Thank you for your prompt and very kind reply note (below) to me today. I appreciate your conveyed support for my legal right as an honest and law-abiding criminal-law complainant here in Austin to successfully press criminal-law charges on my own behalf.

Filing those charges successfully should help me to keep anyone and everyone but me away from any portion of the interior of my current double-bolt-locked rental-apartment unit throughout any and all of my own sleeping hours at nighttime. 
I always sleep alone on my own bed, and I am a longtime celibate, always-sober, platonicly polite, lifelong-tobacco-free, gainfully employed English-Scottish-German-American white non-Hispanic adult senior citizen (age 63) and polite non-Christian gentleman. I am also an American citizen and a native of Lincoln, Nebraska.

District Attorney Moore, I also appreciate your helpfully referring me today to what I assume is the current official e-mail address for Jose Garza at the Travis County District Attorney's Office here in Austin (below).

I will be looking forward to receiving a friendly reply note from District Attorney-Elect Garza or, beginning on January 1, 2021, District Attorney Garza at his earliest opportunity.

Best Wishes to you and your colleagues and relatives for a healthful and joyous and prosperous New Year.

I was very disappointed and dismayed yesterday afternoon, December 28, by factual information I obtained on the telephone from a polite APD detective during a phone call I made to him from my cell phone.

That conversation occurred when I made a polite phone call that day on my cell phone to the Austin Police Department Sex Crimes Unit's main phone number (512-974-5230) in order to obtain the name of the APD Sex Crimes Unit detective who has been assigned to my currently-active APD case (APD Case 20-3161213) from November 11, 2020. 

It is an APD crime case in which I am the cited longtime-celibate (including on a continuous and uninterrupted basis ever the day since I moved to the northern section of Austin in August 2001), always-sober, single adult American citizen and white English-Scottish-German-American male victim and complainant. I am also a gainfully employed senior citizen, age 63.

APD Sex Crimes Unit Detective John Garza, APD badge number 4890, stated to me at 3:52 p.m. Monday, December 28, 2020, that "the mental health unit" (exact quote) has been assigned to my cited APD Case Number 20-3161213, Detective Garza said. The office phone number for Detective John Garza, I was informed today on the phone by a female Austin 311 telephone information and referral service staff member Coleen, is (512) 974-4918. I had called 311 today from my landline home phone inside my apartment to politely obtain the first name of APD Detective Garza.

"It is being written up as an EDP (Emotionally Disturbed Persons) Intervention," Detective Garza stated to me on the phone yesterday after politely confirming for me that the APD unit receiving the referral from his own APD Sex Crimes Unit is the APD "Crisis Intervention Team". 

In the most recent several consecutive occasions in which I have submitted a crime report to APD about my being victimized by alleged sex-crimes and alleged personal-injury-crimes during my sleeping hours inside my current bolt-locked apartment, never on any occasion since early 2020 has any officer from APD's "Crisis Intervention Team" ever actually sent me an E-mail letter or made a phone call to me or returned a phone call message from me, from what I can currently recall.

I have repeatedly informed the Austin Police Department and the APD Sex Crimes Unit that I am the victim of alleged continuous sex crimes and continuous personal injury-crimes victimizing me on a continuing daily and year-round basis during my sleeping hours inside my current solo-occupancy unit by alleged home-invasion-crimes perpetrators unbeknownst to me.

One of my bedsheets currently contains tangible evidence, in the form of surprising stains on my brand-new white fitted bedsheet I had purchased in the last several weeks inside a Wal-Mart store, of alleged anal-rape of me during my sleeping hours. That evidence clearly identifies the presence of an alleged sex-crimes perpetrator and alleged home-invasion-crimes perpetrator physically present on my own bed at nighttime. I always wear underwear, at the very least, during my sleeping hours, and I always sleep alone on my own  bed. I never directly with my own eyes ever see anyone other than me inside my current unit after I am awakened with and unpleasant vibrating sensation in my anus (I do not own or use any vibrator of any type) or pain in my anus, often with an unpleasant nasal-inhalant sensation in my nostrils (I do not own or use any nasal inhalants of any type), often with an unpleasant aftertaste in my mouth, and an urgent need to then promptly urinate (pointing to alleged illegal hydration of me by the intruders during my sleep) in my bathroom. I always then seconds later check my front door to re-confirm that it is fully double-bolt-locked (and it always is whenever I check it) before I go back to bed.

I would welcome any crime-scene investigation by APD, the FBI, the Attorney General of Texas, the Office of the Governor of Texas Child Sex Trafficking Team crime-fighting unit, the Travis County District Attorney's Office, the State Comptroller's Office Criminal Investigations Division, the Travis County Sheriff's Office, or any other law-enforcement agency with jurisdiction that then seizes the fitted bedsheet in question from my bedroom and obtains and all DNA-traceable items from my bed area that are needed for DNA tracing and criminal-prosecution of any and all alleged perpetrators.

Ever since June 21, 2019, when I moved into my current efficiency apartment unit at Pebble Creek Apartments, I have been officially cited in each of my official management-team-approved and signed 12-month lease agreements with the polite management team here as myself being the only official tenant and the only approved occupant inside my current unit.

I always keep my unit bolt-locked at all times, and I never permit anyone to enter my double-bolt-locked unit at nighttime, with the sole exceptions having been on-duty APD officers picking up infrared motion-sensitive photo-images crime evidence obtained for me during my sleeping hours inside my bedroom or picking up lost and found items from me that I had picked up outdoors while I was waiting for a Cap Metro bus at a bus stop in Austin.

As you of course know, I myself lead a permanently drinking-alcohol-free and law-abiding and honest and platonicly polite, clean-talking (no profanity by me in my everyday conversations with others), and dependably civil lifestyle. I do not have any criminal-conviction record. 

I am the founder of a new and non-Christian as well as non-praying religious group, the implicitly-deistic Progressive Prohibitionist Religion with very stringent membership-eligibility requirements, that has only one current approved member----myself. Many current or former residents of Travis County, Texas, have directly stated to me that they either dislike my new religion or do not regard it as an actual religion, in their opinion. 

I myself strongly support freedom of religion for anyone that does not involve any law-breaking conduct such as home-invasion-crimes or sex crimes or illegal deprogramming projects or kidnappings or personal-injury-crimes or thought-control projects or anonymous communications violating the privacy of the person being subjected to those communications against his or her wishes.

District Attorney Moore, I feel very strongly that it will make a fine statement to all other prosecuting attorneys in this entire nation if you are willing to help me obtain a forensic DNA-traces medical exam on myself that includes forensic DNA swabs of my anus, my buttocks, my mouth, my hips, my groin area, and any other portion of my body that a certified forensic nurse might choose to swab. I am referring specifically to a DNA-traces forensic medical exam on me for which full 190-day (or a longer time period, if at all possible) retroactive processing of any and all DNA traces and any and all DNA-traceable items is promptly pursued on that rape kit by the Austin Police Department or any other law-enforcement agency with jurisdiction.

It will be the first-ever DNA-traces forensic medical exam on me that has ever been authorized for me in nine years here in this state-capital city for Texas.

I would also like to ask you to please contact either Austin Police Chief Brian Manley or APD Austin Area Violent Crimes Command and APD Sex Crimes Unit Sergeant Jason Laduque and ask that APD official to please immediately order the APD Sex Crimes Unit to obtain full 190-day retroactive DNA-traces processing of two two rape kits from 2011 that APD already has in its possession. Those two rape kits were for APD Sex Crimes Case 11-1180447 and APD Sex Crimes Case 11-3550615. 

In response to a recent public-information request of mine to APD, APD in 2020 did not provide me with any legal document indicating that APD ever at any time pursued full 190-day retroactive DNA-traces processing of either of those two rape kits from me that APD still has in its possession.

I have never at any time permitted any friend or relative of mine or neighbor of mine or any former occupant or former tenant of my current apartment unit, or any current or former coworker of mine, or any person except honorable law-abiding on-duty staff members (pest control staff for this apartment complex, Better Business Bureau-accredited A-plus-rated private home-security business staff members, the San Marcos-based Grande Communications installation staff, apartment-complex maintenance staff, and one on-duty investigator for the Texas Department of Family and Protective Services, Investigator Diana McGeehan, cell phone 512-960-9351 and office phone 512-369-7019) to enter my own fully locked unit at Pebble Creek Apartments. Each of those visits that I permitted or authorized occurred during the daytime only. 

I do not socialize with or associate with any of the other tenants here at Pebble Creek Apartments, though I strive to be polite when I am walking outdoors on the grounds of this complex or using the Building 21 laundry-room, for instance.

I reside in the northeastern corner of this very large gated-community apartment complex. I frequently observe when I walk outdoors to the front gate at the northwestern corner of this complex in order to then walk to a bus stop that 90 percent or more of the other residents who are talking within earshot of me appear to be fluent in Spanish and appear to prefer to communicate with one another in the Spanish language. I myself am semi-fluent in Spanish. I am never aware of any conflict between myself and any of those polite Spanish-speaking tenants or Spanish-speaking occupants, though I did overhear one middle-aged Hispanic man state to another while they stood together on or near a stairway a matter of feet from me as I walked alone with no one else near me a matter of yards from their building, Building 18, also in the northeastern corner of this complex, that "el esta enojado" (translation: "he is annoyed"). That comment baffled me, since I was not aware of having been annoyed  or having appeared to be annoyed at that particular time. I am dependably civil and law-abiding and vigilant and crime-deterrence-minded. It is possible, of course, that the "el esta enojado" comment referred to someone other than myself, but it appeared to me that the cited polite Hispanic gentleman had glanced at me before he made his comment that I happened to overhear several weeks ago as I prepared to round the corner of Building 18 in order to walk to my own building, Building 17.

One additional public-policy recommendation I would like to offer you for your very innovative Presidency:

You might want to support a proposed change in U.S. Food and Drug Administration regulations that will require each food-product manufacturer to place the expiration date for that product at the upper right hand corner of that item.

When I shop inside a supermarket in Austin, I often devote a lot of time to attempting to identify where on the package or container the expiration date is printed before I can then decide whether to purchase that item. 

Placement of expiration dates on food products currently varies widely: Sometimes they are printed underneath the product, on its bottom; sometimes they are printed at the lower left side of a product; sometimes they are printed at the lower right side of a product; sometimes at the upper right side of the product; sometimes at the upper left side of the product; and sometimes at the very top of the product container or package.

I am hopeful that some enlightened consumer-friendly member of the U.S. Congress will, with your kind support on that, propose a new bill with a title such as "Uniformity in Food Product Expiration Dates Placement Act". The proposed new legislation could also require that the ink used for printing the expiration date will not fade and disappear before the product itself actually expires.

President-Elect Biden, I also urge you to as soon as possible publicize a new e-mail address or new website that any and all persons in the USA or elsewhere can use or visit in order to help American society make urgently-needed improvements as soon as possible.

The proposed new website could bear a name such as "YOUAREOURBRAINSTRUST.COM", which will convey your very enlightened message that every American citizen, regardless of their socioeconomic status and regardless of whether they have a college degree or Master's Degree or PhD, can potentially contribute invaluable public-policy ideas to our nation's political leadership.

The proposed new "YOUAREOURBRAINTRUST.COM" website can brilliantly highlight your alternative vision to the famous "Braintrust" that several previous Presidents, including President Franklin Delano Roosevelt, have relied on, and that emphasized consultation of professors at prestigious universities.

Your proposed new website can also promulgate the message to all American citizens, all visitors to the United States, and all friends of the United States living in foreign nations, that "President Joe Biden wants as many public-policy ideas from each of you idealistic and conscientious persons of any and all backgrounds that you are willing to offer him. Dear Travis County District Attorney Moore,

Best Wishes to you and your colleagues and relatives for a healthful and joyous and prosperous New Year.

I was very disappointed and dismayed yesterday afternoon, December 28, by factual information I obtained on the telephone from a polite APD detective during a phone call I made to him from my cell phone.

That conversation occurred when I made a polite phone call that day on my cell phone to the Austin Police Department Sex Crimes Unit's main phone number (512-974-5230) in order to obtain the name of the APD Sex Crimes Unit detective who has been assigned to my currently-active APD case (APD Case 20-3161213) from November 11, 2020. 

It is an APD crime case in which I am the cited longtime-celibate (including on a continuous and uninterrupted basis ever the day since I moved to the northern section of Austin in August 2001), always-sober, single adult American citizen and white English-Scottish-German-American male victim and complainant. I am also a gainfully employed senior citizen, age 63.

APD Sex Crimes Unit Detective John Garza, APD badge number 4890, stated to me at 3:52 p.m. Monday, December 28, 2020, that "the mental health unit" (exact quote) has been assigned to my cited APD Case Number 20-3161213, Detective Garza said. The office phone number for Detective John Garza, I was informed today on the phone by a female Austin 311 telephone information and referral service staff member Coleen, is (512) 974-4918. I had called 311 today from my landline home phone inside my apartment to politely obtain the first name of APD Detective Garza.

"It is being written up as an EDP (Emotionally Disturbed Persons) Intervention," Detective Garza stated to me on the phone yesterday after politely confirming for me that the APD unit receiving the referral from his own APD Sex Crimes Unit is the APD "Crisis Intervention Team". 

In the most recent several consecutive occasions in which I have submitted a crime report to APD about my being victimized by alleged sex-crimes and alleged personal-injury-crimes during my sleeping hours inside my current bolt-locked apartment, never on any occasion since early 2020 has any officer from APD's "Crisis Intervention Team" ever actually sent me an E-mail letter or made a phone call to me or returned a phone call message from me, from what I can currently recall.

I have repeatedly informed the Austin Police Department and the APD Sex Crimes Unit that I am the victim of alleged continuous sex crimes and continuous personal injury-crimes victimizing me on a continuing daily and year-round basis during my sleeping hours inside my current solo-occupancy unit by alleged home-invasion-crimes perpetrators unbeknownst to me.

One of my bedsheets currently contains tangible evidence, in the form of surprising stains on my brand-new white fitted bedsheet I had purchased in the last several weeks inside a Wal-Mart store, of alleged anal-rape of me during my sleeping hours. That evidence clearly identifies the presence of an alleged sex-crimes perpetrator and alleged home-invasion-crimes perpetrator physically present on my own bed at nighttime. I always wear underwear, at the very least, during my sleeping hours, and I always sleep alone on my own  bed. I never directly with my own eyes ever see anyone other than me inside my current unit after I am awakened with and unpleasant vibrating sensation in my anus (I do not own or use any vibrator of any type) or pain in my anus, often with an unpleasant nasal-inhalant sensation in my nostrils (I do not own or use any nasal inhalants of any type), often with an unpleasant aftertaste in my mouth, and an urgent need to then promptly urinate (pointing to alleged illegal hydration of me by the intruders during my sleep) in my bathroom. I always then seconds later check my front door to re-confirm that it is fully double-bolt-locked (and it always is whenever I check it) before I go back to bed.

I would welcome any crime-scene investigation by APD, the FBI, the Attorney General of Texas, the Office of the Governor of Texas Child Sex Trafficking Team crime-fighting unit, the Travis County District Attorney's Office, the State Comptroller's Office Criminal Investigations Division, the Travis County Sheriff's Office, or any other law-enforcement agency with jurisdiction that then seizes the fitted bedsheet in question from my bedroom and obtains and all DNA-traceable items from my bed area that are needed for DNA tracing and criminal-prosecution of any and all alleged perpetrators.

Ever since June 21, 2019, when I moved into my current efficiency apartment unit at Pebble Creek Apartments, I have been officially cited in each of my official management-team-approved and signed 12-month lease agreements with the polite management team here as myself being the only official tenant and the only approved occupant inside my current unit.

I always keep my unit bolt-locked at all times, and I never permit anyone to enter my double-bolt-locked unit at nighttime, with the sole exceptions having been on-duty APD officers picking up infrared motion-sensitive photo-images crime evidence obtained for me during my sleeping hours inside my bedroom or picking up lost and found items from me that I had picked up outdoors while I was waiting for a Cap Metro bus at a bus stop in Austin.

As you of course know, I myself lead a permanently drinking-alcohol-free and law-abiding and honest and platonicly polite, clean-talking (no profanity by me in my everyday conversations with others), and dependably civil lifestyle. I do not have any criminal-conviction record. 

I am the founder of a new and non-Christian as well as non-praying religious group, the implicitly-deistic Progressive Prohibitionist Religion with very stringent membership-eligibility requirements, that has only one current approved member----myself. Many current or former residents of Travis County, Texas, have directly stated to me that they either dislike my new religion or do not regard it as an actual religion, in their opinion. 

I myself strongly support freedom of religion for anyone that does not involve any law-breaking conduct such as home-invasion-crimes or sex crimes or illegal deprogramming projects or kidnappings or personal-injury-crimes or thought-control projects or anonymous communications violating the privacy of the person being subjected to those communications against his or her wishes.

District Attorney Moore, I feel very strongly that it will make a fine statement to all other prosecuting attorneys in this entire nation if you are willing to help me obtain a forensic DNA-traces medical exam on myself that includes forensic DNA swabs of my anus, my buttocks, my mouth, my hips, my groin area, and any other portion of my body that a certified forensic nurse might choose to swab. I am referring specifically to a DNA-traces forensic medical exam on me for which full 190-day (or a longer time period, if at all possible) retroactive processing of any and all DNA traces and any and all DNA-traceable items is promptly pursued on that rape kit by the Austin Police Department or any other law-enforcement agency with jurisdiction.

It will be the first-ever DNA-traces forensic medical exam on me that has ever been authorized for me in nine years here in this state-capital city for Texas.

I would also like to ask you to please contact either Austin Police Chief Brian Manley or APD Austin Area Violent Crimes Command and APD Sex Crimes Unit Sergeant Jason Laduque and ask that APD official to please immediately order the APD Sex Crimes Unit to obtain full 190-day retroactive DNA-traces processing of two two rape kits from 2011 that APD already has in its possession. Those two rape kits were for APD Sex Crimes Case 11-1180447 and APD Sex Crimes Case 11-3550615. 

In response to a recent public-information request of mine to APD, APD in 2020 did not provide me with any legal document indicating that APD ever at any time pursued full 190-day retroactive DNA-traces processing of either of those two rape kits from me that APD still has in its possession.

I have never at any time permitted any friend or relative of mine or neighbor of mine or any former occupant or former tenant of my current apartment unit, or any current or former coworker of mine, or any person except honorable law-abiding on-duty staff members (pest control staff for this apartment complex, Better Business Bureau-accredited A-plus-rated private home-security business staff members, the San Marcos-based Grande Communications installation staff, apartment-complex maintenance staff, and one on-duty investigator for the Texas Department of Family and Protective Services, Investigator Diana McGeehan, cell phone 512-960-9351 and office phone 512-369-7019) to enter my own fully locked unit at Pebble Creek Apartments. Each of those visits that I permitted or authorized occurred during the daytime only. 

I do not socialize with or associate with any of the other tenants here at Pebble Creek Apartments, though I strive to be polite when I am walking outdoors on the grounds of this complex or using the Building 21 laundry-room, for instance.

I reside in the northeastern corner of this very large gated-community apartment complex. I frequently observe when I walk outdoors to the front gate at the northwestern corner of this complex in order to then walk to a bus stop that 90 percent or more of the other residents who are talking within earshot of me appear to be fluent in Spanish and appear to prefer to communicate with one another in the Spanish language. I myself am semi-fluent in Spanish. I am never aware of any conflict between myself and any of those polite Spanish-speaking tenants or Spanish-speaking occupants, though I did overhear one middle-aged Hispanic man state to another while they stood together on or near a stairway a matter of feet from me as I walked alone with no one else near me a matter of yards from their building, Building 18, also in the northeastern corner of this complex, that "el esta enojado" (translation: "he is annoyed"). That comment baffled me, since I was not aware of having been annoyed or having appeared to be annoyed at that particular time. I am dependably civil and law-abiding and vigilant and crime-deterrence-minded. It is possible, of course, that the "el esta enojado" comment referred to someone other than myself, but it appeared to me that the cited polite Hispanic gentleman had glanced at me before he made his comment that I happened to overhear several weeks ago as I prepared to round the corner of Building 18 in order to walk to my own building, Building 17.

The most pertinent paragraph of my public-information request to you in your Austin federal-office was the following: 

"This is a public-information request in which I seek to obtain from you a copy of any and all e-mail communications or other written communications typed, produced, generated, sent, e-mailed, mailed, or forwarded at any time since September 28, 2007, by any Travis County-based or Austin-based federal-government-employee staff member for Congressman McCaul that each refer at least once in any manner to myself, John Kevin McMillan of Austin, Texas."

If I do not receive any reply e-mail letter from you by 5 p.m. Wednesday, December 30, 2020, I will have not choice but to file a Federal Freedom of Information Act complaint with the appropriate government agencies.

This is a correction and clarification to the following paragraph I wrote two and one-half years ago that was in my June 21, 2018, e-mail letter I had addressed to and sent to Republican Congressman Michael McCaul---a letter that was itself included as a supporting document to my November 30, 2020, e-mail public-information request to Rep. McCaul.

The original version of of that paragraph was:
 "I might add with emphasis that in the entire period ever since April 28, 2011, when I began filing crime reports with APD on a frequent basis about the alleged home-invasion crimes and alleged personal-injury crimes allegedly victimizing me inside my bolt-locked apartment unit, no relative of mine, no coworker of mine or professional associate of mine, no former roommate of mine, and no current or former friend or acquaintance of mine, has been or is authorized to be situated anywhere inside my apartment unit."

CORRECTION AND CLARIFICATION: THE ONLY current or former coworkers of mine, current or former work supervisors of mine, current or former neighbors of mine, or current or former friends of mine who were authorized by me and permitted by me to visit inside or, in the one total case cited below, to reside in my apartment unit in any context during the cited multi-year period when I also resided in that unit as an official tenant were: 

---Andy Hogue, an Anglo male friendly neighbor of mine at Wind River Crossing Apartments, 11411 Research Boulevard in Austin, who was a professional journalist and Travis County Republican Party activist or staff member, and who visited inside my apartment unit (Apt. 325 in Building 3) with my permission several times during the period from 2011 through 2013 before he moved away from that apartment complex and relocated to a small town in Williamson County.
---a male Hispanic waiter coworker of mine at Denny's chain franchise-owned Lakeline restaurant and former coworker of mine at IHOP Duval restaurant in northwest Austin, Eduardo Arreguin, himself also a neighbor of mine residing at Wind River Crossing Apartments, who in exchange for a payment of money from me in 2015, 2014, or 2013 on two total separate occasions visited my apartment unit (Apt. 325 in Building 3)  at Wind River Crossing Apartments for the sole and exclusive purpose of Eduardo installing bolt-locks or sliding locks to my bedroom door and to my bedroom closet's accordion door --- locks I paid that Eduardo had selected for my needs inside a Home Depot store or a Lowe's store that we visited together.
---a friendly Scottish-American Anglo female waitstaff coworker of mine at Denny's Lakeline restaurant, Michelle, who at my request on one total occasion in 2013 or 2014 (?) visited my apartment unit at that time, Apartment 325 in Building 3 at Wind River Crossing Apartments, and reviewed hard-copy printouts of infrared-camera motion-sensitive-camera photographs I had obtained during my sleeping hours as I lay alone on my bed of alleged illegal trespassers inside my bedroom of my bolt-locked apartment unit. Michelle stated to me in person in my bedroom during her one-time visit that every one of the photos I showed her that day definitely DID NOT appear to be me.
--a Hispanic younger male Luby's chain Lakeline Mall-area corporate-owned cafeteria coworker of mine who in exchange for my paying him a fee during his and my of-duty hours on one total occasion visited my apartment unit at Wind River Crossing Apartments, Apartment 325, strictly for the purpose of helping me to dispose of  items I owned that I was not able to take with me to my next housing unit. 
---James Willett, an Anglo male neighbor of mine in northwest Austin, former classmate of mine at Stephen F. Austin High School in Austin, personal friend of mine, and the cited administrator of and a cited beneficiary in my last will and testament, in 2015 or 2016 visited my apartment unit at that time, Apartment 902 in Building 9 at Village Oaks Apartments, 10926 Jollyville Road in Austin, for the sole purpose of helping me to carry a new mattress I had purchased at a Sear's store in northwest Austin into my bedroom. James had driven me to that Sear's store in order to pick up the mattress.
----Brady Keith Harville, an Anglo male self-identified Irish-American and self-identified waiter coworker of mine at the corporate-owned Outback Steakhouse workplace in northwest Austin, who on his own initiative had contacted me and expressed interest in rooming with me, in September 2017 moved into the one-bedroom Apartment 1609 of Building 16 at Village Oaks Apartments as my designated official roommate who was cited as such on our official signed lease agreement for both of us, with Brady Harville getting the lockable bedroom and myself agreeing in advance to be situated in and sleep in the living room. 
---One Anglo male neighbor of mine and staff member (photographer?) at Camp Mabry  (?) who lived directly below me with his wife and infant child when I lived in Apartment 902 at Village Oaks Apartments, in September 2017 helped me to carry my belongings from Apartment 902 to my new apartment unit, Apartment 1609 in Building 16 at Village Oaks Apartments.
---Roberto Moctezuma, a Christian Hispanic married gentleman and former or current work supervisor of mine at Cheddar's corporate-owned restaurant along Anderson Mill in northwest Austin, in 2017 or 2018 or possibly 2019 visited inside my apartment unit, Apartment 1609 in Building 16 at Village Oaks Apartments, 10926 Jollyville Road, on one or two total occasions in which I spoke with him in person in my desk area near my bed (my desk and bed in that one-bedroom unit were situated in the living room, with my roommate sleeping in the lockable-door bedroom) about my being a self-identified victim of alleged continuous personal injury-crimes inflicted on me during my sleeping hours.

Than you for your kind patience and understanding about my surprising failure back in 2018 to recall and cite these very rare and very minimal exceptions to the statement I had made in the above paragraph (top item) from a letter of mine I had addressed and submitted to Congressman Michael McCaul on June 21, 2018.

This is a public-information request in which I seek to obtain from you a copy of any and all e-mail communications or other written communications typed, produced, generated, sent, e-mailed, mailed, or forwarded at any time since September 28, 2007, by any Travis County-based or Austin-based federal-government-employee staff member for Congressman McCaul that each refer at least once in any manner to myself, John Kevin McMillan of Austin, Texas.

To assist you in your responding to this public-information request, I am providing (below) numerous examples of prior recent e-mail correspondence I have had with Congressman McCaul and staff members for Congressman McCaul.

My legal name is John Kevin McMillan. I was born at Lincoln, Nebraska, on April 27, 1957. 

I myself do not have any criminal-conviction record, as I'm sure that Congressman McCaul is very aware.

I have resided in Austin proper ever since mid-March 1997, during which time I have been employed by a variety of reputable employers, including the Texas Department of Public Safety state law-enforcement agency. I was employed full-time in the DPS Motor Carrier Bureau along Guadalupe Street for one year in the late 1990s. I have been employed in the restaurant industry in Austin on a continuous basis ever since April 27, 2002. I previously was employed full-time as a general-circulation- professional newspaper reporter or professional copy-editor in Texas and other U.S. states.

My primary personal e-mail address of "mcmillanj@att.net" and my primary personal phone number of "512-342-2295" have remained the same throughout the approximately 13-year period applicable to this public-information request. I am the founder and only approved current member of a new and non-Christian non-proselytizing "Honor Society" religion, the anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair-minded  "Progressive Prohibitionist Religion", that has very stringent membership-eligibility requirements. 

That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights, opposes verbalization of anonymous death threats or other death threats to anyone, opposes verbal harassment of anyone, opposes continuous anonymous communications that violate the privacy of the person being subjected to those communications, opposes fraudulent or knowingly dishonest communications, opposes thought-control projects, opposes so-called "deprogramming" projects, opposes kidnappings, opposes hostage-takings, opposes the crime of stalking, opposes the crime of spying on anyone against that person's wishes, opposes attempted censorship of non-anonymous communications that are in compliance with the law and that advocate civil and law-abiding conduct or that support law-enforcement, opposes compelled speech that violates the privacy rights of the individual being subjected to that compelled speech against his wishes, and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms that individual's own medical health or hearing capacity or that is aimed at punishing him or her for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators or sponsors of that noise pollution.

Numerous current or former Central Texas residents have stated to me over a multi-year period that they either dislike or intensely dislike or question the authenticity of my own fully-independent "Progressive Prohibitionist Religion" (PPR). Around the turn of the century I gave several televised speeches on behalf of that religion of mine on local Community Access Television in Austin. One younger Central Texan man left a violent-sounding and obscene anonymous recorded phone message on my telephone-answering machine inside my apartment near UT-Austin---a recorded phone message in which he volunteered that he himself is "Catholic", and that he was very critical of my PPR religion because it allegedly "kills c-nts" (a shocking obscenity, with one letter from the latter word having been omitted by me here for the sake of propriety and full obedience the law by myself), that self-identified Catholic man stated.  In his recorded message to me, that self-identified Catholic man stated that he was reacting to one or more locally televised speeches of mine that I had given on behalf of my PPR religion.

Around the turn of the century, one former Austin-area resident and self-identified older brother  of mine from my childhood family in Westlake Hills, Texas, Dr. Michael Kim McMillan, declared to me in person with indignation and revulsion in his tone of voice and facial expression in a conversation I had with him outdoors near UT-Austin's main campus that occurred during a brief visit of his to the Austin area from out of state: "The 'Heaven on Earth' religion you've (John Kevin McMillan of Austin) established has inflicted Hell on this entire planet!"

As an honest and law-abiding, gainfully-employed, permanently-drinking-alcohol-free, single adult Anglo male constituent of yours in northwest Austin, I want to thank you again for having directly invited me on May 25, 2018, to provide you with crime reports about my being a victim of alleged continuous personal-injury crimes inside my bolt-locked rental apartment unit in Austin, Texas.

That crime evidence, you have kindly indicated to me in writing on Dec. 1, 2015, can serve as a basis for a "federal intervention" on my own behalf, as you appeared to indicate in writing in a signed official reply letter you wrote and mailed to me. That same official December 1, 2015, reply letter from you was directly addressed to myself at my cited apartment unit address during that time period. In regard to the alleged continuous-and-continuing alleged felony crimes victimizing me on a daily and year-round and multi-year basis, including at present (June 21, 2018), I am referring to alleged anal-rape crimes and other alleged personal-injury-crimes and deliberate-sleep-disruption-infliction harassment crimes allegedly inflicted on me during my sleeping hours, as I lie alone on my own bed, by one or more illegal intruders unbeknownst to myself inside my bolt-locked apartment unit in northwest Austin.

Today, for instance, after I had gone to bed alone (as always) at about 11 p.m. Wednesday, I was awakened abruptly in the middle of my sleep at about 12:43 a.m., 2:25 a.m., 4:47 a.m., and 6:45 a.m., each time with an unpleasant vibrating sensation in my anus and an urgent need to urinate. Each time, I visited my bathroom in order to urinate. My being robbed of sleep every night by alleged illegal intruders unbeknownst to me has generally also involved my being awakened with an unpleasant nasal-inhalant sensation, even though I myself never take nasal inhalants, and a ringing sensation in my eardrums that I did not have when I had gone to bed earlier that night.

As you know, Congressman, I myself NEVER have any invited overnight guest inside my apartment unit, I ALWAYS sleep alone on my own bed in a partitioned section of the living room, and I NEVER have any invited late-night guest inside my apartment unit. I am a longtime celibate-by-choice, single-by-choice Anglo gentleman, and I have been celibate, with ZERO sexual contact or intimate physical contact between myself or any other human being (or any animal, for that matter), on a continuous and uninterrupted basis throughout any and all of my own conscious or waking hours, regardless of where I was situated or resided or traveled to, ever since and including the day I moved to northwest Austin in August 2001.

I might add with emphasis that in the entire period ever since April 28, 2011, when I began filing crime reports with APD on a frequent basis about the alleged home-invasion crimes and alleged personal-injury crimes allegedly victimizing me inside my bolt-locked apartment unit, no relative of mine, no coworker of mine or professional associate of mine, no former roommate of mine, and no current or former friend or acquaintance of mine, has been or is authorized to be situated anywhere inside my apartment unit.

Ever since March 1, 2018, when an apartment-management-team-approved official revision of my lease agreement for my current rental-apartment unit became effective, I have been the only approved tenant and only approved resident inside the Apartment 1609 unit where I reside at Village Oaks Apartments, 10926 Jollyville Road, in Austin. 
In that regard, I paid a fee to have the keys to the front door of this apartment changed in early March 2018 by the polite management team here, several days after my most recent roommate  moved out permanently.

That most recent roommate of mine, who stated his full legal name as "Brady Keith Harville", had his name officially removed from the lease agreement upon his request and moved out permanently on February 28, 2018, after about six months of rooming with me in Apartment 1609. Brady Harville declined to provide me with a forwarding address for himself when he moved out or at any time since then. However, he did provide that information about himself to the apartment management team at this apartment complex (Village Oaks), from what they have politely told me. 

I have never had any conversation with Brady Harville or ever met with him or ever heard from him or ever directly saw him or ever received any written communication from him on any occasion since February 28, 2018. I might add that he has chosen not to send me any reply letter in response politely-stated e-mail letters from me in which I have asked him in writing to please send me the rent-related and utlities-related money he still owes me and that he had agreed to pay me.

Brady Harville still to this day owes me exactly $595 in unpaid rent and late fees he directly incurred from his not paying any of his share of the rent that was due February 1, 2018, and he also still owes me more than $219.79 from his share of utility bills over a multi-month period that he had agreed to pay me and that were applicable to periods when he did in fact reside with me as my one total official apartment-management-team-approved roommate here in Apartment 1609.

Village Oaks Apartments are reportedly owned and managed by two separate for-profit corporations that are each headquartered at the same street address in Newton, Massachusetts.

The Austin Police Department in recent months has not contacted me about my sleeping conditions inside my apartment unit. APD did send me a recent reply note in response to a public-information request I submitted to APD; and that reply note stated that APD has not obtained a "warrant" on behalf of surveillancing the interior of my apartment unit.

I myself have repeatedly over a multi-year period directly informed the Austin Police Department that I as a law-abiding gentleman sleeping ALONE on my own bed of course welcome any APD-provided (or, I might add at this time, any FBI-provided) electronic surveillance of my own bedroom or, more recently, my own partitioned bed area, that APD is willing to provide me. 

This would be based on the very clear prior understanding that any crime evidence APD ever obtains at any time from any such continuous electronic surveillance or other surveillance of my own bedroom or bed area, respectively, would result in APD very promptly filing criminal-law charges against an actual crime suspect who is accused, among other things, of having illegally trespassed inside my bedroom or bed area, and of having had illegal physical contact with me, and of having allegedly injured me or wounded me or sexually assaulted me during my sleep as I lay alone, unconscious and probably also snoring, on a bed that I myself own inside my rental apartment unit.

Thank you in advance, Congressman McCaul, for your prompt and very helpful reply letter to me about this very alarming legal-liability issue currently facing the City Government of Austin, Travis County Government, the Texas Legislature, and the U.S. Government.

 I am also a current resident of the Austin City Council District 10 section of Austin.  The Austin City Council member who directly and officially represents any and all Austin City Council District 10 of Austin residents, Dr. Alison Alter---herself a member of "Congregation Beth Israel" Reform Judaism congregation in central Austin and an alumnus of Harvard University and Stanford University, respectively---has reportedly prohibited me ever since March 9, 2017, from ever again directly contacting either Council Member Alter or any of the City of Austin staff members whom she directly supervises.
Below, please find statements, including written statements and quoted oral statements, from local and federal government officials in regard to the alleged continuous personal-injury-crimes case in Austin, Texas, in which I am the gainfully-employed single adult white male self-identified victim.
Included among those statements written by, or quoting from, local or federal government officials is the following paragraph I wrote on October 4, 2016, that can also be found near the very bottom of this multi-letter e-mail legal correspondence of mine that I am sharing today with yourself, Congressman McCaul, in your capacity as my duly-elected official direct representative in the United States Congress:

"Also in the brief (October 3, 2016) telephone conversation I had with the (cited) Deputy Director of (Texas Republican U.S.) Senator (Ted) Cruz's Austin office, Chris made a very surprising unsolicited comment to me for which I somehow neglected to jot down notes on what he had said. 

"That surprising comment from Chris was either 'There may be some federal law enforcement officers involved in this' or 'Are you yourself alleging that some federal law enforcement officers have been involved in the anal-rapes victimizing you during your sleep?' I should have stated, below, that I received the phone call from male staff member Bobby Dyke of Congressman Michael McCaul's Austin office at between 9 a.m. and 10 a.m. Friday, May 25, 2018. I was awakened by the phone call, which I received while lying alone asleep on my bed inside my bolt-locked rental apartment unit, and I failed to jot down the exact time when I received the phone call to me cited below. Rep. McCaul is my duly-elected representative in the United States House of Representatives in our nation's capital: I reside in his congressional district, which is the 10th Congressional District of Texas.

Congressman Michael McCaul is the highly-esteemed chairman of the U.S. House of Representatives Committee on Homeland Security in Washington, D.C.

During the phone call to me this Friday morning from Congressman McCaul's Austin office, I asked the male adult caller for his name (Bobby Dyke, as noted below) and his position (a staff member in Rep. McCaul's Austin office, Mr. Dyke stated)---and I jotted down both of those details on a sheet of paper lying near my landline telephone. My telephone is always situated on a counter between my open-air kitchen and my living room. 

I also need to clarify the point that during my phone conversation this Friday with Mr. Dyke, I also jotted down on that same sheet of paper the correct current official e-mail address that Mr. Dyke said Congressman McCaul's office wants me to use in contacting Rep. McCaul about my being a victim of alleged continuous-and-continuing organized-crime activities that are medically injurious to me and inflicting pain on me and robbing me of sleep every morning on a frequent basis during my sleeping hours as I lie ALONE, unconscious and probably also snoring, on my own bed inside my bolt-locked apartment unit.

Dear Mr. Dyke,

I would like to thank you for inviting me on the phone today to submit my criminal-law complaints about alleged organized-crime activities --- illegal activities involving alleged personal-injury-crimes and allegedly injurious and unauthorized nasal inhalants I'm also being subjected to against my wishes during my sleeping hours --- allegedly victimizing me during my sleep (I snore, and I always sleep ALONE on my own bed, I being a longtime celibate-by-choice, single-by-choice, gainfully employed, Anglo adult gentleman) as I lie alone on a bed I own in my partitioned bed area of the  living room of my bolt-locked apartment unit in Austin City Council District 10.

The Austin City Council member who directly represents me at City Council meetings, Dr. Alison Alter, herself a member of Congregation Beth Israel Reform-Judaism religious group in central Austin, has reportedly ever since March 9, 2017, prohibited me from ever again contacting either Council Member Alter or any of her staff members, or her UT-Austin LBJ School of Public Affairs and UT-History Department Professor husband, Dr. Jeremi Suri, about any public-policy issue or any criminal-law complaint of mine or any other issue or concern that I might ever cite.

I am the only currently approved official tenant and the only currently approved occupant inside my current apartment unit. 

I myself never have any invited late-night guest or any invited over-night guest inside my apartment unit.

I might add that I am a very strong criminal-law complainant here in Austin, for numerous reasons that include the following:
---I lead a permanently illicit-drug-free lifestyle and have not consumed any quantity of marijuana on any occasion since the late fall of 1984. In my entire life, I have never once consumed any illicit drug other than marijuana on any occasion or at any time.
---I have not consumed any quantity of drinking alcohol on any occasion since the late summer of 1990, and I am NOT a "recovering alcoholic" or "former alcoholic".
---I myself do NOT have any criminal-conviction record, and in fact I am a former full-time employee in Austin of the Texas Department of Public Safety, the Texas Department of Criminal Justice, and the Texas Board of Pardons and Paroles.

Thank you again for Congressman McCaul's interest in my very emphatic belief that the Austin Police Department has allegedly failed to adequately investigate allegations from myself about alleged home-invasion crimes and alleged personal-injury-crimes allegedly victimizing me during my sleep inside my bolt-locked rental apartment unit in NW Austin.

The Act specifically excludes Congress from its definition of an agency. See  5 U.S.C. 551a(1), 552(f). This exclusion is grounded in separation of powers concerns as well as Congress' constitutional immunities from outside questioning and interference. Accordingly, the Congressman is not subject to the Act and must decline to produce the information you requested.

----Has Congressman McCaul had any communications with the Travis County District Attorney's Office in Austin, Texas, in regard to the "John McMillan" criminal-law file that was officially established by paralegal Norma Hilbig of that DA's Office's Strategic Prosecution Division in January of 2006, with Ms. Hilbig emphasizing to myself over the telephone in 2006 that that very same criminal-law file would be used for my own benefit, and would be consulted by Travis County District Attorney Ronald Earle in Austin in the event that any person ever at any future time allegedly commits a felony crime in any context victimizing myself, John Kevin McMillan of Austin.
 
----Does Congressman McCaul concur with the emphatically stated view of a State Bar of Texas member, University of Texas at Austin Law School Alumnus John F. In particular, I need to obtain from yourself a signed reply letter stating whether you concur with legal advice I received today from a private-law attorney member of the State Bar of Texas. That attorney advised me over the telephone today to NOT myself contact the Federal Bureau of Investigation and report to that federal law-enforcement agency that I have been told this month by a male adult acquaintance of mine in Austin, Texas, that he himself regards President George W. Bush as being "Satanic" (exact quote).
 
The male Texan attorney whom I contacted today over the telephone emphasized to me that the cited comment about President Bush that I had quoted today to that attorney is fully protected by the cited Austin-area male adult speaker's Freedom of Speech legal and Constitutional rights.
 
Since I myself have no direct evidence that the male adult acquaintance of mine in question would ever himself attempt to commit any allegedly illegal action victimizing President George W. Bush in any way, I should refrain from myself contacting any law-enforcement agency in regard to the cited comment I had directly heard in person, I was advised today by the Texan attorney whom I contacted by telephone.
 
Congressman McCaul, please let me know in writing as soon as possible if you yourself agree (or, for that matter, if you yourself disagree) with the legal advice on this matter that I have received today from a very distinguished and influential Texan attorney and State Bar of Texas member.
