Dear Mr. Watts,

Thank you for discussing with me on the telephone in the last week or so this proposed criminal-law investigation case for the Public Integrity Unit of the Travis County DA's Office in which you are a first-rate investigator.

Among the very alarming aspects of this crime case that point to alleged impropriety by government officials and government employees in Austin, Texas, are:

----The Austin Police Department over a multi-year period has refused to release any results from DNA testing conducted on me in late December 2011.

In fact, the Austin Police Department in late December 2011 reportedly seized from the Texas Department of Public Safety crime lab numerous DNA swabs that were performed on me in a very diligent manner by a female forensic nurse inside the central -location St. David's Medical Center emergency room in the early morning hours of December 22, 2011. The DPS has indicated to me that that state agency possibly did not obtain any results from those DNA swabs taken on me that had been authorized in advance during that same visit of mine to St. David's Medical Center by a male apparently Asian-Indian-born medical physician. That male physician met with me in person during that visit of mine to St. David's in which I politely alleged that I had been victimized by anal rape and personal injury crimes, and that I had a need for a forensic exam.

----One or more officials of the City of Austin (see below for more info on this) who are not themselves employed by the Austin Police Department reportedly have felt a need to consult one or more attorneys in regard to this alleged continuous and continuing daily and year-round felony personal-injury crimes and felony anal-rape crimes case in which I myself am always the victim during my sleep in regard to any and all of the anal rape crimes victimizing myself.

---The Austin Police Department has refused to investigate this crime case at any time in 2012 or 2013, and has instead on two separate occasions in 2012 punished me for my diligent crime reports to APD by placing me under emergency peace officers' involuntary commitment inside a psychiatric hospital in Austin. I was released from each of those psychiatric hospitals without any court hearing ever being required for me at any time. I was never required to take any psychiatric medication at either of those two psychiatric hospitals, since I was evaluated by the staff of those hospitals as myself being consistently civil and polite and accurate in my statements and definitely NOT psychotic. I was also evaluated at each of those hospitals as being someone who does NOT pose a threat to myself or anyone else. I have no criminal-conviction record and lead a permanetnly alcohol-free and permanently illlicit-drug-free lifestyle.

Mr. Watts, thank you for your kind interest in this very apparent case of alleged lack of integrity by employees of state or local governments in Austin in regard to their refusal to investigate or help prosecute the crime case in which I am definitely the victim.

FYI to each of you on the following public-information request of mine to the City Government of Austin in Austin, Texas, that prompted the City Attorney's Office in Austin to formally appeal in writing to the Attorney General of Texas for requested exemption from state law in regard to providing myself and the news media and general public with some or several recent legal documents written by City of Austin officials NOT employed in the Austin Police Department that each refer to myself (John Kevin McMillan of Austin) as being a victim of crime.

The Texas Attorney General's Office in an October 10, 2013, signed reply letter to City of Austin Assistant City Attorney Elaine Nicholson referred to this public-information-related case as OR2013-17685. That three-page reply letter from the Attorney General's Office in Austin---a reply letter apparently granting the city of Austin exemption from state law in regard to this case based on "attorney-client privilege," as stated in that reply letter---- was signed by Assistant Attorney General Tamara R. Strain.

This development is noteworthy because the appeal from the City of Austin reveals that one or more City of Austin officials NOT employed in the Austin Police Department have felt a need to consult an attorney in regard to this crime case in which I am a self-identified victim of alleged personal-injury crimes, and of alleged anal-rape crimes during my sleep that have robbed me of hundreds of hours of sleep and inflicted lots of pain on my body and significant personal injury to me, on a daily and year-round basis ever since April 2011, in particular.

I have filed dozens of crime reports with APD in the period since April 2011 about my being a self-identified victim of personal-injury crimes and anal-rape crimes inside my bolt-locked apartment unit at the Westdale-managed Wind River Crossing Apartments in northwest Austin. During that entire period, APD has not arrested any suspect at any time who was ever at any time charged with having wronged me in violation of the state penal code.

I would welcome any investigations or questions from any of you about this very alarming multi-million-dollar or multi-billion-dollar legal liability that the City of Austin, Travis County Government, the State of Texas, and the U.S. Government have each incurred through their alleged failure to investigate or press charges against ANY of the criminal persons victimizing me and committing a truly heinous crime in the process here in Austin, Texas.
