This correspondence does point out that a very high-ranking prosecuting attorney of the Travis County Attorney's Office, Assistant District Attorney Dayna Blazey, has apparently indicated to me in writing this week that the DA's Office in Austin, Texas, might possibly file felony-charges on my behalf in the foreseeable future.

I will be very, very grateful for that opportunity to myself testify in a court of law as soon as possible in a crime case in which I am the cited victim of crime in Austin, Texas.

In the meantime, I would welcome any suggestions or advice or information or hunches or impressions that any of you are willing to offer me on this. Thank you again for your very kind interest in my own quality of life and living conditions in Austin, Texas, that each of you have conveyed in recent years.

I would have called the police about this additional rape-crimes evidence, but several APD officers have told me that they are NOT willing to authorize any forensic exam on me in 2014 relating to this alleged anal-rape-crimes and alleged personal-injury-crimes case in which I have myself been robbed of thousands of hours of sleep in the last three-and-one-half-year period from my being awakened on my bed several times each nighttime with pain in my anus that makes it difficult for me to fall back asleep on my bed, and no alleged intruder visible.

My current roommate has returned home from work and is knocking on my front door to ask permission to walk through this bedroom and himself take a shower at this time, so I will send this to each of you without any further elaboration. Mr. Martin always showers alone in the bathroom, based on what he has indicated to me.

Thank you again for very kindly confirming for me in writing this week that the instructions "Do Not Destroy" (exact wording you cited to me) have been officially placed on the forensic rape-exam crime evidence kit obtained from my own body at my request during an emergency-room-doctor-ordered forensic exam on me that occurred in the early morning hours of Dec. 22, 2011, in the ER of the St. David's Medical Center a few blocks from UT-Austin.

I am referring to the Dec. 22, 2011, forensic-evidence kit that is currently being stored by APD at an APD substation in Austin.

If ANY DNA trace from anyone other than myself is ever identified from government-sponsored laboratory processing of the cited Dec. 22, 2011, forensic-exam kit, that would be very compelling crime evidence that I was myself sexually assaulted.

As I'm sure you are already very aware, I myself have NEVER had any sexual contact or intimate physical contact with ANY other human being, or with any "beast" or "animal," for that matter, at any time during any of my conscious or waking hours----regardless of where I myself was situated or traveled to or visited---at any time or on any occasion since and including the date when I moved into Apartment 325 at Wind River Crossing Apartments in early January 2002.

I would welcome any opportunity you might ever offer me to press felony-criminal-law charges accordingly as soon as possible in a court of law here in Austin.

One factual correction I need to offer you:

After leaving you two voice-mail messages this morning, I was reminded that I had absent-mindedly cited to you today an incorrect time period on the statement I made to you about employees or officials of five departments of the City of Austin --- the City of Austin Health Department NOT among those departments--- each having consulted the City of Austin Law Department in regard to myself, John Kevin McMillan of Austin.

I apologize to you for that one total factual error in the voice mail messages I left with you today at your DA's Office phone number in Austin of (512) 854-9265.

The April 16, 2011-dated public-information request from myself earlier this year that elicited that "five departments consulting Law Department" written disclosure to myself and to Texas Attorney General Abbott by Assistant City Attorney Elaine Nicholson --- a disclosure she made in an April 30, 2014, signed legal letter she submitted to Attorney General Abbott --- had in fact specified a THREE-YEAR time period (April 1, 2011, to April 16, 2014) as the point of reference for that Open Records request from myself.

More recently, I was informed by City of Austin Law Department, this in another signed official legal letter from Assistant City Attorney Elaine Nicholson seeking a ruling from Texas Attorney General Gregory Abbott, that "numerous" (exact quote from that legal letter Ms. Nicholson wrote) employees of the Austin Police Department over the course of a two-total-month period that began April 16, 2014, had each consulted the City of Austin Law Department in a context directly referring to myself, John Kevin McMillan of Austin.

Please let me know if you would like me to send to you a carbon-copy of e-mail correspondence of mine that refers to that more recent July 9, 2014, legal letter from Assistant City Attorney Elaine Nicholson, seeking an official ruling from Attorney General Abbott in regard to a follow-up June 24, 2014-dated Open Records request from myself this year for which the cited time period spanned only two months---from April 16, 2014, until June 24, 2014.

I might add that Attorney General Abbott did officially grant in full to the City of Austin each of the two cited City of Austin Law Department requests so far this year that each sought to withhold legal documents from me in response to a Texas Open Records request from me that was itself prompted by my being a victim of alleged continuous felony crimes in Austin for which no investigations by APD ever occurred and no arrests were ever made by APD.

In each of those signed reply legal letters to Ms. Nicholson containing official rulings from the Office of the Attorney General, reply letters dated July 9, 2014 (re: OR2014-11839) from Assistant Attorney General Meredith L. Coffman, and July 22, 2014 (re: OR2014-12659) from Assistant Attorney General Claire V. Morris Sloan, and for which I was myself sent a carbon-copy addressed on the envelope only to myself at my mailing address at 11411 Research Boulevard, Apt. 325, Austin, Texas, 78759, with one of those two legal letters to me also specifying Building 3 in my residential address, I myself was identified as the "requestor" without any reference to my own legal name or name, or my mailing address having been mentioned anywhere in the contents of either of those two official State of Texas legal letters containing official rulings from the Attorney General of Texas state agency in Austin.

That factual information is contained in a signed April 30, 2014-dated legal letter from Assistant City Attorney Elaine Nicholson in which she is asking Texas Attorney General Gregory Abbott --- the cited recipient of that letter from herself --- to grant exemption to the City of Austin from the state law that requires release to myself of any and all of the cited legal documents on file with the City of Austin Law Department.

The cited documents reportedly contain factual information about the nature of the legal consultations specifically referring to myself by employees or officials of the five cited City Government of Austin departments or offices during the period since April 1, 2011.

Those five City of Austin departments or offices are:

Thank you for your prompt reply note (below) to me on this.

I appreciate your having politely confirmed for me in writing that you and Prosecuting Attorney Rob Drummond received the FAX I had sent you both that contained a copy of the three-page, signed, April 30, 2014, legal letter from an official of the City of Austin Law Department that was addressed to Texas Attorney General Gregory Abbott in Austin.

Sergeant Investigator Carter, I would also like to take this opportunity to offer a few corrections and clarifications to some hastily-written statements I made in an E-mail letter that I sent you on May 8, 2014.

Two of the paragraphs toward the end of my May 8, 2014, follow-up letter to you should have stated the following:

In the April 30, 2014, signed legal letter from Assistant City Attorney Nicholson, Ms. Nicholson informed Attorney General Abbott in writing that FIVE SEPARATE DEPARTMENTS OR OFFICES OF THE CITY GOVERNMENT OF AUSTIN HAVE EACH CONSULTED AN ATTORNEY OR LEGAL STAFF OR ADMINISTRATIVE STAFF OF THE CITY ATTORNEY'S OFFICE IN THE PERIOD SINCE APRIL 1, 2011, IN A CONTEXT RELATING TO MYSELF --- JOHN KEVIN MCMILLAN OF AUSTIN--- AND IN REGARD TO WHICH THE CITY IS NOW SEEKING TO WITHHOLD ANY AND ALL INFORMATION FROM ME ABOUT WHAT WAS DISCUSSED IN THOSE NUMEROUS CITED LEGAL CONSULTATIONS.

THOSE FIVE CITED DEPARTMENTS OR OFFICES OF THE CITY OF AUSTIN ARE THE AUSTIN POLICE DEPARTMENT, THE CITY MANAGER'S OFFICE, THE CITY OF AUSTIN HUMAN RESOURCES DEPARTMENT, THE CITY'S PUBLIC INFORMATION OFFICE, AND THE CITY CLERK'S OFFICE, ACCORDING TO WHAT MS. For your convenience, I am also at this time making those copy-editing changes (below) to the text of those two paragraphs contained in the E-mail letter I sent you this Thursday.

I apologize to you and Prosecuting Attorney Rob Drummond for the minor factual errors found in the two cited paragraphs in that particular E-mail letter to you from myself.

Dear Sergeant Investigator Carter,

Thank you again for your very diligent and very polite style as the investigator for the criminal-law complaint that I have filed through your nobly vigilant Public Integrity Unit in which I am alleging that one or more employees or officers or officials of the Austin Police Department (APD) may have allegedly violated the law and may have allegedly committed a possible felony crime in conduct of theirs toward myself.

I am also alleging that one or more employees or officers or officials of APD may have violated the law and committted a possible felony crime as well as through their conduct in "response" to crime reports I have filed with APD and in response to tangible crime evidence I have provided to APD.

I am referring to the numerous crime reports and extensive very tangible crime evidence provided by myself to APD about my being a self-identified victim of alleged anal-rape-crimes and alleged personal-injury crimes on a daily and year-round and still-to-this-day-(May 8, 2014)-continuing basis as I lie ALONE on a bed I own inside my bolt-locked private bedroom of my bolt-locked rental apartment unit at the Westdale-managed Wind River Crossing Apartments in Austin.

The only two total exceptions to that from the entire period ever since and including the early morning hours of April 17, 2011, were the early-morning hours of Saturday, Sept. 3, 2011, and Saturday, Sept. 10, 2011. On each of those two total mornings, I woke up to the sound of my alarm clock at 9 a.m., and I felt fully refreshed and delighted from having enjoyed a full night's healthful rest and a full night's uninterrupted sleep without ANY indication from either of those two total early-morning periods that I had myself been subjected to ANY alleged molestation of myself by anyone, ANY alleged personal-injury crimes victimizing myself, or ANY alleged anal-rape crimes victimizing myself during my sleep on either of those two total early-morning periods.

Investigator Carter, this is a follow-up letter to simply ask you to please confirm for me in writing that you received the five-page FAX I sent you on May 2, 2014, that contains a photocopy of a three-page, April 30, 2014-dated signed legal letter that City of Austin Assistant City Attorney Elaine Nicholson wrote and mailed by First Class Mail to Texas Attorney General Gregory Abbott of the Office of the Attorney General of Texas state agency in Austin.

I am referring to the three-page signed legal letter from Ms. Nicholson on official City of Austin Law Department stationery in which she asks Texas Attorney General Abbott to grant the City of Austin exemption from the Texas Open Records Act state law that requires the City to provide me with any and all documents responsive to my April 16, 2014, Texas Open Records request (below) --- a public-information request exclusively seeking documents referring to myself --- that I had written and submitted by E-mail to the Public Information Manager of the City of Austin Law Department at her cited official E-mail address of deborah.jennings@austintexas.gov.

"Ms. Jennings, I would like to ask you today for a photocopy or computer printout of any and all letters, E-mail letters, memoranda, handwritten notes, policy decisions, or any other legal documents that were each written by or on behalf of or received by an attorney or staff member for the City Government of Austin Law Department at any time since April 1, 2011, and that, in each such case, referred to myself, John Kevin McMillan of Austin, in any manner or any way.

"EXCLUDED from the scope of this follow-up public-information request are any and all letters or E-mail letters that were exclusively written by myself, John Kevin McMillan of Austin, Texas.

"Please let me know as soon as possible if you anticipate that the administrative charge you plan to ask me to pay you in exchange for your processing this most recent public-information request from myself might be more than $20. That information from you would then give me the opportunity to revise this particular April 16, 2014-dated public-information request to the City of Austin.
