Mr. McMillan,

You have taken my response out of context.

You sent an email directed to me with regard to “…possible involvement by one or more federal law-enforcement officers (and possibly other federal employees) in the alleged anal-rape-crimes and alleged personal-injury-crimes victimizing myself during my sleep on a daily and year-round basis as I lie alone on my own bed inside my locked private bedroom of my bolt-locked apartment unit in Austin.”

Again, our division would not have anything to do with the investigation of you allegedly being sexually assaulted anally.

I’m simply requesting that you refrain from requesting our office to look into matters of sexual assault and to refrain from copying us on any such emails.

FIFTY OR MORE REASONS WHY I CAN BE A VERY GOOD NEW ROOMMATE FOR SOMEONE:

--I am honest.

--I am almost never faulted by anyone for cited "dishonesty" on my part.

--In my entire life, I have never been faulted by any roommate of mine for cited direct verbalization by me of any obscenity or any profanity in any conversation with that individual.

--I am kind.

--I am conscientious and ethics-minded. If my roommate has a major medical problem, for instance, I politely ask him for an emergency contact number I can keep on file for a friend or relative of his whom I could call in the event of any hypothetical future medical emergency involving that roommate.

---I am dependably consistent about paying my share of the rent on time. As an official resident at my current apartment complex in northwest Austin ever since September 2015, with one total exception so far I have always paid my share of the rent on time.

---I do not owe any money to any previous roommate of mine.

---I am resourceful. I know how to pursue any factual research needed to address any challenge that might ever arise while rooming with someone. I have a Master's Degree in Journalism and Mass Communications from the University of Minnesota in Minneapolis, and that academic training honed my factual-research skills. I also have factual-research training from my prior career as a newspaper reporter.

--I am quiet. I am soft-spoken and I watch only a minimal amount of television inside my room area of my apartment unit. Also, I myself do not play any music these days inside my apartment unit.

--I take a pro-active approach to promptly addressing any major concerns or issues, such as through polite factual-minded maintenance-related requests I submit to the polite management team at my apartment complex.

--I am gainfully employed and work six days per week at very reputable restaurant-industry workplaces in Austin.

--I am generously empathetic. If I happen to hear about a cultural event or restaurant that my mutual-consent roommate might be interested in attending or patronizing based on his stated affinities, I routinely share that information with him. If I obtain coupons of my own for financial discounts at a restaurant, I sometimes ask my roommate whether he would like to have and make use of that coupon.

---I am a former official or unofficial "Big Brother" who got together with male elementary-school students in wholesome, polite involvements supervised by their legal guardian. I believe very strongly in being consistently respectful toward youths, including elementary-school students. In this way, I can be a good roommate for someone who has children who either visit them or live with them.

---I do not take advantage of seniority---whether from having lived in any particular apartment unit longer than a new roommate has, or from being older in age than my roommate. I treat my roommate with respect while living with that individual, and I am very aware that that individual in any lease agreement I might have with him or her is cited as being a "co-equal" with myself from a legal standpoint.

--I am capable of living with a female adult person or a male adult person without any impropriety on my part. I have one of the highest platonic-relationship aptitudes of any single adult Anglo gentleman in Austin. In fact, so far in the 21st Century of my own life, I have never at any time ever once on any occasion ever stated  to anyone at any time that I myself sought to have or wanted to have  any sexual contact or intimate physical contact with that individual.

--I am vigilant and support law-enforcement.

---I often make prompt 911 calls to the Austin Police Department to report possible crime evidence about my having just heard a car alarm going off in the parking lot near the building where I am residing as a tenant.

--I was recently certified as being "HIV-negative", and I strive to obtain fully-up-to-date medical results of that type for myself an average of every six months.

--I take a principled  qualitative and normative approach to human rights issues. For instance, I strongly support the legal and human rights of law-abiding members of the HIV-negative community, with heterosexual adult men accounting for roughly 99 percent of the law-abiding and HIV-negative adult male current residents of Austin, Texas. I myself am a longtime-celibate-by-choice single adult Anglo male individual member of the law-abiding and HIV-negative community of Austin.

--I do not have any criminal-conviction record.

---I NEVER verbalize a threat to a roommate or former roommate in which I ever at any time state that I will "beat you up if you do that" or that I will "beat you up if you don't do that", or words to that effect.

---I NEVER verbalize any death threat to any roommate or former roommate.

---I NEVER enter the home or apartment or residence of any former roommate of mine without his or her specifically stated prior permission.

---I NEVER attempt to "hide" in a surreptitious manner inside the home or apartment or residence of any former roommate of mine.

---I NEVER commit any home-invasion crime that victimizes any former roommate of mine. In my entire life, in fact, I have never once committed any home-invasion crime or illegally entered the private residence of anyone, regardless of whether they were a former roommate of mine.

--I do not have any tattoo emblazoned anywhere on my own body.

---I am facially cleanshaven and do not have any beard or mustache or goatee. This enhances my ability to offer an honest and non-intimidating response, including through my facial expression, to any question posed to me by a roommate.
My clean-cut appearance also helps me to convey an honest, straightforward, law-abiding, hygienic style as a roommate.

--I am neither sadistic nor masochistic nor sadomasochistic. I have never once agreed to live with anyone after that individual informed me that he or she participates in any way in or permits the physical beating or the physical whipping of anyone, including herself or himself. I might add that in my entire adult life, I myself have never once physically beaten or physically whipped anyone on any occasion. Nor have I ever permitted any person to physically beat or physically whip myself on any occasion in my entire adult life.

--I am always sober.

--I have not consumed any quantity of drinking alcohol on any occasion this 21st century.

---I have what I regard as a creatively constructive outlook toward alcohol: I strongly support the use of wine and cooking sherry and bourbon and rum and other types of alcohol in cooking,  since that can enhance the flavor of a dish, with the clear understanding that the alcohol itself will evaporate in the cooking process. This evaporation, in turns, protects a person consuming any such food from ever "getting drunk" as a result.

--I myself do not patronize any nightclubs.

--I myself have not "picked up" anyone from a bar or nightclub on any occasion in the 21st Century period of my own life.

--In my entire life, I myself have never once on any occasion ever at any time had sexual contact with anyone inside any commercial sex parlor or any commercial "bathhouse" of any type.

--I am never high on drugs.

---I have never consumed any illicit drug of any type on any occasion this 21st century.

---In my entire life, I have NEVER on any occasion ever once consumed any illicit drug other than marijuana.

---I am not at risk of having any type of "relapse" involving consumption of drinking alcohol or any illicit drug: I AM NOT A CURRENT OR FORMER OR "RECOVERING" ALCOHOLIC, AND I AM NOT A CURRENT OR FORMER OR "RECOVERING" DRUG ADDICT!

--I do not have any relationship of any type with any drug dealer.

--I never verbalize profanity of my own in my everyday conversations.

---I never verbalize the "F" word on my own initiative in any of my conversations with anyone.

--- I am completely lacking in criminal intent, or "CI", toward anyone and everyone.

---I fully and promptly honor verbalized rejections of myself any another person: I am NOT a "stalker type".

---I never lay a hand on anyone with impropriety or incivility.

---I never have any invited overnight guest of my own or any invited late-night guest of my own.

---I never this century ever at any time ever once exposed myself to any cited "roommate" of mine.

---The very least I would ever be wearing in any of the "common space" areas of my apartment unit is a robe with underwear on underneath that robe.

--- I always bolt-lock and lock the front door to my apartment unit immediately after I enter the apartment.

-- I always double-check and triple-check to make sure the front door is bolt-locked and locked before I go to bed at nighttime.

---Just before I go to bed at nighttime, I always double-check and triple-check to make sure that each of the two sliding glass doors leading into this apartment unit are locked and fully secured.

---Just before I go to bed at nighttime, I always double-check and triple-check to make sure that each of the burners to the kitchen stove are off.

---Just before I go to bed at nighttime, I always double-check and triple-check to make sure that each of the three total faucets inside this apartment unit were turned off properly and no water is dripping from any of those three faucets.

---I have a tradition of NOT touching my roommate's foods or beverages.

---I do not pull pranks on anyone.

---I do not subject anyone to any anonymous communications that violate their own privacy rights.

---I strongly support your own Freedom of Speech and Freedom of Religion legal rights in regard to any and all law-abiding activities or conduct you pursue that do not involve anonymous communications by yourself.

---I am semi-fluent in the Spanish language.

---I studied the French language in college for two years, and can communicate to a limited extent in the French language.

---I will ALWAYS HONOR each and every personal debt that I incurred and repay each and every loan that I borrowed. Under NO CIRCUMSTANCES would I myself ever agree to file for personal bankruptcy.

To: Sergeant Investigator Lori Carter in the Public Integrity Unity of the Travis County District Attorney's Office in Austin, Texas.

Dear Sergeant Investigator Carter,

I was very surprised and disappointed by your reply letter (below) to me earlier today.

It seems to me that if a government agency or government-owned institution is ever linked to the alleged possible commission of one or more alleged felony crimes that victimized myself, gainfully employed and law-abiding and honest and always-sober single adult white lifelong-non-Christian male private citizen John Kevin McMillan of Austin, Texas, those types of government-sponsored or government-funded alleged felony crimes and the alleged possible misuse of government funds in that type of possible scenario involving government corruption in Texas should definitely merit full and very prompt investigation and criminal-law prosecution by your Public Integrity Unit in Austin.

Does the reply letter you wrote and sent to me today possibly indicate that I am somehow prohibited from myself ever again contacting the Travis County District Attorney's Office Public Integrity Unit in Austin, Texas, in regard to any and all alleged possible alleged felony violations of the law that allegedly occurred or might ever occur at any time in the future in conduct toward me by one or more government officials or government agencies or government-owned institutions, such as a public university or public university system or other government-owned institution or government-owned media entity?

Sincerely and Best Wishes,

from criminal-law complainant John Kevin McMillan of northwest Austin.

Subject: {EXTERNAL} Sen. Ted Cruz's Deputy Director in Austin office refers to possible federal involvement in alleged anal-rape crimes

A respectful FYI to Sergeant Investigator Lori Carter and Prosecuting Attorney Rob Drummond on the following blog of mine I wrote and posted (see last few paragraphs, below) that contains a very surprising possible disclosure to me yesterday (Oct. 3) from the Deputy Director of U.S. Senator Ted Cruz's Austin office about alleged possible involvement by one or more federal law-enforcement officers (and possibly other federal employees) in the alleged anal-rape-crimes and alleged personal-injury-crimes victimizing myself during my sleep on a daily and year-round basis as I lie alone on my own bed inside my locked private bedroom of my bolt-locked apartment unit in Austin.

Please let me know if either of you you believe I should or can cite a federal agency or cited federal employees in a legal complaint through your Public Integrity Unit of the Travis County District Attorney's Office in Austin.

I mention this possible legal recourse for me partly because the Austin Police Department has never at any time cited to me any possible federal involvement in the alleged anal-rape-crimes and alleged personal-injury-crimes allegedly victimizing me during my sleep inside my locked private bedroom of my bolt-locked apartment. Nor is it completely clear to me whether the Austin Police Department would have legal jurisdiction to arrest any federal law-enforcement officer or federal employee on a felony criminal charge of that type.

I maintain that the very fact that the Deputy Director of the Austin office of Senator Cruz raised this possible issue on his own initiative in a telephone conversation with me yesterday, suggests that DNA-trace testing on me (and possibly on some or numerous federal law-enforcement officers or other federal employees) that obtains DNA-trace results for as far back as 190 days ago (or even farther back, if at all possible), is all the more urgently needed at this point.

Results from that comprehensive DNA-swab forensic medical evidence testing on myself would then be invaluable in identifying any federal employees as possible alleged suspects, or, alternatively, in indicating that for the cited 190-day period, at least, no federal employee and no federal law-enforcement officer was apparently implicated in those barbarous and truly heinous crimes allegedly victimizing myself during my sleep inside my bolt-locked apartment unit in Austin.

The Deputy Director of the Austin office of United States Senator Ted Cruz, who stated his name as "Chris," informed myself, John Kevin McMillan of northwest Austin, on the telephone shortly after 4:30 p.m. Monday, October 3, 2016, that my duly elected U.S. Senator from Texas, Republican Senator Ted Cruz, "cannot assist you (Mr. McMillan)" to put an end to the alleged continuous and continuing, daily and year-round personal-injury-crimes and anal-rape crimes allegedly victimizing myself, John Kevin McMillan, during my sleep as I lie ALONE on my own bed inside my locked private bedroom of my bolt-locked two-bedroom, two-bathroom rental apartment unit in Austin.

"You (John Kevin McMillan) need to find an attorney," the cited Deputy Director "Chris" of Mr. Cruz's office staff in Austin, Texas, added on his own initiative in concluding that very brief phone conversation.

The unsolicited advice that I myself retain the services of a private attorney was offered to me after I politely thanked Chris on the telephone for not hanging up his end of the phone line in the middle of our conversation, as a female apparent caseworker for U.S. Senator John Cornyn's Dallas office had done earlier this afternoon when I discussed the very same public-policy issue with herself on the phone.

Also in the brief telephone conversation I had with the Deputy Director of Senator Cruz's Austin office, Chris made a very surprising unsolicited comment to me for which I somehow neglected to jot down notes on what he had said. That surprising comment from Chris was either "There may be some federal law enforcement officers involved in this" or "Are you yourself alleging that some federal law enforcement officers have been involved in the anal-rapes victimizing you during your sleep?" (approximate quote on each of those quotes).

It was at that point that Chris of Senator Cruz's staff in Austin volunteered to me that "You have a need for an attorney" (approximate quote that I did jot down in my notes).

It is noteworthy that Chris did not state at any time during our telephone conversation on Monday that Senator Cruz would insist on a full investigation by a U.S. Senate subcommittee or U.S. Senate Committee on any alleged possible illegal conduct toward myself by one or more federal law-enforcement officers in the most recent approximately five and one-half-year period.

RETIRED TEXAS LIBRARY ASSOCIATION EXECUTIVE DIRECTOR PATRICIA H. SMITH, WHOSE E-MAIL ADDRESS SHE USED IN WRITING TO ME ON JUNE 16, 2018, WAS AN OFFICIAL E-MAIL ADDRESS OF THE 'TEXAS LIBRARY ASSOCIATION' STATEWIDE GROUP BASED IN THE AUSTIN AREA, THIS MONTH SENDS A SECOND REQUEST TO ME THAT I PLEASE REMOVE HER E-MAIL ADDRESS FROM MY LIST---A REQUEST THAT HAS BEEN FULLY HONORED BY ME AS OF 2 A.M. FRIDAY, JUNE 22, 2018

(EDITOR's NOTE: I apologize to Patricia H. Smith for having somehow myself failed to immediately remove her e-mail address from the list of cited recipients in my internet service records after she sent me an April 16, 2018, reply e-mail note asking that I not write to her again . That e-mail note from her in April was in response to an April 16, 2018, carbon-copy of public-policy-minded e-mail correspondence that I had written and sent to Ms. Smith care of the Texas Library Association. According to apparently-up-to-date online information at the TLA's official website that I read this week for the first time, Ms. Smith's retirement as TLA Executive Director became effective on June 30, 2017. The TLA, with approximately 7,000 members, is reportedly the largest statewide library association in the entire nation. In accordance with Ms. Smith's wishes, which I was reminded of this month when on June 16, 2018, I received a second request (below) from Ms. Smith that I remove her name from my own e-mail recipient listings after she was somehow sent by me a carbon-copy of June 15, 2018, legal correspondence (below) of mine, I will of course immediately delete the Texas Library Association and any e-mail address on file in my internet-service system apparently referring to the cited Patricia H. Dear Congressman McCaul,

I would like to thank you again for kindly inviting me --- through a local phone call to me I received inside my private residence on May 25, 2018, from your Austin office staff member Bobby Dyke --- to myself send you criminal-law complaints and crime evidence I obtain to "mccaul.casework@mail.house.gov" about my being victimized in Austin, Texas, on a daily and year-round and multi-year basis by alleged personal-injury-crimes.

Those alleged personal-injury crimes have allegedly been inflicted on me by one or more alleged illegal intruders unbeknownst to me during periods when I was or am asleep and unconscious and lying alone on my own bed inside my bolt-locked or locked rental-apartment unit in northwest Austin.

As you know, I reside in your district, Texas Congressional District 10 that comprises a multi-county region extending as far south as the Houston area.

I am also a current resident of the Austin City Council District 10 section of Austin.

The Austin City Council member who directly and officially represents any and all Austin City Council District 10 of Austin residents, Dr. Alison Alter---herself a member of "Congregation Beth Israel" Reform Judaism congregation in central Austin and an alumnus of Harvard University and Stanford University, respectively---has reportedly prohibited me ever since March 9, 2017, from ever again directly contacting either Council Member Alter or any of the City of Austin staff members whom she directly supervises.

Below, please find statements, including written statements and quoted oral statements, from local and federal government officials in regard to the alleged continuous personal-injury-crimes case in Austin, Texas, in which I am the gainfully-employed single adult white male self-identified victim.

Included among those statements written by, or quoting from, local or federal government officials is the following paragraph I wrote on October 4, 2016, that can also be found near the very bottom of this multi-letter e-mail legal correspondence of mine that I am sharing today with yourself, Congressman McCaul, in your capacity as my duly-elected official direct representative in the United States Congress:

"Also in the brief (October 3, 2016) telephone conversation I had with the (cited) Deputy Director of (Texas Republican U.S.) Senator (Ted) Cruz's Austin office, Chris made a very surprising unsolicited comment to me for which I somehow neglected to jot down notes on what he had said.

"That surprising comment from Chris was either 'There may be some federal law enforcement officers involved in this' or 'Are you yourself alleging that some federal law enforcement officers have been involved in the anal-rapes victimizing you during your sleep?' (approximate quote on each of those quotes).

"It was at that point that Chris of Senator Cruz's staff in Austin volunteered to me that 'You have a need for an attorney' (approximate quote that I did jot down in my notes)."

A respectful FYI to Sergeant Investigator Lori Carter and Prosecuting Attorney Rob Drummond (of the Travis County District Attorney's Office Public Integrity Unit in Austin, Texas) on the following blog of mine I wrote and posted (see last few paragraphs, below) that contains a very surprising possible disclosure to me yesterday (Oct. 3, 2016) from the Deputy Director of U.S.

Please let me know if either of you believe I should or can cite a federal agency or cited federal employees in a legal complaint through your Public Integrity Unit of the Travis County District Attorney's Office in Austin.

Sincerely and Best Wishes,
John Kevin McMillan,
My current official apartment-unit address, and the rental-apartment unit where I have resided as a rent-paying official tenant ever since September 5, 2017:

Again, our division would not have anything to do with the investigation of you allegedly being sexually assaulted anally.

I’m simply requesting that you refrain from requesting our office to look into matters of sexual assault and to refrain from copying us on any such emails.

Subject: Re: {EXTERNAL} Sen. Ted Cruz's Deputy Director in Austin office refers to possible federal involvement in alleged anal-rape crimes

October 4, 2016

Mr. McMillan,
Since your initial complaint to our office on December 18th, 2013 we have received over 500 emails from you, a number of phone calls and personal visits.  As you are aware, we looked into your complaint with regard to open records violations and determined there not be a crime.

As previously explained to you on numerous occasions, our division would not have anything to do with the investigation of you allegedly being sexually assaulted anally.  If you could stop copying us on any such emails it would be greatly appreciated.

Subject: {EXTERNAL} Sen. Ted Cruz's Deputy Director in Austin office refers to possible federal involvement in alleged anal-rape crimes

Please let me know if either of you believe I should or can cite a federal agency or cited federal employees in a legal complaint through your Public Integrity Unit of the Travis County District Attorney's Office in Austin.
