constriction in my anus at about 3:45 a.m. and, later, at about 6:15 a.m., according to the legal notes I jotted down today in my standard diary entry for April 10, 2014, inside my private bedroom. I was also awakened two or three other times in the middle of my sleep, but I neglected to jot down a note in my standard diary on those other sleep-interruption-related alleged personal injury crimes victimizing myself.
I would also like to take this opportunity to politely remind Homeland Security officials that your federal agency did confirm for me on March 22, 2014, that you received an additional crime report about my most recent previous roommate, "Sandjaja Utama", a self-identified "citizen of Indonesia," from a complainant OTHER than myself, and that your federal agency has begun an official investigation about Mr. Utama, you informed me in that March 22 phone conversation I had with your federal agency.
I have not been granted any in-person meeting or interview with any Homeland Security investigator at any time this year or in any prior year, much to my disappointment on that.
I would welcome any and all DNA-evidence medical testing on my stained bed linens (my primary-care doctor, Dr. Edie Shulman, has authorized me to not wash my linens over a multi-week period in order to protect that DNA evidence of an alleged illegal intruder in my bedroom until that evidence is finally evaluated by a law-enforcement agency, provided that I take a shower every night before going to bed, which I am doing nearly every night) or on my anus or buttocks or mouth or nostrils, for instance, that Homeland Security is willing to order for me at any time, with the understanding that results would extend back at least 190 days, as APD Sex Crimes Unit Detective David Silva had assured me in 2011 that results from DNA forensic medical exams on me could in fact do (for 190 days, at most, he told me in 2011 on the telephone). I would also welcome any and all electronic surveillance of my bedroom that Homeland Security is willing to sponsor or request or order at this time.
I would also like to remind each of your federal agencies that I recently signed a legal document that provided the very distinguished and very honorable U.S. Senator John Cornyn the legal authority to himself represent me in communications with Homeland Security about this very urgent criminal-law matter. I might add at this time that if Senator Cornyn needs to contact any other government agency at any level about this criminal-law case in which I am the victim, I hereby authorize him to do so on my behalf.
I am very grateful to Senator Cornyn for his very kind interest in this very alarming continuous crimes case that President Obama in 2013 wrote me a signed reply letter about. I have provided President Obama with several telephone reports and E-mail letter updates about this crime case in the period since then.

John Kevin McMillan, criminal-law complainant and the victim of continuous-and-still-continuing personal-injury crimes, including repeated interruption of my sleep by an alleged intruder that has robbed me of thousands of hours of sleep in the period ever since and including the early morning hours of April 16 or 17, 2011----that having been the very first early morning period after Sandjaja Utama moved into Apartment 325 as my apartment-management-team-approved roommate----and alleged continuous-and-still-continuing anal-rape crimes on a daily and year-round and multi-year basis. Mr. Utama moved out of Apartment 325 on May 31, 2011, and I have never met with him or spoken with him at any time since then. He did send me one alleged harassment E-mail letter in 2013, a letter that the Austin Police Department informed me was a sufficient basis for my then sending a reply E-mail rejection letter to Mr. Utama. I did as APD advised on that, and I have already provided Homeland Security officials with an E-mail carbon-copy of that rejection letter I wrote and sent to Mr. Utama.
Incidentally, my current roommate, "John Douglas Martin," self-identified date of birth of 8-28-52, who sleeps with his tiny-head "cat" in the living room of Apartment 325 on a bed that he himself owns, has told me several times inside our apartment unit that he suspects that Sandjaja Utama has allegedly attempted to stalk me and allegedly harass me in the period since Mr. Martin moved into Apartment 325 on April 27, 2013.
Mr. Martin has also told me, though, that he himself will NEVER call the police to report evidence of any illegal intruder---UNLESS Mr. Martin sees evidence, for instance, that an intruder broke the glass to the sliding glass door that leads directly into my bedroom from a semi-public outdoor balcony, Mr. Martin has told me.
My own relationship with the heavyset and bald and currently-unemployed older man Mr. Martin---someone I myself definitely DO NOT trust, particularly since I tested positive for arsenic in my urine several days after Mr. Martin moved in as my roommate, with myself having noticed unpleasant aftertastes in my store-bought foods in the kitchen of this apartment before I asked for that medical test on myself----is, of course, strictly platonic, as I made VERY clear to him, including in writing, from the very start.
Incidentally, I did file crime reports with APD about my being victimized by alleged illegal contamination of my foods and beverages on a frequent basis inside Apartment 325 over a multi-month period since and including May 2013, but APD chose not to investigate in any way. In fact, my understanding is that APD apparently destroyed crime evidence in the form of several allegedly contaminated foods and beverages from my own designated myself-only-items in the Apartment 325 refrigerator that I personally handed to APD Officer Tran inside this apartment unit in 2013.
I keep my bedroom bolt-locked and locked at all times during my bedtime hours, and no one other than myself should ever be inside my bedroom during my sleeping hours.
Mr. Martin had promised me several times before he moved into Apartment 325 that he would contact the police for me if he EVER observed any evidence of any illegal intruder inside my apartment unit. He has since "changed" his policy on that, by repeatedly stating to me in the living room of Apartment 325 that he would have to see shattered glass to my own sliding glass door leading into my bedroom, for instance, before he would consider calling police on my behalf. One APD officer, Officer Broomhall, stated in my presence on October 23, 2013, that my current apartment-management-team-approved roommate, Mr. Martin, has a "criminal background."
The apartment management team at Wind River Crossing had assured me in April 2013, before Mr. Martin was permitted by me to move into Apartment 325, that Mr. Martin had passed their criminal-background check on him. Westdale, the for-profit company that manages Wind River Crossing, is reportedly headquartered in Dallas, Texas.

I have also decided to share with your first-rate Public Integrity Unit team the following correspondence of mine (see last letter, below) that contains the following verbatim statement from me:
"Ms. Jacki Allen, Patient Relations Representative for St. David's Medical Center near UT-Austin, wrote and mailed to me a signed Jan. 23, 2012-dated letter on official St. David Medical Center stationery (a letter I received in today's U.S. Postal Service mail delivery) that explained to me that '...The SANE nurse obtains any physical evidence from the patient and as per the chain of custody sends that evidence to DPS for testing and analysis.'"
I hope this additional factual information relating to the forensic exam performed on me on Dec. 22, 2011, inside St. David's Medical Center's emergency room, will strike you as pertinent.
I would also like to point out that this correspondence contains an E-mail reply letter about the alleged continuous-and-continuing-sex-crimes case that was written and sent to me by Mr. Scott Daigle, then the Director of Constituent Services for my duly elected state lawmaker at that time, State Rep. Donna Howard of the Austin area.
Mr. Daigle in his reply letter (below) to me refers to and defers to the Austin Police Department's apparent "finding" that there is no additional basis for any further investigation of any current or future crime reports from me in which I alleged that I was and am being victimized on a daily and year-round and continuing basis by alleged personal-injury-crimes and alleged anal-rape-crimes during my sleep inside my bolt-locked apartment unit at the Westdale-managed Wind River Crossing Apartments in Austin.
My current state representative is Rep. Elliott Naishtat. He became my new state representative after a redistricting change went into effect, from what I was told. So far, I have not received any reply letter from Rep. Naishtat in which that state lawmaker has stated to me in writing that he opposes any and all of the alleged violations of my own privacy rights allegedly occurring during periods in which I am sleeping alone on my bed inside my bolt-locked private bedroom of my bolt-locked rental apartment unit.
Nor has Rep. Naishtat ever sent me any E-mail letter or signed letter thus far in which that very influential state lawmaker has stated to me in writing that Rep. Naishtat supports my legal and human right to myself enjoy full privacy rights on a daily and year-round basis here in Austin.

I was very disappointed by your reply letter (below), which clearly implies that Rep. Donna Howard lacks confidence in my ability to file an accurate and honest criminal-law complaint with a law-enforcement agency.
As you know, I myself have never met Rep. Howard in person on any occasion, NOR HAS SHE EVER ONCE CONTACTED ME AT ANY TIME AND ASKED TO MEET ME IN PERSON. Despite her aloofness toward myself in that way (Rep. Howard has never once even spoken with me on any occasion, in fact), I have very diligently and generously shared with your state legislator numerous examples of idealistic public-policy-related letters that I have written in recent years.
One of Rep. Howard's more noteworhty responses to that correspondence from me was to herself mail to me a signed reply letter stating that she declines to sponsor a "Texas Friendship Day" resolution in the Texas Legislature----this despite the fact that our official state state motto directly refers to the theme of "friendship".
I can very emphatically state to you today that Rep. Howard's lack of confidence in me is NOT appreciated by me. I am among the most honest and civil and law-abiding and vigilant of all the adult Austin-area men who are current constituents of Rep. Howard.
I would also like to politely remind you, Scott, that if Travis County District Attorney Rosemary Lehmberg on her own initiative ever concludes at any time that she herself is NOT satisfied with APD's so-called "investigation" of alleged felony continuous sex crimes and related crimes victimizing myself, John Kevin McMillan of Austin, inside my bolt-locked apartment unit in Austin, District Attorney Lehmberg of the Austin area has the legal authority to ask the Attorney General of Texas state agency, or possibly the Austin-based Travis County Sheriff's Office, to take charge of investigating these very major criminal-law allegations from myself.
It may well be, too, that if the Austin Police Department fails to pursue an adequate investigation of the criminal-law allegations I've filed with APD, the Federal Bureau of Investigation of the U.S. Government might assume control over investigation of these criminal-law allegations from myself.

As a former employee of DPS in Austin, I am very surprised that I have not heard back from you yet about this very important issue for me.
I mention this because your office is normally very prompt about sending me a reply note in response to polite inquiries I send to you by E-mail.
I would also like to take this opportunity to provide you with the official identification number for the criminal-law complaint I filed with APD on Dec. 21, 2011, for which extensive DNA swabs were done on several parts of my body in the early morning hours of Dec. 22, 2011, by a forensic nurse at St. David's Medical Center near UT-Austin. APD has identified that criminal-law alleged-continuous-sex-crimes (a felony crime) complaint from myself as 11-3550615.
Thank you in advance for your prompt response on this.
I might also take this opportunity to politely mention to your law-enforcement agency in Austin that the sooner the alleged continuous anal-sex rapes of myself during my nocturnal slumber inside my one-bedroom bolt-locked apartment unit are terminated for good, the better I will feel about the level of integrity and level of competence of our state and local law-enforcement agencies here in Austin.
So far, I have enjoyed only two total days (Sept. 3, 2011, and Sept. 10, 2011) since April 28, 2011, for instance, in which I myself woke up on my Swedish bed (a bed on which I always sleep alone, I would like to emphasize) and immediately sensed that NO ONE had allegedly sexually molested me or allegedly sexually raped me during my sleep that morning.
It felt great, on each of those two total days (Sept. 3, 2011, and Sept. 10, 2011) to sense that the Austin Police Department had finally made an arrest of a suspect accused of having allegedly raped me and allegedly molested me during my sleep as I lay alone on my Swedish bed.
Incidentally, I am very grateful to the Travis County District Attorney's Office for pointing out to me on the telephone several weeks ago that possibly an illegal intruder is allegedly entering my bolt-locked apartment unit through a secret compartment situated toward or above the ceiling of my vaulted-ceiling, top-floor apartment unit.
That first-rate official of the DA's Office, Ms. Norma Hilbig, helpfully informed me on the phone in late 2011 that because of the large amount of space between the ceiling above my kitchen and the roof atop my top-level apartment unit, there might conceivably be a situation in which an illegal intruder is allegedly entering my apartment unit from above my apartment.
Ms. Hilbig also pointed out to me at that time that I have an urgent need to myself rent a video camera or an infra-red photography camera in order to help document the alleged illegal break-ins into my apartment unit for law-enforcement agencies here in Austin, Ms. Hilbig stated to me. I did reply to her advice on the phone that I myself am low-income, and I might add at this time that I cannot currently afford to even rent a camera at this time.
I would be VERY grateful to the DPS if your State of Texas law-enforcement agency would be willing to help install an electronically sophisticated "spy camera" or "surveillance camera" inside the bedroom of my apartment unit (Apt. 325 at Wind River Crossing). That would then enable me to provide the Austin Police Department (APD) and the DA's Office in Austin with factual documentation of alleged sex crimes and alleged physical abuse of myself during my nocturnal slumber that APD thus far has failed to itself acknowledge are, in fact, occurring on an ongoing and year-round basis inside my bolt-locked apartment unit.

I am a former full-time employee of the Texas Department of Public Safety in Austin.
I am seeking to obtain confirmation from your State of Texas law-enforcement agency that you have in fact, obtained medical results on the numerous DNA medical swabs that were reportedly provided to your state agency in Austin on or about December 22, 2011.

I am the male adult victim of alleged continuous sex crimes, including forcible illegal anal rape of myself and alleged sexual torture of myself and alleged physical abuse of myself during my nocturnal slumber at a time when I was myself snoring and sound asleep and sleeping alone on my Swedish bed inside the bedroom of my bolt-locked, locked, and fully-secured one-bedroom, vaulted-ceiling, apartment unit in northwest Austin. I have NEVER at any time authorized ANY person to lie on my Swedish bed, or to be physically situated on my Swedish bed, at any time since I purchased that bed and had it installed in my bedroom in 2007.
A female forensic nurse for St. David's Hospital near UT-Austin did very extensive DNA medical testing on several portions of my body in the emergency room of St. David's in the early-morning hours of December 22, 2011. I had been admitted into the emergency room of that hospital for DNA medical-swabs of my body late on December 21, 2011, and I remained in hospital for several consecutive hours that night and in the early-morning hours of December 22, 2011. I made that visit to St. David's on late December 21, 2011, after I filed a criminal-law complaint with the Austin Police Department earlier that day relating to an alleged illegal intruder allegedly raping me during my sleep inside my bolt-locked and locked and fully-secured apartment unit.
The Austin Police Department has apparently indicated to me that no testing has been done on ANY of the DNA medical swabs that were obtained from several portions of my body (including my anus or anal cavity, my buttocks, my penis, my upper chest), early on Dec. 22, 2011. Detective David Silva of APD's Sex Crimes Unit in Austin has stated to me in an early January (possibly Jan. 4) 2012, phone message he left with me, a recorded message that I have saved for future reference, that the DNA medical swabs of my body were not pre-approved by the Austin Police Department, according to Detective Silva.
Thank you in advance for your helpful reply note in response to this follow-up inquiry from myself, as I would like very much to examine the test results on those DNA swabs of my own body that the DPS has apparently obtained.
