Dear Investigator Richards and State Bar of Texas General Counsel Rogers,
Please let me know as soon as possible whether I have the legal option of myself filing a legal complaint through the State Bar of Texas against Travis County District Attorney Rosemary Lehmberg.
Please note that Travis County County Comissioner Sarah Eckhardt has kindly and helpfully informed me in writing (see her reply letter, below) that I may have that legal recourse at present against Travis County District Attorney Rosemary Lehmberg.
District Attorney Lehmberg has presided for several months over a voluminous criminal-intent or harmful-intent criminal-law evidence file established strictly for my own benefit, according to what Norma Hilbig of the DA's Office Strategic Prosecution Division emphasized to me in recent years, including in 2006.
At no time has Travis County District Attorney Lehmberg ever once asked me for a written statement or an interview with herself or any representative of her DA's office on behalf of my or DA Lehmberg immediately pressing felony criminal charges in a court of law in Austin, Texas, against one or more persons who allegedly committed one or more of the following violations of our state penal code that allegedly victimized myself, John Kevin McMillan of Austin:
---(alleged) kidnapping myself in a cited context that involved the crossing of inter-state boundaries on the part of the attempted kidnappers of myself;
---alleged extortionism inflicted on myself by one or more persons unbeknownst to myself;
---(alleged) illegal attempted brainwashing of myself that I definitely did NOT authorize;
---(alleged) anonymous communications victimizing myself over a multi-year period that I myself had never authorized;
---(alleged) hostage-taking of myself over a multi-month or multi-year period;
---alleged attempted "solitary confinement" and alleged attempted "ostracism" of myself by persons and entities hostile toward the law-abiding and very polite form of heterophilia in my own life that I myself do pursue in my own human lifestyle, I myself having long ago concluded that a much higher percentage of all of the law-abiding, masculine, cleanshaven, heterosexual adult men of the United States, Texas, and of Austin (as distinct from bisexual adult men, homosexual or "gay" adult male persons, transsexual adult persons, or effeminate male adult persons, for instance) are in fact worthy of potential friendship or actual friendship or coworker status or work supervisor status with myself.
---alleged denial to myself of my Constitutional and legal right to myself associate in person with strictly-mutual-consent real personal friends of mine, honorable individuals who would have been willing to share pertinent honest information to myself, such as which person or entity allegedly has wronged myself, John Kevin McMillan, the most flagrantly in the last 22-year period, for instance.
---alleged infliction on myself by persons NOT authorized to meddle in my own life, of involuntary sexual celibacy during my conscious or waking hours to which I was subjected against my wishes on a continuous year-round basis ever since mid-March of 1997, for instance, when I most recently moved back to Austin, Texas.
---alleged illegal monitoring of my own cited "thought process" that was not authorized by myself at any time, and that was flagrantly illegal in nature on the part of the sponsors of that "thought process monitoring" or "thought-process experimentation."
---(alleged) pervasive daily and year-round violations of my own privacy rights in a context comprising a flagrant violation of the state penal code of Texas;
---(alleged) infliction of repeated, incessant, and year-round noise pollution upon myself, including at my workplaces, that I definitely did NOT authorize at any time;
---the (alleged) attempted infliction of incessant and year-round noise pollution upon myself by persons who sought to use that noise pollution as a "political weapon" or "religious weapon" against myself and as a means of harming my own medical health;
---(alleged) infliction of repeated and year-round verbalized death threats against myself, including at each of my respective government workplaces or private-sector workplaces, throughout the period since I moved back to Austin, Texas, in mid-March of 1997;
---repeated and year-round (alleged) slandering of myself and (alleged) libeling of myself and public character assassination of myself that revealed (alleged) criminal intent or (alleged) harmful intent victimizing myself on the part of the alleged stalkers of myself and their flagrantly unethical (alleged) sponsoring financial institutions or sponsoring religious groups or atheist groups or political groups or media companies or (allegedly) corrupt government institutions;
---(alleged) infliction on myself of an attempted "snuff movie," or some permutation of that theme, which had allegedly targeted myself as the intended victim of that attempted homicide being sponsored by persons other than myself;
---alleged infliction on myself of an attempted "Death March" sponsored by one or more persons or entities, and comparable in its own hideous and reprehensible cruelty and brutal sadism toward myself, to the infamous Bataan Death March that Imperial Japan inflicted on American and British soldiers during World War II.
---attempted enslavement and attempted persecution and attempted torture of myself by persons and entities defiant of my own very emphatic and law-abiding and civil permanent and irrevocable rejection on my part of gay media companies, the so-called gay community and the so-called gay subculture and of gay groups and transsexual groups and bisexual groups and effeminate male adult groups from my own career, religious life, and life;
----alleged medical fraud and fraudulent communications to which I was subjected against my wishes and against my will ever since I moved back to Austin, Texas, in mid-March of 1997;
---alleged fraudulent "health-care" services implicating one or more psychologists or psychiatrists who each allegedly exhibited criminal intent or harmful intent toward myself, it also being the case that NO psychologist and NO psychiatrist at any time since I moved back to Austin in mid-March 1997 was ever authorized to impinge on my own privacy rights in any way;
---alleged infliction on myself of fraudulent and unauthorized "educational services" or "instructional services" that I definitely never authorized at any time, and that reflected (alleged) criminal intent or (alleged) harmful intent victimizing myself on the part of the "educational services" entity, regardless of whether that be a public or private university or school district or research institution that allegedly broke the law in its conduct toward myself;
---illegal stalking of myself by one or more of the persons whom I have already permanently and irrevocably rejected from my own life, those persons (possibly or allegedly) including (one or more of the following:) a "Daniel Hitt" reportedly affiliated with Stanford University in Palo Alto, California, in the 1980s, and possibly since then as well; a "Jon Miller-Carrasco" of Austin; a "Guy Howard Miller" reportedly employed by The University of Texas at Austin; a "Max Alberts" who reportedly resided in the Minneapolis-St. Paul area of Minnesota in the 1980s, and possibly since then as well; an "Arthur Rauch" who was reportedly employed by The University of Texas at Austin; a "Christopher (Chris) Dale" who reportedly maintained a law office in Minneapolis, Minnesota, in a recent prior year; an "Arnold Wong" who reportedly resided in Minneapolis, Minnesota, in the early 1980s; a "Marty Sjolie" or "Martin Sjolie" who reportedly resided in the Minneapolis-St. Paul area of Minnesota in the early 1980s; a "Christen Pistulka" who reportedly resided in the Minneapolis-St. Paul area of Minnesota in the early 1980s; a "Bob Copeland" who reportedly resided in the Minneapolis area of Minnesota in the early 1980s; a "Greg Rutchik" who reportedly resided in Minneapolis or St. Paul, Minnesota, in a recent prior year; and a "Kathy Cabble" previously employed by Texas Student Publications at "The Daily Texan" on the UT-Austin campus in the late 1970s, and who herself reportedly was employed by the "St. Petersburg Times and Evening Independent" daily newspaper in St. Petersburg, Florida, in a recent prior year; and possibly a "Howard Goldberg" who reportedly was affiliated with "The New York Times" daily newspaper in the 1980s, for instance.
---(alleged) illegal videotaping or (alleged) illegal taping or (alleged) illegal filming or (alleged) illegal broadcasting of myself during the period since I moved back to Austin, Texas, in mid-March of 1997;
---the (alleged) illegal infliction upon myself of defacto public nudism against my wishes, despite my being lawfully clothed when in public, that resulted from the pervasiveness of year-round contempt for my own privacy rights that was allegedly exhibited by persons and entities unbeknownst to myself in Austin, Texas;
---alleged verbal harassment of myself and overall harassment of myself by a media company operating in Austin, Texas, that involved a felony violation of the law by at least one official or employee or financier of that media company, with one media executive in Austin, Mr. John Broders, Story Assignments Editor for "Texas Monthly," volunteering to me in 2000 over the telephone from his magazine office in downtown Austin that "there may be an unethical media company harassing you in Austin these days" (approximate quote)," John Broders stated in 2000 without ever citing to me the name or sponsors or owners or owner of that media company;
----alleged legal-services fraud victimizing myself, in which an attorney or law firm NOT directly authorized to represent me in any way allegedly did pervasively attempt to torture me and harm me or injure me and verbally abuse me because that attorney and that law firm has failed to acknowledge that I myself do have the full legal and Constitutional right to myself lawfully and in a civil manner exclude the "gay rights movement" or any permutation fo that theme, the effeminate-male-adult subculture, the gay subculture, the lesbian subculture, the transsexual subculture, and the bisexual subculture from my own career and personal life and religious life.
---alleged possible abuse of an asserted "power of attorney" authority that one or more persons or attorneys operating in Austin, Texas, has somehow been permitted by Travis County District Attorney Rosemary Lehmberg to claim on their own part, when they had no such currently applicable legal authority of any type.
---alleged religious or political persecution of myself involving alleged violations of the state penal code on the part of persons unbeknownst to myself.
---alleged illegal forms of attempted entrapment of myself by persons or entities unbeknownst to myself, this despite the fact that I myself lead a consistently law-abiding lifestyle.

I have difficulty discerning from your correspondence the nature of your complaint against the District Attorney. In any event, the options available to citizens with complaints against the District Attorney depending on the nature and severity of those complaints are:
1. Appeal a court decision made in the DA's favor
2. Vote against the DA
3. File a grievance with the State Bar against the DA
3. Sue the county civilly for some act of the DA
We do not have an ombudsman. But, you are welcome to communicate your grievance to the Commissioners Court. In most instances, communication to Commissioners Court does not expand the options I outlined above.

Congratulations on your election last year to the very influential position of Travis County District Attorney.
I happen to be a tax-paying, law-abiding, gainfully-employed, single adult male constituent of yours. I find it very noteworthy that neither you nor anyone representing you has ever once contacted me at my private residence to officially request an in-person meeting with myself at your public law office in downtown Austin relating to alleged violations of my own privacy rights and other legal rights in Austin, Texas, that your DA's office has allegedly permitted to occur.
I would appreciate learning from you as soon as possible the name of the current Ombudsman who is employed by or in the Travis County District Attorney's Office in Austin.
I am referring to the conscientious and admirably empathetic staff member of your government agency who diligently and promptly responds to stated concerns and verbalized complaints that he (or she) receives from law-abiding and honorable adult members of the general public (myself, for instance) about any and all possible alleged cases of alleged negligence or alleged possible corruption that may possibly have been perpetrated at any time by any employee or official your government agency in Austin.
A recent example of alleged possible negligence or alleged possible corruption by your DA's Office in Austin that an Ombudsman at your government agency could certainly address for myself, for instance, is the shocking failure by your DA's office to file any criminal-law charges in a criminal-law court of law in Austin, Texas, against any person or group of persons on any occasion since the voluminous harmful-intent or criminal-intent criminal-law file-----a file containing hundreds of pages of criminal-law documents that all referred to myself, John Kevin McMillan, as the cited victim-----was itself officially and formally established by your DA's office in Austin, Texas, in January 2006.
