(The following legal document was among dozens of legal documents that Austin Independent School District in Austin, Texas, on October 31, 2016, sent to myself, John Kevin McMillan of Austin, as attachments to a reply e-mail letter to me that day from AISD's Public Information Coordinator Melissa Sabatino. That reply e-mail letter came in response to an October 17, 2016-dated e-mail public-information request from myself. As a former Salutatorian of Stephen F. Austin High School in Austin, I had requested legal documents generated at any time since 12:01 a.m. April 17, 2011, by AISD's Office of the Superintendent, the AISD Office of General Counsel, or the AISD Police Department headquarters office in Austin that each refer to myself. --- jkm)

Please note that Austin City Council Member Sheri Gallo did on April 20, 2016, politely submit a formal request on my behalf to the Austin Police Department (APD) in Austin, Texas.

That formal request asked APD to immediately process on my behalf the cited DNA-swabs forensic rape-evidence kit. That doctor-approved kit was obtained by a female forensic nurse from my own body as the single-by-choice, longtime-celibate-by-choice, white non-Christian male victim inside St. David's ER in the early morning hours of Dec. 22, 2011. That rape-evidence kit for APD Sex Crimes Case 11-3550615 is reportedly being stored at present at an APD substation in Austin.

However, APD apparently "responded" to this request on my behalf by immediately refusing to honor Council Member Gallo's request, and by instead "re-assigning" the entire matter to "mental health officers" of APD's "Crisis Intervention Team."

I hereby tentatively allege in writing that APD's repeated refusal over a multi-year period to investigate crime evidence and crime reports provided to APD on my own behalf, with APD officers instead routinely diverting and all of those crime reports and that crime evidence to "mental health officers" of APD's "Crisis Intervention Team," comprises very deplorable and shocking alleged possible evidence of alleged obstruction of justice ---an alleged felony crime---by one or more officers and officials of the Austin Police Department under the current "leadership" of APD Chief Art Acevedo.

The City of Austin Law Department under City Attorney Anne Morgan officially confirmed for me in writing this month that it has no document on file from this most recent five-year period that refers to myself as being "mentally ill."

This means, by definition, that the APD Crisis Intervention Team should NOT be the APD officers who review crime reports and crime evidence from me.

I am, in fact, one of the most psychologically healthy and morally healthy and honest and factually accurate and law-abiding and vigilant and conscientious of all of the single adult men of Austin.

My permanently alcohol-free and never-previously-addicted, lifelong-tobacco-free, permanently illicit-drug-free and never-previously-addicted, lifelong-tattoo-less, dependably civil and clean-talking (no profanity by me in my everyday conversations with others) and platonically polite lifestyle attests to that superior sanity and integrity of myself, as each of you must surely be very aware.

I am also gainfully employed, and I am not under any psychiatric care of any type or any mental health restrictions of any type. Nor am I consuming any psychiatric medications of any type.

Please let me know as soon as possible if any of you are willing to politely contact Austin Police Chief Art Acevedo on my behalf and ask him WHY he apparently is not willing to personally order the immediate processing of the cited rape-evidence kit obtained from my own body in late December 2011 here in Austin.

Thank you again for very kindly promising me on the telephone this afternoon that you will complete a "Constituent Assistance Form" on my behalf and then submit it to the Austin Police Department for me.

I am a law-abiding and gainfully employed, permanently alcohol-free, lifelong-tobacco-free, single adult white male resident of District 10.

The cited completed form on my behalf, as we discussed today on the phone, related to my expressed hope that Council Member Gallo would politely ask the Austin Police Department to process the doctor-ordered rape-evidence kit obtained from my own body at my request on Dec. 22, 2011, for APD Sex Crimes Case 11-3550615.

When I made a brief follow-up phone call to you shortly after 4 p.m. today, you then stated to me that you have already submitted that Constituent Assistance Form to APD on my behalf. You also stated that you have received a fast e-mail return message to yourself from APD, advising you today to ask me to call (512) 854-3450 about the cited criminal-law matter.

That return message from APD did not cite the name of the APD official or APD officer for whom that particular phone number would be applicable.

Ms. Burkhardt, I would appreciate receiving a reply message from you on this, confirming (if true) whether this letter to you is fully accurate in regard to the matters we discussed.
