AUSTIN POLICE DEPARTMENT OFFICER DOUGLAS PERALES ON APRIL 28, 2015, FILES APD REPORT ON SELF-IDENTIFIED CONTINUOUS-PERSONAL-INJURY-CRIMES-AND-ANAL-RAPE-CRIMES VICTIM JOHN KEVIN McMILLAN OF AUSTIN


(The following official supplementary report from Austin Police Department Officer Douglas Perales, Badge Number 5185, was publicly released by APD on September 20, 2016, among 136 total pages of legal documents that APD mailed that day to public-information requestor and private citizen John Kevin McMillan of Austin, Texas.

(Those documents were publicly released in response to APD public-information request 9-17932. In that September 15, 2016-dated e-mail request, Mr. McMillan had specified in writing to APD that he exclusively sought documents from APD in the period ever since 12:01 a.m. April 17, 2011, that referred to Mr. McMillan being a victim of either a possible or actual continuous crime or an alleged possible or actual federal crime.

(THE TERM "CIT Unit", BELOW, IS AN APD ABBREVIATION FOR THE APD "CRISIS INTERVENTION TEAM", WHICH EMPLOYS NUMEROUS APD "MENTAL HEALTH OFFICERS". The term "emergency detention", below, refers to an APD-imposed 48-hour Peace Officers' Involuntary Commitment to a psychiatric hospital without any advance court hearing on that short-term confinement.

(The following April 28, 2015-dated report by APD Officer Douglas Perales failed to mention that the cited criminal-law complainant, John Kevin McMillan, does not himself have any criminal-conviction record and has not consumed, or ever once been required to consume, any psychiatric medication on any occasion in the most recent 25-year period. The following APD report by APD Officer Perales also failed to mention that Mr. McMillan does NOT have any relationship with ANY psychiatrist anywhere in the world, nor would Mr. McMillan ever agree to any such involvement at any time. The report by Officer Perales also neglected to mention that Mr. McMillan is gainfully employed and leads a dependably civil and law-abiding and honest, permanently alcohol-free, lifelong-tobacco-free, permanently-marijuana-free-and-permanently-illicit-drug-free lifestyle.

The report by Officer Perales also neglected to mention that the cited criminal-law complainant, John Kevin McMillan, is a lifelong single gentleman and a longtime-celibate-by-choice adult gentleman who during any and all of his own conscious or waking hours has not himself had ANY sexual contact or ANY intimate physical contact of any type with any human being, or any beast, for that matter---regardless of where Mr. McMillan was situated or traveled to or was stationed---at any time since or including the day in August 2001 when Mr. McMillan moved to northwest Austin from a UT-Austin-campus-area apartment in central Austin. -- jkm)
