Subject: 11-5-17 note to APD Sex Crimes Unigidt (Unit) Sgt. Martina St.Louis re: alleged-continuous-sex-crimes case

To: Sergeant Martina St.Louis of the Austin Police Department Sex Crimes Unit in Austin, Texas, with your APD office phone number of (512) 974-5889.

November 5, 2017

Dear APD Sex-Crimes Unit Sergeant St.Louis,

I would like to thank you again for taking the time to talk with me on the telephone earlier this year about an alleged continuous and alleged continuing sex-crimes-and-personal-injury crimes case allegedly involving illegal physical contact with me and illegal sexual contact with me by one or more persons during time periods when I am lying alone, asleep and unconscious, on my own bed inside my bolt-locked apartment unit in northwest Austin.

To assist you in any crime-scene investigations or any electronic surveillance of my own bed area that your Austin Police Department Sex Crimes Unit or Travis County Government or the State of Texas or the U.S. Government are willing to authorize and pursue, I would like to offer you the following strictly-factual information about medical symptoms of mine I have experienced ever since April 2011 inside my locked apartment unit in northwest Austin:

--Complainant (myself, John Kevin McMillan) repeatedly reports being abruptly awakened in the middle of his sleeping alone on his bed with an unpleasant vibrating sensation in his buttocks and anus inside a bolt-locked rental apartment unit.

---Complainant, myself (despite pursuing a high-fiber diet that often includes brown rice and whole-wheat cereal and vegetables and apples and bananas and always each day includes at least four of the psyllium husk Metamucil or Metamucil-style fiber capsules) repeatedly reports experiencing and suffering from anal soreness throughout much of his conscious or waking hours, including at each of his three total respective restaurant-chain workplaces in Austin, Texas.

--Complainant (myself) repeatedly reports not having directly seen with his own eyes any intruder or perpetrator or person situated near his own bed in the initial seconds after each occasion in which he himself is awakened abruptly in the middle of a nightmare (or, in some cases, a sweet dream) he was having during his sleep.

--Complainant (myself) repeatedly reports an unpleasant and alarming vibrating sensation throughout much of his body in a context when he was lying alone on his own bed during the early-morning hours inside his bolt-locked apartment unit.

--Complainant (myself) repeatedly reports an unpleasant vibrating or unpleasant quivering sensation in his legs, his head or brain, his abdomen, and his anus or buttocks, that is directly observed by him a matter of seconds after he is awakened abruptly in the middle of his sleep with no possible perpetrator visible to the complainant.

--Complainant (myself) repeatedly reports experiencing numbness in his left leg that he observes whenever he gets out of bed upon being awakened in the middle of his sleep with an urgent need to urinate as soon as possible.

--Complainant (myself) repeatedly reports a pounding sensation in his eardrums immediately after he is awakened abruptly in the middle of his sleep with pain in his anus inside a bolt-locked apartment unit.

---Complainant (myself) occasionally but not on a daily basis reports an aftertaste in his mouth that occurred immediately after he was awakened abruptly in the middle of his sleep with pain in his anus in a bolt-locked apartment unit.

---Complainant (myself) repeatedly reports a consistently unpleasant sensation in his own nostrils, despite not having directly requested or authorized or directly himself used any "nasal inhalant" for himself, that is observed by him immediately after being awakened abruptly in the middle of his sleep with no other person within eyesight of complainant.

---Complainant (myself) repeatedly reports being abruptly awakened in the middle of his sleep several times per night with an urgent need to urinate as soon as possible, despite the fact that his consumption of liquids shortly before going to bed had been minimal.

---Complainant (myself) repeatedly reports having himself generated or produced an approximate average of roughly 16 ounces, or two cupsful, of urine in all each night after he is awakened abruptly several times per night on his bed and no one visible in his bed area, with that 16 ounces total having been measured precisely by Complainant using a special airtight urine-collection bottle on November 4, 2017.

---Complainant (myself) repeatedly reports a loss of two or more combined total hours of sleep virtually every night that directly result from his being awakened abruptly about five times per night with an unpleasant vibrating sensation in his buttocks and anus and legs, and an urgent need to urinate as soon as possible.

---Complainant (myself ) repeatedly reports an inexplicable wobbliness in his legs and difficulty with his balance as he attempts to walk after being awakened abruptly from his bed to elsewhere in his bedroom area or to a bathroom or to the kitchen.

--Complainant (myself) experiences a sharp pain in the upper left side of his own back immediately after being awakened abruptly in the middle of the night inside his bolt-locked apartment unit.

---Complainant (myself) repeatedly reports a massive and recent dramatic increase in the number of varicose veins and other forms of major damage to his circulatory system in his legs and abdomen.

---Complainant (myself) repeatedly reports a multi-year massive hair loss from the most recent six-year period that appears to have been sleep-deprivation-related.

--Complainant (myself) repeatedly over a multi-year period is informed of possible
pre-cancerous growths on top of his head or on his chest or abdomen that a diligent female dermatologist helpfully removes from his head during the applicable multi-year period.

---Complainant (myself) repeatedly reports that very recent blood tests on himself (myself) in 2017 show numerous "out of range" medical results.

As always, Sergeant St.Louis, I would welcome any and all interviews, any and all crime-scene investigations, any and all forensic medical exams on any portion of my body or forensic medical testing on any other possible crime evidence (such as hair follicles or bedsheets or a pillow case cover) obtained from my bed area, any and all APD-provided electronic surveillance of the bed I currently sleep on that is itself also owned exclusively by me, and any and all lie-detector tests on myself, that you and your vigilant and criminal-prosecution APD Sex Crimes Unit are willing to offer me or provide to me or administer to me at any time.

I look forward to the day when my own legal and human right to myself sleep ALONE on my own bed, and to myself enjoy a full and uninterrupted seven or eight hours of revitalizing sleep every night, is fully protected by the City of Austin, the County of Travis, the State of Texas, and the U.S. Government.

I hope to hear from you soon.

Sincerely and Best Wishes,

John Kevin McMillan.

Dear Public Information Coordinator for the Texas Workforce Commission state agency in Austin, Texas,

This is a Texas Open Records request in which I seek to obtain from your State Government of Texas agency a copy of any and all written communications, including e-mails and memoranda, that at any time since August 1, 2001, were generated or written or typed or sent or e-mailed or forwarded or mailed or FAXed by any official or staff member of your state agency's Office of the Ombudsman, and that, in each such case, referred at least once in any way to myself, John Kevin McMillan of northwest Austin.

EXCLUDED from the scope of this public-information request are any and all written communications that were exclusively and solely written by myself. However, any and all written responses by your state agency to any of the e-mail communications that I myself sent to your agency, are themselves included in the scope of this public-information request.

Through this request for information, I hope to learn, among other things, whether your state agency's Ombudsman has obtained any possible factual evidence that I myself have been victimized by any alleged possible sexual harassment of myself at any time during the applicable time period----alleged sexual harassment that was allegedly perpetrated by one or more persons unbeknownst to me inside one or more of the rental apartment units in Austin, Texas, or anywhere else on the property or grounds of any of the apartment complexes or rental-housing facilities where I have  resided at any time during the applicable time period.

I also hope to learn from this public-information request whether your state agency's Ombudsman has sent any e-mail messages about myself and any cited aspect of my living conditions in northwest Austin to the official Fair Housing office of the City Government of Austin.

With the cited exception of Austin and some other cited cities of Texas, your state agency reportedly has legal authority to investigate and issue findings about alleged violations of the civil rights of apartment tenants occurring anywhere in Texas, with alleged cases of sexual harassment of tenants in some specific contexts cited by law also apparently comprising alleged civil rights violations.

According to your state agency's official website, the TWC Office of the Ombudsman to which I refer cites a toll-free phone number of: 1-800-628-5115. The e-mail address for your state agency's Ombudsman is: "ombudsman@twc.state.tx.us". The reported mailing address for your state agency's Ombudsman is: TWC Ombudsman, Texas Workforce Commission, 101 E. 15th St., Room 122, Austin, TX 78778-0001.

Dear Public Information Coordinator for the City Government of Austin in Austin, Texas,

This is a Texas Open Records request in which I seek to obtain from your City of Austin Law Department in Austin, Texas, a copy or computer printout of any and all documents generated or written or received by, or kept on file in your Law Department by, any employee or attorney or official or administrator of the City Government of Austin Law Department or City Attorney's Office here at any time since April 1, 2011, and that:

(1) refer to or quote from any certified psychiatrist or any certified psychologist or any certified psychiatric social worker practicing their profession anywhere in Texas who has stated in writing at any time since 12:01 a.m. April 1, 2011, that that psychiatrist or psychologist or psychiatric social worker regards John Kevin McMillan of Austin as being "psychotic" or "schizophrenic" or "paranoid" or "paranoid-schizophrenic" or "delusional" or "manic-depressive" or someone "exhibiting delusions of grandeur" or someone "exhibiting a split personality disorder" or someone "exhibiting multiple personality disorder" or "an apparent psychopath" or someone who is otherwise mentally ill, in the view of that psychiatrist or psychologist or psychiatric social worker practicing their profession in Texas.

(2) refer to or quote any person or group of persons or any entity as having stated that John Kevin McMillan of Austin either has committed an alleged or possible crime, or might possibly at some future point or future moment somehow "commit a crime" or "commit a violent crime" or "violate the law" or "turn into a psychopath";

or that Mr. McMillan has somehow allegedly "jeopardized" or "posed a threat to," or might at some future point somehow allegedly "jeopardize" or "pose a threat to", the "internal security" of a cited department of the City of Austin or a cited entity or institution affiliated with the City of Austin,
or a possible "threat" to the "personal safety of" a cited employee or officer or official or a cited group of employees of the City Government of Austin.

(3) state in writing that City of Austin Senior Police Officer James Turner, a cited "mental health officer" employed in APD's "Crisis Intervention Team" unit, is the only employee or officer of APD who is legally permitted to receive initial or follow-up crime reports from John Kevin McMillan in which that complainant directly and specifically refers to himself, Mr. McMillan, as being a victim of crime in Austin.

(4) state in writing that the City of Austin or Austin City Council or City of Austin Law Department or any City of Austin department officially forbids or prohibits criminal-law complainant John Kevin McMillan from ever at any time writing to or directly contacting an APD officer or an APD employee other than APD Officer James Turner or his reported immediate supervisor, Sergeant Michael King, also reportedly a member of APD's "Crisis Intervention Team" in Austin.

(For the record, APD Senior Police Officer James Turner emphatically cited that "APD policy" or "APD requirement" to criminal-law complainant John Kevin McMillan during a Tuesday morning, January 19, 2016, unannounced roughly 30-minute (9:35 a.m. to 10:09 a.m.) visit which Officer Turner made to the second-floor rental apartment unit, including inside the private bedroom, of Mr. McMillan, in Apt. 902 of Building 9, at Village Oaks Apartments, 10926 Jollyville Road, in northwest Austin.

Mr. McMillan has resided with a strictly-platonic-by-mutual-consent-in-advance and official apartment-management-team-approved male roommate in Apt. 902, a two-bedroom, two-bathroom, unit at Village Oaks Apartments in northwest Austin ever since late September 2015.

Also during that January 19, 2016, visit by Officer Turner and his Crisis Intervention Team coworker APD Officer Burnett, Officer Turner emphatically warned Mr. McMillan that if he ever at any time contacts any APD employee or any APD officer other than Officer James Turner or Sergeant Michael King, the Austin Police Department might arrest Mr. McMillan and charge him with the crime of allegedly "harassing" cited APD employees or APD officers who are not themselves employed in APD's "Crisis Intervention Unit", Officer Turner stated to Mr. McMillan during that January 19, 2016, visit to the complainant's apartment unit.)

(5) cite any "legal conflict" or "legal dispute" or "legal issue" or "legal barrier" or "legal restriction" involving John Kevin McMillan and any employee or officer or official of the Austin Police Department or, for that matter, any department or institution or governing body or council of the City Government of Austin.

(Earlier this week, Ms. Alta Ochiltree of the City Manager's Office in downtown Austin advised criminal-law complainant John Kevin McMillan of northwest Austin on the telephone from her City Hall office that complainant McMillan "may have some issues with the Police Department that you need to work out," or words to that effect. She did not elaborate in any way as to what those "issues" might be. However, Ms. Ochiltree politely indicated to Mr. McMillan in that phone conversation that he might obtain more information on that through a request for information he could personally address to the City of Austin Law Department in downtown Austin.)

(6) cite any current or previous or ongoing criminal investigation into conduct by John Kevin McMillan of Austin by the Austin Police Department or any other law-enforcement agency.

(7) cite any current criminal-law charge or any pending criminal-law charge or any expected future criminal-law charge against any individual with the cited legal name of "John Kevin McMillan" and a cited date of birth of April 27, 1957.

(8) cite any criminal allegation or criminal conviction ever at any time filed against or imposed on any individual with the cited legal name of "John Kevin McMillan" and a cited date of birth of April 27, 1957.

(9) explain in writing why employees or officials of seven different departments of the City Government of Austin in the most recent approximately four-year period have each reportedly on dozens of total occasions either consulted the City Attorney's Office here in Austin or consulted coworkers within the very same City Attorney's Office where they themselves were employed, in a context that directly and specifically referred to the cited John Kevin McMillan of Austin.

(Those seven departments, which the City of Austin is very aware were directly cited in more than 10 separate signed legal letters that two respective assistant city attorneys of your City Law Department, Cary Grace and Elaine Nicholson, submitted to the Attorney General of Texas in the last approximately five-year period that sought official permission to withhold the cited legal documents from public-information requestor John Kevin McMillan of Austin, are: Office of the Police Monitor, the City of Austin Human Resources Office, the City Manager's Office, the City Attorney's Office, the City of Austin Public Information Office, the Austin Police Department, and the City Clerk's Office here in Austin.)

(10) state whether any official of the City Attorney's Office in Austin has ever at any time informed any other City of Austin official that it might comprise or does comprise a legal liability to the City of Austin if the Austin Police Department continues its longstanding policy of APD refusing over a multi-year period to pursue any laboratory DNA-trace testing on the doctor-ordered DNA-swabs anal-rape-evidence kit that was obtained by a female forensic nurse from the body of criminal-law complainant and self-identified anal-rape-crimes victim John Kevin McMillan inside St. David's Medical Center Emergency Room, situated a few blocks from the UT-Austin Law School, in the early morning hours of Dec. 22, 2011.

(That rape-evidence kit was obtained for APD crime report number 11-3550615, which was officially filed with APD by self-identified crime victim John Kevin McMillan on Dec. 21, 2011, with APD Officer Guzman (sp?) having visited McMillan's Wind River Crossing Apartments rental-apartment unit on Dec. 21, 2011, in response to that crime report.

John Kevin McMillan's residential address from January 2002 through July 29, 2015, was: Wind River Crossing Apartments, 11411 Research Boulevard, Building 3, Apt. 325, Austin, Texas, 78759.

The Attorney General of Texas has provided formal legal documentation to complainant John Kevin McMillan that Austin City Manager Marc Ott on January 31, 2012, co-signed for a $2,302.08 check from the City of Austin to St. David's as financial compensation to that medical services provider for the cited Dec. 22, 2011, rape-evidence exam on John Kevin McMillan Dec. 22, 2011.

The Attorney General of Texas has also confirmed in writing to complainant McMillan that an Austin Police Department representative, Katrina E. Pruitt, on January 18, 2012, signed an official completed application form seeking financial compensation from the Attorney General of Texas for the financial expenses that the City of Austin and Austin Police Department incurred from that particular Dec. 22, 2011, rape-evidence exam. The cited APD contact person on that multi-section application was Ms. Melissa Maldonado, with her cited APD office phone number of (512) 974-5068.

The Attorney General of Texas has also provided official documentation to John Kevin McMillan of Austin that the Attorney General's Office in Austin officially approved that APD application for financial compensation from that state agency, with a $250 reimbursement check to the City of Austin having been issued by that state agency, according to a legal document released to Mr. McMillan by that state agency and which Mr. McMillan has retained for his own legal records.
Also, on September 23, 2014, Travis County Assistant District Attorney Rob Drummond signed an official certified-delivery legal letter addressed and mailed to criminal-law complainant John Kevin McMillan, which stated that the DA's Office in Austin has asked APD to continue maintaining the cited rape-evidence kit from Dec. 22, 2011.

That rape-evidence kit is reportedly being stored at an APD substation in Austin, according to a female official of APD's Public Information Office, Ms. Renee Moore.)

(11) refer to any information the City of Austin Law Department at any time since April 1, 2011, has obtained or received or cited, which notes or cites a recent or expected future medical injury to, or a recent or expected future medical disability of any type inflicted on or sustained by, or a wound inflicted on or expected to be inflicted on, or a life-threatening medical disease or other medical disease inflicted on or contracted by or expected to be contracted by or sustained by, or expected to be reported as having been sustained by or inflicted on, criminal-law complainant John Kevin McMillan.

Excluded from the scope of this public-information request are any and all letters or e-mail letters that were exclusively written by John Kevin McMillan of Austin.

This public-information request was prompted by an oral in-person statement made on Friday, April 8, 2016, to criminal-law complainant John Kevin McMillan by Shanna, a polite female temporary employee serving as a receptionist inside the City of Austin Law Department offices on the fourth floor of City Hall in downtown Austin.

Sitting at her receptionist desk, Shanna stated to criminal-law complainant John Kevin McMillan shortly before 5 p.m. on Friday, April 8, 2016, that she had just spoken seconds before on the telephone with an attorney employed in the City Law Department, and that the attorney advised her to recommend to complainant McMillan that he present his questions for their municipal department in the form of a public-information request, Shanna said.

Shanna also stated to McMillan during his April 8, 2016, visit to the City Law Department office that the attorney for that department with whom she had just spoken stated that the City Law Department does not offer legal advice to private citizens such as Mr. McMillan, she said.

Shanna also quoted the attorney for the City Law Department as having stated to her on the telephone shortly before 5 p.m. Friday, April 8, 2016, that Mr. McMillan might consider hiring a private attorney to help Mr. McMillan address the cited questions or issues that Mr. McMillan mentioned in person that day which refer to or relate to the City of Austin Law Department.

Earlier this week, Ms. Alta Ochiltree of the City Manager's Office in City Hall advised complainant John Kevin McMillan on the telephone that he could directly consult the City Attorney's Office here to find out whether there is, in fact, any legal requirement imposed by the City of Austin that somehow orders McMillan to file exclusively with APD Officer James Turner of the APD CIT unit any and all of McMillan's reports to APD about himself being a victim of alleged continuous-and-continuing, daily-and-year-round, personal-injury-crimes-and-anal-rape-crimes in Austin, with the anal-rape-crimes allegedly having been inflicted on Mr. McMillan solely and exclusively during his sleep as he lay alone, unconscious and probably also snoring, on his own designated bed inside his locked private bedroom inside his bolt-locked apartment unit in Austin.

My own legal name is John Kevin McMillan. My social security number is: .... I was born on April 27, 1957, at Lincoln, Nebraska.

I am a former salutatorian of Stephen F. Austin High School of the Austin Independent School District. I am also an alumnus of the University of Texas at Austin.

I am a factually-minded former full-time newspaper reporter, and I am also a crime-evidence-minded former full-time employee in Austin of the Texas Department of Public Safety, the Texas Board of Pardons and Paroles, and the Texas Department of Criminal Justice state agencies.

I have most recently resided in Austin proper on a continuous and uninterrupted basis ever since mid-March 1997.

I am gainfully employed, permanently alcohol-free (ever since 1990) and never-previously-addicted, longtime-celibate-by-choice, single-by-choice, permanently marijuana-free and illicit-drug-free (ever since 1984) and never-previously-addicted (with myself having never at any time in my entire life ever once consumed any illicit drug other than marijuana), lifelong-tobacco-free, lifelong-tattoo-less, clean-talking (no profanity by me in my everyday conversations with others), lifelong-non-Christian, implicitly-deistic and non-atheistic, dependably civil and law-abiding and vigilant and law-enforcement-minded, factually-minded and factually accurate, psychologically healthy, hygienic, non-sadomasochistic, honest, and idealistic.

I am the founder and only approved current member of the non-Christian Progressive Prohibitionist Religion, a fully independent new religion with very stringent membership-eligibility requirements for that "Honor Society" religion.

Please let me know as soon as possible if you anticipate that the administrative processing fee you plan to charge me for responding to this public-information request might exceed $20. That information will then enable me to consider revising this request in order to limit my own total expenses on this to no more than $20.

I hope to hear from you soon in response to this most recent public-information request from myself.

Sincerely and Best Wishes,

John Kevin McMillan.

AUSTIN POLICE DEPARTMENT SEX CRIMES DETECTIVE BRIAN NARCISO ON DECEMBER 30, 2015, ACCEPTS CRIME REPORT UPDATE FROM CRIMINAL-LAW COMPLAINANT JOHN KEVIN McMILLAN, A TENANT AT VILLAGE OAKS APARTMENTS IN AUSTIN DISTRICT 10

On Wednesday, December 30, 2015 12:36 AM, John McMillan wrote:

Dear Austin Police Sex Crimes Unit Detective Brian Narciso at your APD office phone number of (512) 974-6916,

I would like to thank your helpful colleague APD Officer Leonard Wheeler for having provided me with helpful information in person shortly after 4 p.m. Monday, December 28, 2015.

Officer Wheeler stated to me from his APD patrol car situated near Building 9, that the current "suspension" status on APD Sex Crimes Case 15-1540423, the crime case relating to the June 3, 2015, crime report I filed with APD (during a prior period when I resided at Wind River Crossing Apartments in northwest Austin), means that you are yourself willing to accept additional information from me that might prompt you to reopen that crime case, Officer Wheeler said.

Officer Wheeler made that statement to me in person after he drove to the parking lot area near my side of Building 9 and accepted a lost and found item from me---a cell phone I had found at about 3:15 p.m. that Monday lying on the pavement of an exitway along Braker Lane-- for APD report 15-5056515. I had filed that report with APD through an outdoor 311 telephone call I made from a pay telephone near a 7-11 store at about 3:30 p.m. Monday, December 28, at the intersection of Braker Lane and Research Boulevard.

I might add that when I later made a follow-up courtesy phone call to APD's 311 service to doubly confirm that you are willing to accept additional crime-reports from me, a male APD staff member offered me the very same information about my being free to submit additional factual information to you in the hope that you will eventually decide to reopen that crime case in which I am the cited victim of (alleged) felony anal-rape-crimes and (alleged) personal-injury crimes in Austin.

Some additional information I want to share with you tonight:

---A male adult representative for ADT Pulse operations in Rochester, New York,
who stated his first name as "Andrew," stated to me on the telephone at about 2:15 p.m. December 14, 2015, that any images I obtain through my ADT Pulse motion-sensitive infrared cameras inside my locked private bedroom that show vibrations or apparent motion in the walls during my sleeping hours, are compelling evidence that "the wall is moving," Andrew stated to me.

That factual information and that quote are contained in handwritten legal notes I jotted down inside my green-speckled composition notebook labeled "December 2015 to---."

On a related note, I learned earlier today, December 29, 2015, for the very first time, when I walked for the first time ever to the north side of this apt. building, that my own private bedroom directly abuts second-floor unit Apartment (unit number cited) on the other end of Building 9 at Village Oaks Apartments. This apartment complex where I reside with official co-tenant (name withheld from this blog) in Apartment 902, a two-bedroom, two-bathroom unit, is situated at 10926 Jollyville Road, Austin, Texas, 78759.

...I believe I may have submitted one previous E-mail report to you in which I noted that I heard a loud obscene expression of vulgar disgust from an apparent woman, such as the word "Shit!" (sic), emanating from the only second-floor unit directly abutting my own bedroom----the adjoining unit that I now know is (a unit number cited). Oddly enough, I had heard that vulgar outburst emanating from (that unit) immediately after I was awakened in the middle of the night (?) with pain in my anus as I lay alone on my own bed.

...(Village Oaks Apartments) Assistant Manager Kaden McCleery, a younger male adult white person of self-identified Irish and Scottish ancestry..., did specifically assure me in person at about 5 p.m. Saturday, Dec. 26, 2015, inside the lobby of the manager's office area that NO ONE other than myself, official tenant John Kevin McMillan, is authorized to be inside my locked private bedroom during my bedtime hours, Kaden stated.

In that regard, I have also observed images from my ADT camera focused toward my bed at all times, which show that the wall separating my bed area and a storage closet on the outdoor balcony, was in fact vibrating and pulsing with apparent motion. ...

Incidentally, Village Oaks Assistant Manager Kaden (McCleery) also specifically assured me in person at about 5 p.m. Dec. 26, 2015, in response to a polite question from myself, that no medical services provider of any type is authorized to be anywhere inside my locked private bedroom during periods when I myself am asleep and lying on my own bed, Kaden said.

All of the above-cited factual information about my Dec. 26 brief in-person conversation with Kaden was noted by me in my Standard Diary entry for Saturday, Dec. 26, 2015. I keep my standard diary inside my private bedroom.

---One very polite and apparently honest female neighbor of mine residing in the first floor unit Apt. 903 on this same south side of Building 9 who stated her first name as "Lynn" (Lynne?), a petite blonde-haired Anglo lady about 5'5" (?) in height, stated to me earlier this month when I happened to run across her outdoors near our building, that Lynn has observed so many persons (younger persons, I believe she indicated) going in and out of the second-floor Apartment (unit directly facing my own second-floor unit) on a continuing basis, that "I (Lynn) am not sure who actually lives in that unit (as the management-approved tenants there)," Lynn said (approximate quote).

...Lynn, who lives with one male adult person in Unit (number cited), she has told me, has very kindly promised me that she will directly contact APD for me if she ever at any time observes any evidence any alleged trespasser or alleged possible intruder or suspicious person situated near this side of Building 9 or near or somehow entering my own apartment unit, Apt. 902, that I also specifically informed her about....

Detective Narciso, I hope this crime report update is helpful to you. The continuous daily and year-round anal-rape-crimes and personal-injury crimes allegedly victimizing me during my sleep every night have continued each and every day ever since 12:01 a.m. April 17, 2011---with the ONLY exceptions to that having been the early morning sleeping periods of Sept. 3, 2011, and Sept. 10, 2011.

As you know, I definitely insist on pressing crime charges in a civil and law-abiding manner against any and all alleged intruders or trespassers or personal-injury-crimes perpetrators or fraudulent "medical services" providers or alleged rapists who have allegedly victimzed me during my sleep, in particular, as I lie alone on my own bed inside my locked private bedroom. And I welcome the opportunity to myself testify in a court of law against each and every one of those cited defendants, no matter how many dozens or hundreds of defendants I will be testifying against in a court of law in Austin at the earliest opportunity.

Sincerely and Best Wishes,

criminal-law complainant John Kevin McMillan.

To: Public Information Office, City Government of Austin, 301 West 2nd Street, Austin, Texas, 78701. Office phone: (512) 974-2220. (Office FAX: (512) 974-2405).

(2) refer to or quote any person or group of persons or any entity as having stated that John Kevin McMillan of Austin either has committed an alleged or possible crime, or might possibly at some future point or future moment somehow "commit a crime" or "commit a violent crime" or "violate the law" or "turn into a psychopath";
