I would appreciate a courtesy confirmation note from either of you, informing me in writing that you have each received the following E-mail letter of appeal from me that I directly submitted to Austin City Manager Marc Ott on December 23, 2015.
Jessica, who answered the telephone this morning for your City Manager's Office, assured me today that she would make sure that each of you would receive a copy of that letter of appeal (below) from myself. Jessica also assured me on the phone this morning that one or both of you City of Austin officials will promptly inform me about the current status of my appeal request to Mr. Ott.
I am seeking to have my name permanently removed from the cited Austin Police Department (APD) official "Do Not Approve" list I learned about earlier this month.
That official APD list reportedly contains the names of numerous Austin residents for whom APD refuses in advance to ever at any time or under any circumstance ever authorize any forensic rape-evidence medical exam on any of those cited individuals, myself among them, in any context in which they each maintain that they were sexually assaulted.
A helpful and incisive first-rate State Bar of Texas attorney, Mr. Brian Walters, informed me during phone calls I made this month to the Texas Legal legal-aid service hotline in downtown Austin, that the city ordinances of the City Government of Austin authorize me as the complainant to obtain a formal hearing for appealing in person a recent legal action against me that was imposed on me by the City Government of Austin.
Mr. Walters also helpfully informed me on the telephone this Monday morning, December 28, that the applicable city ordinances specifying an appeal procedure for me on this are in Section 30-1-223 of those ordinances.
Incidentally, the only two days of the week on which I am currently able to attend an appeal hearing on this at City Hall in downtown Austin are Mondays and Tuesdays. I work six days per week on a year-round basis, with one of those workdays for me currently being a double-shift day.

John Kevin McMillan, current criminal complainant in APD Sex Crimes Case 15-1540423, a sex-crimes case that is currently listed as "suspended," according to APD records released to me earlier this month by APD in response to my December 3, 2015, E-mail Open Records request to APD.
APD Sex Crimes Case 15-1540423 --- a case in which APD refused to authorize a forensic rape-evidence medical exam on me that I had requested on the morning of June 3, 2015, from APD officers and EMS staff and, later that morning, the St. David's North Medical Center female emergency room physician on duty after I was transported by ambulance at my request to St. David's North for a rape-evidence exam I repeatedly requested, with EMS staff members having assured me at my apartment unit earlier that morning that St. David's North had the capability to provide me with a forensic rape-evidence exam that day --- was prompted by a crime report that I as the cited crime victim and complainant filed with APD on the morning of June 3, 2015.
I am the founder and only approved member of the non-Christian and implicitly-deistic, non-atheistic, Progressive Prohibitionist Religion----an "Honor Society" religion with very strict membership eligibility requirements.

A very distinguished and first-rate attorney member of the State Bar of Texas advised me yesterday that I have the legal option of requesting a hearing with you at City Hall in downtown Austin.
The cited purpose of that hearing will be for me to provide a formal in-person statement to you in which I will formally appeal the reported current official policy by the Austin Police Department that under no circumstances will APD ever at any time officially authorize any current or future Sexual Assault Forensic Exam on me that I might ever request at that current or future date.
I would also like to politely remind you, Mr. Ott, that in your very influential capacity as City Manager of Austin you did co-sign for a check to St. David's Medical Center to help pay for a doctor-ordered forensic rape-evidence medical exam on me that was conducted there during a visit of mine to that hospital's emergency room that began on the night of Dec. 21, 2011, and extended into the early morning hours of Dec. 22, 2011. That forensic rape-evidence exam on me was conducted by a female forensic nurse for APD Sex Crimes Case 11-3550615, with myself the complainant and cited victim in that case.
I hope to hear from you soon about this major and very alarming legal liability issue currently facing the City Government of Austin and the Austin City Council.
