This is a public-information request in which I seek to obtain from you a copy of any and all e-mail communications or other written communications typed, produced, generated, sent, e-mailed, mailed, or forwarded at any time since September 28, 2007, by any Travis County-based or Austin-based federal-government-employee staff member for Congressman McCaul that each refer at least once in any manner to myself, John Kevin McMillan of Austin, Texas.

To assist you in your responding to this public-information request, I am providing (below) numerous examples of prior recent e-mail correspondence I have had with Congressman McCaul and staff members for Congressman McCaul.

My legal name is John Kevin McMillan. I was born at Lincoln, Nebraska, on April 27, 1957. 

I myself do not have any criminal-conviction record, as I'm sure that Congressman McCaul is very aware.

I have resided in Austin proper ever since mid-March 1997, during which time I have been employed by a variety of reputable employers, including the Texas Department of Public Safety state law-enforcement agency. I was employed full-time in the DPS Motor Carrier Bureau along Guadalupe Street for one year in the late 1990s. I have been employed in the restaurant industry in Austin on a continuous basis ever since April 27, 2002. I previously was employed full-time as a general-circulation- professional newspaper reporter or professional copy-editor in Texas and other U.S. states.

My primary personal e-mail address of "mcmillanj@att.net" and my primary personal phone number of "512-342-2295" have remained the same throughout the approximately 13-year period applicable to this public-information request. Ever since August 2019, I have also owned and used a personal cell phone I purchased through AT&T that has the cell phone number assigned to me by AT&T of (512) 993-7305.

I am the founder and only approved current member of a new and non-Christian non-proselytizing "Honor Society" religion, the anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair-minded  "Progressive Prohibitionist Religion", that has very stringent membership-eligibility requirements. 

That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights, opposes verbalization of anonymous death threats or other death threats to anyone, opposes verbal harassment of anyone, opposes continuous anonymous communications that violate the privacy of the person being subjected to those communications, opposes fraudulent or knowingly dishonest communications, opposes thought-control projects, opposes so-called "deprogramming" projects, opposes kidnappings, opposes hostage-takings, opposes the crime of stalking, opposes the crime of spying on anyone against that person's wishes, opposes attempted censorship of non-anonymous communications that are in compliance with the law and that advocate civil and law-abiding conduct or that support law-enforcement, opposes compelled speech that violates the privacy rights of the individual being subjected to that compelled speech against his wishes, and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms that individual's own medical health or hearing capacity or that is aimed at punishing him or her for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators or sponsors of that noise pollution.

Numerous current or former Central Texas residents have stated to me over a multi-year period that they either dislike or intensely dislike or question the authenticity of my own fully-independent "Progressive Prohibitionist Religion" (PPR). Around the turn of the century I gave several televised speeches on behalf of that religion of mine on local Community Access Television in Austin. One younger Central Texan man left a violent-sounding and obscene anonymous recorded phone message on my telephone-answering machine inside my apartment near UT-Austin---a recorded phone message in which he volunteered that he himself is "Catholic", and that he was very critical of my PPR religion because it allegedly "kills c-nts" (a shocking obscenity, with one letter from the latter word having been omitted by me here for the sake of propriety and full obedience the law by myself), that self-identified Catholic man stated.  In his recorded message to me, that self-identified Catholic man stated that he was reacting to one or more locally televised speeches of mine that I had given on behalf of my PPR religion.

Around the turn of the century, one former Austin-area resident and self-identified older brother  of mine from my childhood family in Westlake Hills, Texas, Dr. Michael Kim McMillan, declared to me in person with indignation and revulsion in his tone of voice and facial expression in a conversation I had with him outdoors near UT-Austin's main campus that occurred during a brief visit of his to the Austin area from out of state: "The 'Heaven on Earth' religion you've (John Kevin McMillan of Austin) established has inflicted Hell on this entire planet!"

I hope to hear from your Austin district office for Congressman McCaul in the very near future in response to this public-information request.

Dear Congressman McCaul,

As an honest and law-abiding, gainfully-employed, permanently-drinking-alcohol-free, single adult Anglo male constituent of yours in northwest Austin, I want to thank you again for having directly invited me on May 25, 2018, to provide you with crime reports about my being a victim of alleged continuous personal-injury crimes inside my bolt-locked rental apartment unit in Austin, Texas.

That crime evidence, you have kindly indicated to me in writing on Dec. 1, 2015, can serve as a basis for a "federal intervention" on my own behalf, as you appeared to indicate in writing in a signed official reply letter you wrote and mailed to me. That same official December 1, 2015, reply letter from you was directly addressed to myself at my cited apartment unit address during that time period. I have since moved to another apartment unit, Apartment 1609 in Building 16, at this same apartment complex.

Your 2015 reply letter also kindly volunteered the possibility that I myself may have been subjected to possible alleged "mistreatment" in Austin, Texas, you helpfully stated in writing.

I am writing you today, Congressman McCaul, to politely ask you which public policy actions or legal actions --- such as your inviting the Federal Bureau of Investigation to contact the Austin Police Department in Austin, Texas, about this very alarming continuous-crimes case in which I am the self-identified victim --- you have decided to pursue on my own behalf.

As a courtesy to you and to refresh your memory, Congressman McCaul, I am providing you, directly below, with the entire text of your official December 1, 2015, signed reply letter to me:

If you believe that you have credible evidence of violations of federal law, you should contact the local branch office of the FBI for information or assistance. In the event the FBI finds evidence of a prosecutable violation of federal criminal statutes, the case will be presented to the United States Attorney's Office.

"It is important to understand that Congress has adopted standards which recognize the legitimate role of Members in assisting constituents, while protecting both the due process rights of parties potentially affected by Government actions. In regard to the alleged continuous-and-continuing alleged felony crimes victimizing me on a daily and year-round and multi-year basis, including at present (June 21, 2018), I am referring to alleged anal-rape crimes and other alleged personal-injury-crimes and deliberate-sleep-disruption-infliction harassment crimes allegedly inflicted on me during my sleeping hours, as I lie alone on my own bed, by one or more illegal intruders unbeknownst to myself inside my bolt-locked apartment unit in northwest Austin.

Today, for instance, after I had gone to bed alone (as always) at about 11 p.m. Wednesday, I was awakened abruptly in the middle of my sleep at about 12:43 a.m., 2:25 a.m., 4:47 a.m., and 6:45 a.m., each time with an unpleasant vibrating sensation in my anus and an urgent need to urinate. Each time, I visited my bathroom in order to urinate. My being robbed of sleep every night by alleged illegal intruders unbeknownst to me has generally also involved my being awakened with an unpleasant nasal-inhalant sensation, even though I myself never take nasal inhalants, and a ringing sensation in my eardrums that I did not have when I had gone to bed earlier that night.

As you know, Congressman, I myself NEVER have any invited overnight guest inside my apartment unit, I ALWAYS sleep alone on my own bed in a partitioned section of the living room, and I NEVER have any invited late-night guest inside my apartment unit. I am a longtime celibate-by-choice, single-by-choice Anglo gentleman, and I have been celibate, with ZERO sexual contact or intimate physical contact between myself or any other human being (or any animal, for that matter), on a continuous and uninterrupted basis throughout any and all of my own conscious or waking hours, regardless of where I was situated or resided or traveled to, ever since and including the day I moved to northwest Austin in August 2001.

I might add with emphasis that in the entire period ever since April 28, 2011, when I began filing crime reports with APD on a frequent basis about the alleged home-invasion crimes and alleged personal-injury crimes allegedly victimizing me inside my bolt-locked apartment unit, no relative of mine, no coworker of mine or professional associate of mine, no former roommate of mine, and no current or former friend or acquaintance of mine, has been or is authorized to be situated anywhere inside my apartment unit.

Ever since March 1, 2018, when an apartment-management-team-approved official revision of my lease agreement for my current rental-apartment unit became effective, I have been the only approved tenant and only approved resident inside the Apartment 1609 unit where I reside at Village Oaks Apartments, 10926 Jollyville Road, in Austin. 
In that regard, I paid a fee to have the keys to the front door of this apartment changed in early March 2018 by the polite management team here, several days after my most recent roommate  moved out permanently.

That most recent roommate of mine, who stated his full legal name as "Brady Keith Harville", had his name officially removed from the lease agreement upon his request and moved out permanently on February 28, 2018, after about six months of rooming with me in Apartment 1609. Brady Harville declined to provide me with a forwarding address for himself when he moved out or at any time since then. However, he did provide that information about himself to the apartment management team at this apartment complex (Village Oaks), from what they have politely told me. 

I have never had any conversation with Brady Harville or ever met with him or ever heard from him or ever directly saw him or ever received any written communication from him on any occasion since February 28, 2018. I might add that he has chosen not to send me any reply letter in response politely-stated e-mail letters from me in which I have asked him in writing to please send me the rent-related and utlities-related money he still owes me and that he had agreed to pay me.

Brady Harville still to this day owes me exactly $595 in unpaid rent and late fees he directly incurred from his not paying any of his share of the rent that was due February 1, 2018, and he also still owes me more than $219.79 from his share of utility bills over a multi-month period that he had agreed to pay me and that were applicable to periods when he did in fact reside with me as my one total official apartment-management-team-approved roommate here in Apartment 1609.

Village Oaks Apartments are reportedly owned and managed by two separate for-profit corporations that are each headquartered at the same street address in Newton, Massachusetts.

The Austin Police Department in recent months has not contacted me about my sleeping conditions inside my apartment unit. APD did send me a recent reply note in response to a public-information request I submitted to APD; and that reply note stated that APD has not obtained a "warrant" on behalf of surveillancing the interior of my apartment unit.

I myself have repeatedly over a multi-year period directly informed the Austin Police Department that I as a law-abiding gentleman sleeping ALONE on my own bed of course welcome any APD-provided (or, I might add at this time, any FBI-provided) electronic surveillance of my own bedroom or, more recently, my own partitioned bed area, that APD is willing to provide me. 

This would be based on the very clear prior understanding that any crime evidence APD ever obtains at any time from any such continuous electronic surveillance or other surveillance of my own bedroom or bed area, respectively, would result in APD very promptly filing criminal-law charges against an actual crime suspect who is accused, among other things, of having illegally trespassed inside my bedroom or bed area, and of having had illegal physical contact with me, and of having allegedly injured me or wounded me or sexually assaulted me during my sleep as I lay alone, unconscious and probably also snoring, on a bed that I myself own inside my rental apartment unit.

Thank you in advance, Congressman McCaul, for your prompt and very helpful reply letter to me about this very alarming legal-liability issue currently facing the City Government of Austin, Travis County Government, the Texas Legislature, and the U.S. Government.

I would like to thank you again for kindly inviting me --- through a local phone call to me I received inside my private residence on May 25, 2018, from your Austin office staff member Bobby Dyke --- to myself send you criminal-law complaints and crime evidence I obtain to "mccaul.casework@mail.house.gov" about my being victimized in Austin, Texas, on a daily and year-round and multi-year basis by alleged personal-injury-crimes.
Those alleged personal-injury crimes have allegedly been inflicted on me by one or more alleged illegal intruders unbeknownst to me during periods when I was or am asleep and unconscious and lying alone on my own bed inside my bolt-locked or locked rental-apartment unit in northwest Austin.
As you know, I reside in your district, Texas Congressional District 10 that comprises a multi-county region extending as far south as the Houston area.
 I am also a current resident of the Austin City Council District 10 section of Austin.  The Austin City Council member who directly and officially represents any and all Austin City Council District 10 of Austin residents, Dr. Alison Alter---herself a member of "Congregation Beth Israel" Reform Judaism congregation in central Austin and an alumnus of Harvard University and Stanford University, respectively---has reportedly prohibited me ever since March 9, 2017, from ever again directly contacting either Council Member Alter or any of the City of Austin staff members whom she directly supervises.
Below, please find statements, including written statements and quoted oral statements, from local and federal government officials in regard to the alleged continuous personal-injury-crimes case in Austin, Texas, in which I am the gainfully-employed single adult white male self-identified victim.
Included among those statements written by, or quoting from, local or federal government officials is the following paragraph I wrote on October 4, 2016, that can also be found near the very bottom of this multi-letter e-mail legal correspondence of mine that I am sharing today with yourself, Congressman McCaul, in your capacity as my duly-elected official direct representative in the United States Congress:

"Also in the brief (October 3, 2016) telephone conversation I had with the (cited) Deputy Director of (Texas Republican U.S.) Senator (Ted) Cruz's Austin office, Chris made a very surprising unsolicited comment to me for which I somehow neglected to jot down notes on what he had said. 

"That surprising comment from Chris was either 'There may be some federal law enforcement officers involved in this' or 'Are you yourself alleging that some federal law enforcement officers have been involved in the anal-rapes victimizing you during your sleep?' (approximate quote on each of those quotes).

"It was at that point that Chris of Senator Cruz's staff in Austin volunteered to me that 'You have a need for an attorney' (approximate quote that I did jot down in my notes)."

I should have stated, below, that I received the phone call from male staff member Bobby Dyke of Congressman Michael McCaul's Austin office at between 9 a.m. and 10 a.m. Friday, May 25, 2018. I was awakened by the phone call, which I received while lying alone asleep on my bed inside my bolt-locked rental apartment unit, and I failed to jot down the exact time when I received the phone call to me cited below. Rep. McCaul is my duly-elected representative in the United States House of Representatives in our nation's capital: I reside in his congressional district, which is the 10th Congressional District of Texas.

Congressman Michael McCaul is the highly-esteemed chairman of the U.S. House of Representatives Committee on Homeland Security in Washington, D.C.

During the phone call to me this Friday morning from Congressman McCaul's Austin office, I asked the male adult caller for his name (Bobby Dyke, as noted below) and his position (a staff member in Rep. McCaul's Austin office, Mr. Dyke stated)---and I jotted down both of those details on a sheet of paper lying near my landline telephone. My telephone is always situated on a counter between my open-air kitchen and my living room. 

I also need to clarify the point that during my phone conversation this Friday with Mr. Dyke, I also jotted down on that same sheet of paper the correct current official e-mail address that Mr. Dyke said Congressman McCaul's office wants me to use in contacting Rep. McCaul about my being a victim of alleged continuous-and-continuing organized-crime activities that are medically injurious to me and inflicting pain on me and robbing me of sleep every morning on a frequent basis during my sleeping hours as I lie ALONE, unconscious and probably also snoring, on my own bed inside my bolt-locked apartment unit. 

That official e-mail address provided to me this Friday morning by Mr. Dyke is: "mccaul.casework@mail.house.gov".

Thank you in advance to each of you for your very kind support for my own legal right to sleep ALONE, unharassed and untouched by any other human being, on my own bed inside my bolt-locked apartment unit where I am currently the ONLY approved occupant and the ONLY official tenant. I might add that I myself NEVER have any invited late-night guest or ANY invited overnight guest inside my apt. unit. situated in Congressman McCaul's congressional district.

I might add that I am one dependably honest and always-sober and law-abiding criminal-law complainant in Rep. The Austin City Council member who directly represents me at City Council meetings, Dr. Alison Alter, herself a member of Congregation Beth Israel Reform-Judaism religious group in central Austin, has reportedly ever since March 9, 2017, prohibited me from ever again contacting either Council Member Alter or any of her staff members, or her UT-Austin LBJ School of Public Affairs and UT-History Department Professor husband, Dr. Jeremi Suri, about any public-policy issue or any criminal-law complaint of mine or any other issue or concern that I might ever cite.

I am the only currently approved official tenant and the only currently approved occupant inside my current apartment unit. 

I myself never have any invited late-night guest or any invited over-night guest inside my apartment unit.

I might add that I am a very strong criminal-law complainant here in Austin, for numerous reasons that include the following:
---I lead a permanently illicit-drug-free lifestyle and have not consumed any quantity of marijuana on any occasion since the late fall of 1984. In my entire life, I have never once consumed any illicit drug other than marijuana on any occasion or at any time.
---I have not consumed any quantity of drinking alcohol on any occasion since the late summer of 1990, and I am NOT a "recovering alcoholic" or "former alcoholic".
---I myself do NOT have any criminal-conviction record, and in fact I am a former full-time employee in Austin of the Texas Department of Public Safety, the Texas Department of Criminal Justice, and the Texas Board of Pardons and Paroles.

Thank you again for Congressman McCaul's interest in my very emphatic belief that the Austin Police Department has allegedly failed to adequately investigate allegations from myself about alleged home-invasion crimes and alleged personal-injury-crimes allegedly victimizing me during my sleep inside my bolt-locked rental apartment unit in NW Austin.

Campbell of Campbell & Morgan Law Firm, who stated to me one day in the late 1990s uring an in-person consultation I had with Mr. Campbell inside his downtown Austin law firm during a period in which his legal services were paid in part by the Westlake Hills-based Texas Legal Protection Plan legal-aid service in which I have been a dues-paying member ever since 1997, that "if there is indeed an ongoing verbal harassment of yourself (John K. McMillan of Austin) somehow occurring in Austin these days, such as might occur from the use of sophisticated electronic or media technology, that would comprise adequate proof for myself, attorney John F. Campbell, that someone is trying to kill (sic) you (sic), John (sic)!" (approximate quote), attorney John F. Campbell suddenly declared to myself with emphasis as he sat across from me at a conference table during a two-person meeting we had that day inside his law firm office.
 
----Does Congressman McCaul agree with my own emphatic view, and with the view as well of an ear nose and throat specialist in northwest Austin, Dr. David Tobey, whom I consulted a few years ago about the matter, that persistent and year-round noise pollution in Austin, Texas, ever since I moved back to Austin in mid-March of 1997, most recently, has been significantly injurious to my own medical health, including to my own hearing capacity, in particular.
 
---Does Congressman McCaul have any reason to believe that any government-owned institution or any government agency at any level of government, possibly including at the federal level, may possibly have wronged myself, John K. McMillan, in any noteworthy manner at any time?

As a consistently civil and law-abiding and vigilant American citizen and as a very honorable illicit-drug-free, alcohol-free, tobacco-free, honest and lawfully non-Christian and rationally deistic, facially cleanshaven, clean-talking, and tattoo-less adult male constituent of yours in Austin, I would appreciate a reply letter from you in regard to a recent possible legal issue that arose in Austin.
 
In particular, I need to obtain from yourself a signed reply letter stating whether you concur with legal advice I received today from a private-law attorney member of the State Bar of Texas. That attorney advised me over the telephone today to NOT myself contact the Federal Bureau of Investigation and report to that federal law-enforcement agency that I have been told this month by a male adult acquaintance of mine in Austin, Texas, that he himself regards President George W. Bush as being "Satanic" (exact quote).
 
The male Texan attorney whom I contacted today over the telephone emphasized to me that the cited comment about President Bush that I had quoted today to that attorney is fully protected by the cited Austin-area male adult speaker's Freedom of Speech legal and Constitutional rights.
 
Since I myself have no direct evidence that the male adult acquaintance of mine in question would ever himself attempt to commit any allegedly illegal action victimizing President George W. Bush in any way, I should refrain from myself contacting any law-enforcement agency in regard to the cited comment I had directly heard in person, I was advised today by the Texan attorney whom I contacted by telephone.
 
Congressman McCaul, please let me know in writing as soon as possible if you yourself agree (or, for that matter, if you yourself disagree) with the legal advice on this matter that I have received today from a very distinguished and influential Texan attorney and State Bar of Texas member.
