Dear Officer Turner,

Thank you again for authorizing me on the telephone today to E-mail to you the only E-mail letter or written communication that Austin Police Chief Art Acevedo ever wrote and sent to me. Below, please find that legal document from Chief Acevedo.

The same Chief Acevedo later (and I will gladly search my legal notes on this, to identify when this occurred) reportedly ordered one of his assistants, Stephanie Hernandez I believe her name is, to make a follow-up phone call to me at my private residence in which she requested that I myself no longer directly contact Chief Acevedo in any context.

I was very surprised and disappointed by that cited "policy" decision from Chief Acevedo, a policy decision that prompts me myself to respectfully and in a civil and law-abiding manner on my part question his own level of integrity and his own level of competence as police chief.

Officer Turner, I also want to thank you for kindly accepting a criminal-law complaint from me on the telephone this Wednesday morning, Feb. 20.

In that oral crime report I made to you, I stated to you that I was abruptly awakened in the middle of my sleep on my bed, with myself lying alone and sleeping alone as always, at about 2:30 a.m. today (Wednesday) with throbbing pain in my anus and noteworthy constriction or tightening of my anus. I had taken a bath shortly before I went to bed at about 1 a.m. today (Wednesday), and my anus definitely was NOT constricted or tight in that way when I went to bed this morning.

I also stated to you in our phone conversation this morning that after I went back to sleep---which, I might add at this time, required about 30 minutes of recovery from the pain in my anus----I was again awakened abruptly on my bed at about 7:30 a.m. today with throbbing pain in my anus inside my bolt-locked, top-floor, vaulted-ceiling apartment unit.

At either 2:30 a.m. or 7:30 a.m. today, and I forget which of the two it was, immediately after I was awakened in the midddle of my sleep I suddenly saw from my bed what appeared to be a massive and very long white animal, such as a huge rat the size of a rabbit or larger, moving leftward on the upper shelf of my very large clothing closet in my bedroom.

When I looked again a split-second later, that image vanished suddenly and instead I saw the motion-less light-colored shelf in my closet. The massive white "animal" image was the only possible "optical illusion" that I have observed today at any time.

The "optical illusion" incident has since prompted concern in me about whether I had somehow been subjected involuntarily during my sleep by an alleged intruder to an illicit drug of some type that had possibly triggered that surprising apparent optical illusion for me. As you know, I myself have not knowingly consumed any marijuana on any occasion since late 1984. And in my entire life, I have never knowingly consumed any illicit drug other than marijuana on any occasion or at any time in my entire life.

At 7:35 a.m. today (Wednesday morning), as I lay on my bed with continued anal pain, I heard a faint voice, apparently from a male person somehow situated above my apartment unit, that stated: "F--k (obscenity) him!" (exact quote).

When I examined my anus in my bathroom sink's mirror this morning, as I told you on the phone today, I observed several apparent cuts or bruises in my upper anus that I myself had not caused. I lead a high-fiber diet, as I believe I have emphasized to you, and I take an average of two baths per day. I also assign very high priority to myself being in the very best possible medical health at all times, with myself having recently obtained a second health insurance policy for me, a policy I obtained through my very nice Outback Arboretum chain steakhouse employer, that became effective for me Jan. 1, 2013.

Also this morning when I checked my anus in the mirror inside my private apartment unit, I noticed what appeared to be continued redness in my anal cavity, something I had observed for the first time in the last few days when I thought of checking my anus in the mirror of my private apartment unit at Wind River Crossing.

It is very apparent to me, as I told you on the telephone this morning, that one or more members of the criminal element in the Austin area through repeated daily and year-round anal rapes and personal injuury crimes victimizing myself during my sleep, allegedly seek to inflict either anal cancer on me, or possibly a relapse of colon cancer on me, or some other major medical injury to me.

I also stated to you on the phone this morning, during my hopefully-polite phone call to you that began shortly after 8 a.m. (?), that I noticed soreness in my throat this morning when I was awakened abruptly on my bed in the middle of my sleep.

I also noticed pain in my legs this morning, the cause of which definitely was not from anything I had done during my waking or conscious hours.

I also told you on the phone this morning that my first-rate primary care physician, Dr. Edie Shulman, an internal medicine specialist, has reportedly expressed written support for my cited need for an anal sonogram---an anal sonogram that will identify tissue damage to my anal tissue.

I also informed you once again in our phone conversation this morning that I myself have not participated in ANY anal intercourse during my conscious or waking hours anywhere in Austin, Texas---or anywhere in Texas, for that matter----on any occasion since December of 1979. I have resided in Texas on a continuous and uninterrupted basis ever since January of 1988.

Nor do I ever myself touch my anus, aside from gently wiping my anus during my baths or occasionally briefly touching a surprising sore or welt on my anus that has triggered an occasional itch on my part.

Also in our phone conversation this morning, you helpfully assured me that if you yourself ever sense that possibly I am being victimized by crime inside my bolt-locked apartment unit at Wind River Crossing, you will take the initiative to investigate or to request investigation of those crimes by a colleague of yours. I emphasized to you again today that I will welcome any and all comprehensive forensic non-psychiatric medical exam that APD (or any other law-enforcement agency, I might add at this time) is ever willing to authorize for me.

Also in our phone conversation this morning, you helpfully listened to my oral statement to you about a Central Texan man named "Eliseo Perez Sr." having a proven history of having himself flagrantly violated my legal rights as a tenant at Wind River Crossing, and having himself paid me an out-of-court settlement to me in 2005 of $300 cash after I filed a small-claims complaint against him in 2005 through a Justice of the Peace in Austin. I myself am NOT a friend or acquaintance or associate of Mr. Perez, who made his $300 payment of money to me through associates of his one day at a nearby Razoo's Cajun-style restaurant in northwest Austin.

I also told you on the phone today that at least one of the infrared-photo images obtained for me in 2012 during my bedtime hours in the private bedroom of my bolt-locked apartment unit bore a striking resemblance to the heavyset Hispanic (?) man Eliseo Perez Sr. of Centrtal Texas. (Several years ago, I had obtained a mug shot of Eliseo Perez Sr. through a public-information request that I submitted in writing to the Austin Police Department. I had kept that same mug shot in my legal files inside my apartment unit at Wind River Crossing Apartments.)

Also in our phone conversation today, I informed you that David Ferris, the Travis County Civil Probate Division Director in Travis County Courthouse, surprised me in 2001 by volnteering to me on the telephone from his county government office, during a local phone call I had made to his office from Apartment 1638 at Wind River Crossing, a two-bedroom apartment I had moved into in 2001 with the Christian Meza as the male adult tenant here who agreed to let me room with him during that period, that "There seems to be an effort by many people in the Austin area to drive you (John Kevin McMillan) out of town" (approximate quote). Neither Mr. Ferris nor any other Travis County Government official at any time since then has ever been willing to elaborate on that statement from Mr. Ferris.

As a resident of Austin ever since mid-March of 1997, most recently, I am writing to ask you:

---whether you have any plans to request that the Austin Police Department (APD) compile and share with the Austin City Council at a designated public meeting of the Council, a monthly or semiannual or annual APD report providing statistics and other factual information about APD's most recent efforts at enforcing any and all applicable laws, including any municipal ordinance, prohibiting or restricting noise pollution in Austin.

---whether you believe that the Austin Police Department at present adequately enforces any and all applicable laws prohibiting or restricting certain types of anonymous communications in any and all contexts that might ever arise for which a criminal-law implication deriving from those anonymous communications might ever be cited or alleged.

----whether the Austin Police Department should have any role in helping to deter fraudulent or obscene verbalized communications by any media company or any cited business entity or non-profit organization or government-owned entity operating in Austin, Texas.

---whether you believe that the Austin Police Department currently does enough to compile statistical data relating to, and also investigate, alleged cases of verbal harassment or alleged terroristic threats being verbalized in Austin, Texas, in which alleged slander or alleged verbalization of death threats, for that matter, allegedly occur as well.
