Yes, I do recall our conversation. I did not say ACM Arellano has any legal authority over Ms. Frasier; I told you I would be happy to take your complaint and pass it on to him. The information Ms. Evans relayed to you is information she received from our Law Department; it is not her personal opinion. Ms. Evans is the Executive Assistant to ACM Arellano and works closely with him on issues that require special attention. I apologize if my comments were misleading. I know this doesn’t answer your question, but I will follow-up with Ms. Evans when she returns to the office to find out what your options are in resolving your complaint.

Thank you for your prompt reply letter (below), which contains a statement from you that differs dramatically from what your polite coworker Alta Ochiltree had told me on the telephone last month.
Ms. Ochiltree had specifically assured me during a phone conversation I had with her on May 11, 2015, that Austin Assistant City Manager Rey Arellano does himself have the legal authority to personally investigate written complaints from private citizens such as myself, John Kevin McMillan of Austin, against the City of Austin Police Monitor, Ms. Ochiltree politely emphasized to me in that phone conversation.
(Margo Frasier, a self-identified lesbian woman and recent former Sheriff of Travis County, is reportedly the public official currently holding the title of Police Monitor for the City of Austin in this capital city of Texas.)
Ms. Ochiltree, do you recall the May 11 conversation I had with you in which you made that very clear and unambiguous statement to me on the phone?
I am posing this follow-up question to Ms. Ochiltree because she apparently has the most seniority of any of the current executive assistants to Assistant City Manager Rey Arellano. Ms. Ochiltree for that reason might possibly have greater knowledge about this particular issue that has arisen here in Austin.
