I would like to take this opportunity to express my gratitude to my refreshingly honest University of Iowa alumna mother, Phyllis McMillan, for stating to me repeatedly, including in 1987, 1988, and in 1990, in particular, that I was being subjected to noise pollution and accompanying verbal harassment and profane speech by others of which Mother was aware, this having occurred in the Boston area of Massachusetts and in numerous places throughout Texas, that Mother herself said was "unnecessary" and "doesn't do justice to you" and is"outrageous" in its unfairness and unjustifiability toward myself, Mother helpfully informed me on several occasions over a multi-year period.

I am a native of Lincoln, Nebraska, whose father, Dr. Calvin McMillan, was a Botany Department faculty member at The University of Nebraska at Lincoln in the 1950s.
Since I have done a lot of public-policy-minded brainstorming since the mid-1990s that I have shared with your noble state through various letters of mine I've sent to officials of the University of Nebraska, the State of Nebraska, and the City of Lincoln, I am very hopeful that you will both be interested in the issues cited and alluded to below (see attached letter from myself).

As I'm sure you must already be painfully aware, noise pollution in modern American society---often accompanied by the crime of verbal harassment featuring profane speech and the crime of stalking, and by privacy rights violations, I might add---poses an alarming threat to the medical and emotional health of millions of Americans (including, I might add, this particular single adult male resident of Austin, Texas).
Here in my southwestern American capital city of Austin, Texas, my first-rate ear, nose, and throat specialist, Dr. David N. Tobey, Jr., M.D., who has examined my hearing capacity and my ears over a multi-year period, has determined inside his medical clinic in northwest Austin that noise pollution outdoors in Austin, Texas----including, he also informed me in January of this year, noise pollution occurring at one or more of my respective workplaces of mine in Austin-----has contributed to statistically significant permanent damage to my own hearing capacity, Dr. Tobey has informed me.
Dr. Tobey very kindly and courageously permitted me to sign a written authorization form, which gave that outstanding medical physician my prior approval to himself share his medical findings about me with any person, including any medical researcher or university administrator or staff member or professor legal scholar or attorney anywhere in the world, or any university or other entity anywhere in the world, including any media company or religious group or political group or business entity, that or who might ever contact the distinguished Dr. Tobey at any time and request that factual medical information about myself from Dr. Tobey.
