I have been referred in writing today (below) by a State Government of Texas agency in Austin to the Austin Police Department Internal Affairs Division in Austin, Texas; the Texas Department of Public Safety state law-enforcement agency in Austin; and the U.S. Department of Housing and Urban Development regional office in Fort Worth, Texas.
Congressman McCaul, I would appreciate any assistance or referrals you are willing to offer me on behalf of actual investigation as soon as possible by any reliable government agency with jurisdiction---whether at the federal level, state level, or local level----of the below-cited alleged continuous-injury-crimes case in which I myself am the cited victim in Austin, Texas.

This is a Texas Open Records request in which I seek to obtain from your municipal law-enforcement agency in Austin, Texas, a copy of 10 pages or fewer of one total legal document on file with APD that directly refers to the most recent occasion in which the Austin Police Department obtained permission in writing from any person or any entity --- such as a self-identified crime victim or the Travis County District Attorney's Office in Austin or the Attorney General of Texas or the Texas Department of Public Safety or the Federal Bureau of Investigation or the Travis County Attorney's Office or the City Attorney of Austin or a judge or a property owner or business owner or apartment manager or an apartment tenant ---- for APD to electronically surveillance the interior of a rental apartment unit in Austin, Texas, for a cited multi-hour or multi-day or multi-week or multi-month period of time, and in which APD then conducted electronic surveillance of that apartment unit.
I might add that the scope of this public-information request is limited solely and exclusively to the most recent case documented by APD in which the above-cited pre-authorized APD surveillance of an apartment unit in Austin actually resulted in an actual arrest by APD of at least one crime suspect who was then charged by APD with having allegedly subjected a cited crime victim to alleged personal-injury or alleged sexual assault on a continuous basis during periods when that cited crime victim was asleep or unconscious while nasal inhalants or oral sedatives were allegedly inflicted on the victim by an alleged perpetrator that allegedly kept the victim unconscious throughout the entire duration of each of the alleged personal-injury-crimes or alleged sex crimes.
My legal name is "John Kevin McMillan". I was born on April 27, 1957, at Lincoln, Nebraska. I am a lifelong single gentleman. I myself do not have any criminal conviction record. I am also a gainfully employed longtime-celibate-by-choice Anglo adult gentleman who during any and all of my own conscious or waking hours, regardless of where I was situated or traveled to or resided, has never myself on any occasion ever once participated in, or been subjected to, or had any sexual contact or any intimate physical contact of any type with any person (or any beast, for that matter) at any time since or including the day when I moved to Wind River Crossing Apartments in northwest Austin in August 2001.
I always sleep ALONE on a bed that I myself own inside my bolt-locked and fully-secured rental-apartment unit in the Austin City Council District 10 section of Austin.
The Austin City Council member direct official representative for this District 10 section of Austin, Dr. Alison Alter, herself also a resident of District 10 and a member of the "Congregation Beth Israel" Reform-Judaism local religious group in central Austin, reportedly herself on March 9, 2017, officially prohibited me from ever again contacting either Council Member Alter or any of her District 10 staff members for the City Government of Austin, or her UT-Austin History Department Professor and UT-Austin LBJ School of Public Affairs Professor husband, Dr. Jeremi Suri, with or about any crime report from myself or any other issue or concern or subject of any type.
That prohibition from Council Member Alter was announced to me in person on March 9, 2017, by APD Senior Police Officer James Turner. Officer Turner verbalized that official City Government of Austin policy toward me during an unannounced visit Officer Turner made that day in 2017 to my Village Oaks apartment unit at that time, which was Apartment 902 in Building 9 at this northwest Austin apartment complex at 10926 Jollyville Road. Village Oaks Apartments are reportedly owned and managed, respectively, by two separate for-profit corporations for which their respective headquarters offices each have the very same street address in Newton, Massachusetts.
I myself am a former full-time employee in Austin of the Texas Department of Public Safety state law-enforcement agency.
Lt. Jesse Valdez of the Texas Rangers Division of the DPS in Austin did directly contact me several years ago, when I resided at Wind River Crossing Apartments in northwest Austin, in response to my crime reports I had shared with Lt. Valdez about my being a self-identified victim of alleged continuous-and-continuing personal-injury-crimes-and-sex-crimes allegedly being inflicted on me on a daily and year-round basis during periods when I was asleep and unconscious and lying alone inside my bolt-locked apartment unit during that time period, Apartment 325 of Building 3, at Wind River Crossing.
I did politely complain to Texas Rangers Lt. Valdez at that time that APD had not arrested any crime suspect or crime suspects in connection with any of the alleged continuous-personal-injury-crimes allegedly victimizing myself throughout a multi-month time period while I was residing as a rent-paying tenant at Wind River Crossing Apartments, 11411 Research Boulevard, in northwest Austin. Wind River Crossing Apartments during that time period were reportedly owned and managed by a for-profit corporation, Westdale, headquartered in Dallas, Texas.
I hope to hear from you soon in response to this public-information request from myself.
