"Dear Mr. McMillan:

"I have received the documents you recently sent me. I replaced Bill Aleshire as Travis County Judge on the Commissioners Court on December 1, 1998. Neither Judge Aleshire nor I have judicial duties. He was, and I am, in charge of various administrative duties, such as county budget and programs and services (roads, parks, health care, county buildings, etc).

"As county judge, I do not believe that I can assist you. Unless you have requests that fall within my administrative authority, you can pull me from your mailing list.

"Good luck with other officials who possess judicial authority that I do not.

"Sincerely,

"Samuel T. Biscoe
"Travis County Judge"
