The ACLU of Massachusetts works to preserve and protect the civil liberties and civil rights guaranteed by the U.S. Constitution, especially the principles contained in the Bill of Rights. Our office handles matters arising in the state of Massachusetts. If you live in another state, you can find your local ACLU affiliate here.

We will consider complaints involving issues such as freedom of speech, privacy, freedom of religion, discrimination based on race, gender, sexual orientation or disability, police misconduct, censorship in schools or libraries, fairness in application of school discipline, workplace privacy, access to government documents, inhumane jail and prison conditions, and other issues of fair treatment by government – including questioning by the FBI.

In general, we do not handle complaints involving evictions, landlord-tenant disputes, general disputes between employees and employers, criminal prosecutions, divorce, child custody, or wills. You can find resources for these and many other issues at the Massachusetts Legal Resources Finder.

While we do not accept legal complaints via email, there are several ways to contact us for legal assistance. You may fax a letter to 617-451-0009 or mail a letter to us at:

You may also call our offices during regular business hours and speak with a trained Legal Intake Volunteer. The phone number is 617-482-3170 x100. Volunteers cannot give you legal advice. But they can give you referrals to organizations more appropriate for your issue. They can also write up and present your intake matter to an ACLU lawyer for review. If you leave a message, speak slowly and clearly and give your name, daytime phone number, and a one-sentence summary of the purpose of your call.

Thank you.

A respectful FYI to each of you on the following "newstip" letter I have submitted this week to reporters and editors at "The Austin American-Stateman," with a primary carbon-copy on all of this going to the enterprising reporters at Fox 7 News here in Austin. Fox 7 staff members very helpfully last month accepted legal documentation on this from me that I E-Faxed to them last month.

I have emphasized to both the Cox-owned and highly-regarded "American-Statesman" and to the award-winning Fox 7 News team that I welcome any interviews of myself by either the Statesman or Fox 7 News about this very alarming public-policy issue here in Austin, Texas.

Sincerely and Best Wishes, from criminal-law complainant and self-identified continuous-and-still-continuing personal-injury-crimes-and-anal-rape-crimes victim John Kevin McMillan of Austin, with the anal-rape crimes allegedly being inflicted on me on a daily and year-round and continuing basis during my sleep (I snore) as I lie ALONE on a brand-new futon bed -- a bed that I purchased in late September 2015, and which I myself exclusively own.

I am a longtime celibate-by-choice, lifelong-NON-Christian and longtime-implicitly-deistic, permanently alcohol-free (ever since late summer of 1990) and never-previously-addicted, permanently marijuana-free (ever since late fall of 1984) and never previously addicted, NON-smoking and anti-tobacco-minded, single-by-choice adult white gentleman of English, Scottish, and German ancestry. NO ONE except myself is authorized to be anywhere inside my locked private bedroom during periods when I am asleep on my bed.

I might add that I am a certified direct descendant of the Rev. William Brewster, who served as head chaplain on the Mayflower and the first full-term Puritan Governor of what is now the U.S. State (Commonwealth) of Massachusetts. I am the founder of a new and lawfully NON-Christian religion, the Progressive Prohibitionist Religion, with only one total approved member (myself) at present. My fully independent religion, which opposes anonymous communications violating anyone's privacy rights, has very stringent membership eligibility requirements.

Dear First-Rate Reporters and Editors at "The Austin American-Statesman",

Thank you for your kind interest in pursuing a scandalous-news story about the current policy by the Austin Police Department that I discussed earlier this evening on the telephone with a polite female newsdesk staff member of your newspaper.

I am a former full-time newspaper reporter in Texas, and I had a very good accuracy record in my reporting.

I learned in December 2015 through an Austin Police Department official reply to a public-information request of mine that APD has established an official "Do Not Approve" list for numerous self-identified rape victims in Austin.

For any individual whose name was or is ever placed on that list, APD has an apparent policy of refusing in advance to ever at any time authorize any forensic rape-evidence DNA-swabs medical exam that that individual as a cited rape victim might ever request at any time.

I maintain that APD's policy flagrantly violates the civil rights of one or more of the current Austin residents, myself among those persons, whose names have been placed on that list.

I am also sure that many of your readers will share my dismay over the APD's infamous "Do Not Approve" list apparently being consulted routinely by APD Sex Crimes Unit officers under the apparent supervision of APD Chief Art Acevedo.

Sincerely and Best Wishes,

John Kevin McMillan, a single-by-choice, celibate-by-choice, gainfully employed, permanently alcohol-free (ever since 1990) and never-previously-addicted, permanently marijuana-free (ever since 1984) and never previously addicted, permanently jewelry-less and non-transvestite, dependably civil and law-abiding, platonically-polite and consistently clean-talking (no profanity by me in my everyday conversations with others), facially cleanshaven (no beard, no mustache, no goatee, etc.), non-Christian white male criminal-law complainant with APD. I am also a former full-time employee in Austin of the Texas Department of Public Safety state agency.

I was informed in late 2015 by an APD 311 phone service staff member that APD Sex Crimes Case 15-1540423---a crime case in which I am the cited victim of alleged anal-rape-crimes and personal-injury-crimes allegedly inflicted on me during my sleep on a daily and year-round basis by illegal intruders inside my locked private bedroom where I always slept alone on my own bed in my bolt-locked rental apartment unit at Wind River Crossing Apartments in NW Austin---has been "suspended, pending additional information".

I had filed a preliminary crime report with APD on June 3, 2015, that prompted APD to assign APD Sex Crimes Unit Detective Brian Narciso to investigate. His office phone number is: (512) 974-6916.

I wish to politely emphasize to your reporters and editors that I am a very strong criminal-law complainant, for numerous reasons. Among them is the simple fact that I myself have never at any time participated in any act of anal intercourse, nor have I ever been subjected to any act of anal intercourse in any context, at any time anywhere in the entire world during any of my own conscious or waking hours on any occasion since the late 1980s. Any and all DNA-trace evidence obtained from any doctor-ordered or APD-authorized or U.S. Department of Justice-authorized anal-swabs forensic medical exam on me that either occurred or might ever occur at any time this decade, for instance, is very solid proof in a court of law in Austin that I was, in fact, sexually assaulted in violation of the state penal code of Texas---and in violation of federal law as well.

My home phone: (512) 342-2295.
My new residential address ever since late September 2015: Village Oaks Apartments, 10926 Jollyville Road, Building 9, Apartment 902, Austin, Texas, 78759.
My Blog: John Kevin McMillan: A 21st Century Conservative Left-Wing Vision

with a courtesy carbon-copy to the enterprising and award-winning staff at Fox 7 News, who very kindly invited me on the telephone to FAX to them legal documentation about the cited "Do Not Approve" list. I am pleased to note that the insight Fox 7 News Team now has a copy of those legal documents. I would, of course, welcome any interview about this by either or both of your very influential news-gathering teams in Austin.
