(The following legal document, quoted verbatim below, was mailed to myself, public-information requestor John Kevin McMillan, by City Secretary LeAnn M. Quinn of the City Government of Cedar Park, Texas, in response to an August 13, 2016, e-mail public-information request from myself. The following legal document was an enclosure to a one-page signed official August 25, 2016-dated reply cover letter from Ms. Quinn that she directly addressed to Mr. McMillan. That cover letter was inside a postmarked envelope delivered Monday, August 29, 2016, by the U.S. Postal Service to Mr. McMillan's official apartment unit mailbox for Apt. 902 at Village Oaks Apartments, 10926 Jollyville Road, Austin, Texas, 78759, in northwest Austin. --- jkm)

This has been going on for over six years and he continuously emails police officials, politicians, news organizations, prosecutors, etc.

Dear Cedar Park Police Officials, including Sex-Crimes Unit Detectives for Cedar Park Police Department,

I would like to thank your highly-regarded current chief of police, Chief Sean Mannix, for having reviewed E-mail crime reports from me several years ago, during his tenure at APD (the Austin Police Department), in regard to this cited alleged-continuous-and-continuing, daily and year-round and multi-year personal-injury-crimes-and-anal-rape-crimes case in which I have been and continue to be the single-by-choice, longtime-celibate-by-choice, dependably civil and law-abiding, white male victim.

APD now has a cited current policy (see below, a statement made to me by APD Senior Police Officer James Turner) of refusing in advance to ever authorize ANY forensic sexual-assault medical-swabs test (SAFE) on me under any circumstances at any time in the present or future.

I'm very hopeful that a Cedar Park Police Detective or lieutenant or sergeant who investigates Sex Crimes cases might be willing to authorize forensic medical rape-evidence exams on myself at the earliest opportunity.

I mention this because many of the individuals I have roomed with or worked with or been supervised by or become acquainted with or spoken with in person this century reside in or previously resided in Cedar Park or Williamson County.

It is possible that one or more of the individuals who allegedly subjected me to alleged personal-injury-crimes or alleged anal-rape crimes during my sleep (I snore, and I always sleep ALONE on my own bed inside my locked private bedroom) resided at that time in Cedar Park or elsewhere in Williamson County.
