SEX CRIMES UNIT SERGEANT SANDRA BENNINGFIELD OF THE AUSTIN POLICE DEPARTMENT IN AUSTIN, TEXAS, REPORTS ON MAY 18, 2016, THAT SELF-IDENTIFIED CONTINUOUS ANAL-RAPE-CRIMES VICTIM JOHN KEVIN McMILLAN OF AUSTIN CITES FREQUENT 'PAIN IN MY ANUS' ON A YEAR-ROUND BASIS; NO ALLEGED ANAL-RAPE-CRIMES PERPETRATOR WAS EVER ARRESTED BY APD IN RESPONSE TO McMILLAN'S NUMEROUS CRIME REPORTS, SERGEANT BENNINGFIELD APPARENTLY INDICATES


(The following Austin Police Department official report from APD Sex Crimes Unit Sergeant Sandra Benningfield, Badge Number 2453, was publicly released by APD on September 20, 2016, among 136 total pages of legal documents that APD mailed that day to public information requestor and private citizen John Kevin McMillan of Austin, Texas. The documents were publicly released by APD in response to APD public-information request 9-17932, in which Mr. McMillan had specified in writing in a September 15, 2016, e-mail letter to APD that he exclusively sought documents from APD in the period ever since 12:01 a.m. April 17, 2011, that referred to Mr. McMillan being a victim of either a possible or actual continuous crime or an alleged possible or actual federal crime. "McMillan made a report that he believes he has been continuously raped since 2011 by an unknown person. McMillan was asked what has happened recently and would keep talking about an incident that had happened in 2011. Eventually McMillan stated that he was woken up every to (sic) hours by a vibrating sensation in his anus but didn't see anyone. McMillan stated he believes he was raped since he had pain in his anus. McMillan stated that his bedroom door is locked what (sic) he is sleeping and no one can get into his room. McMillan has camera's (sic) that record him sleeping and in the past he has sent the Sex Crimes Unit several recordings of him sleeping. I am aware of the prior reports made by McMillan and Det. (Jeffrey) Dwyer briefed me on this case when it came in. I advised Det. Dwyer that we are not going to approve the SAFE exam on McMillan at this time.

"The officers were advised to tell McMillan to review his recording and see if he had a recording of a sexual assault. As of this date I have not heard from McMillan.

"The case will be administratively cleared."
