Dear President-Elect Joe Biden,
I appreciate the great incisiveness of your very helpful repeated emphasis on government making fuller use of science in addressing the current COVID-19 pandemic.
I am very hopeful that after you assume office as U.S. President on January 20, 2021, you will expand upon that theme. I am tentatively recommending that you preside over the establishment of a new federal agency (or a federally-sponsored non-profit group or consortium) with a title such as "National Research Institute for Deployment of Science in Government" or "National Institute for Harnessing Science to Government".
The proposed new federal institute or federal service could, among other things, compile a variety of very extensive and fully-up-to-date data bases of scientific research findings and scientific data that help to guide each of the federal institutions and agencies of the United States Government---including, I might add, federal law-enforcement agencies.
At present, I question whether the data bases that each of our federal agencies have access to are adequate and fully-up-to-date enough for their needs----which also include their planning needs.
The proposed new federally-sponsored institute could also help each federal agency to make fuller use of computers as a guide or "consultant" to government officials in their public-policy decision-making at the federal level.
President-Elect Biden, I hope that these tentative public-policy suggestions are helpful to you and your Biden-Harris Administration team.
