AUSTIN POLICE DEPARTMENT HOMICIDE DETECTIVE ROBERT DRISCOLL ON MARCH 11, 2015, RESPONDS TO APD HOMICIDE UNIT CRIME TIP FROM JOHN KEVIN McMILLAN ABOUT HIS CITED ROOMMATE AT WIND RIVER CROSSING APARTMENTS, BY FILING A REPORT STATING THAT COMPLAINANT McMILLAN HAS A 'DOCUMENTED HISTORY OF MENTAL ILLNESS'


(The following Austin Police Department initial report from APD Homicide Unit Detective Robert Driscoll, Badge Number 5179, was publicly released by APD on September 20, 2016, among 136 total pages of legal documents that APD mailed that day to public-information requestor and private citizen John Kevin McMillan of Austin, Texas.

(Those documents were publicly released in response to APD public-information request 9-17932. In that September 15, 2016-dated e-mail request, Mr. McMillan had specified in writing to APD that he exclusively sought documents from APD in the period ever since 12:01 a.m. April 17, 2011, that referred to Mr. McMillan being a victim of either a possible or actual continuous crime or an alleged possible or actual federal crime.

(THE TERM 'EDP', BELOW, IS AN APD ABBREVIATION FOR 'EMOTIONALLY DISTURBED PERSON'. Also, the following APD report written by APD Homicide Unit Detective Robert Driscoll failed to mention that the cited criminal-law complainant, John Kevin McMillan, does not himself have any criminal-conviction record and has not consumed, or ever once been required to consume, any psychiatric medication on any occasion in the most recent 25-year period. The following APD report by Homicide Detective Driscoll also failed to mention that Mr. McMillan does NOT have any relationship with ANY psychiatrist anywhere in the world, nor would Mr. McMillan ever agree to any such involvement at any time. The report by Detective Driscoll also neglected to mention that Mr. McMillan is gainfully employed and leads a dependably civil and law-abiding and honest, permanently alcohol-free, lifelong-tobacco-free, permanently-marijuana-free-and-permanently-illicit-drug-free lifestyle. -- jkm)

"I answered the tip line phone located in the Homicide unit. Caller identified himself as:

"John McMillan

"and provided his address as:

"11411 Research Blvd. #325

"McMillan advised he believes his roommate for the previous two years:

"(roommate name withheld from this Blog)

"may be a serial killer and involved in organized crime. McMillan advised (that his roommate, name withheld from this Blog) provided no details, but (roommate) stated he (the roommate allegedly) killed someone in Virginia. McMillan then started talking about being a victim of sexual assault and possibly being (specific alleged cited possible felony-crime offense withheld from this blog) by (roommate name withheld from this blog). (McMillan) advised he reported these incidents to the police and provided a case number of 11-3550615 (relating to a previous crime case from Dec. 21, 2011, inside that same apartment, a crime report filed by McMillan during a period when he was living alone inside that unit, and complained to police about having been sexually assaulted during his sleep as he lay alone on his own bed inside his bolt-locked apartment unit).

"I advised McMillan that I will look into the information he provided.

"McMillan was grateful and advised he would be available for an interview with any officer upon request.

"From our conversation, I believed McMillan did not require immediate police assistance, and did not appear to be in danger, nor a danger to himself or others.

"I ran involvement on McMillan through Versadex and found an extensive history of EDP reports, as well as the sexual assault report associated with the case number he provided. The details of the conversation appear to follow suit with McMillan's documented history of mental illness.
