"On May 13, 2016 at approximately 13:11 I responded to a 911 hang up call at 1515 Grove Blvd. Another call came a few minutes later with the same address and a female complainant said one moment, then heard male voice, then line hu, busn line. I arrived a short time later and made contact with staff who confirmed that a male requested police. I made contact with the male and identified him through TXDL as

"John stated that he had been raped continuously since 2011 by an unknown person. John stated that he has made many reports to our agency and specifically gave case # 11-3550615. John stated that nothing has been done to help him find the perpetrator. John requested a SAFE exam today. I asked John what has happened within the last 96 hours and John had a hard time explaining because he kept jumping back to 2011.
"I continued to ask John about the most recent events and John eventually told me that he has been woken up every two hours to an unpleasant vibrating sensation in his anus area. John has never seen a suspect but hears a door being closed in the distance (never his bedroom door) as he wakes up. John believes he is being rapped (sic) because of the pain he feels to his anus. John would not elaborate any further then (sic) that. I asked John if he needed EMS but he declined their services.
"John rambled a lot and spoke at length about not trusting ... former roommates because he suspected that they were lying to him about their profession. John did not specifically name them as suspects in the rape.
"John stated that he has an interior lock to his bedroom door and admitted that no one else can enter his bedroom door while he sleeps so he is not sure how they are entering his bedroom other than through the walls. There is no damage to his walls. John also said he has cameras in his bedroom. John stated that he would go through his video footage to see if he could find video that corroborates him being sexually assaulted. John will call us back if he locates footage.
"I contacted the sex crimes unit and spoke with Det (Detective Jeffrey) Dwyer #3435 and briefed him on my call. Det. Dwyer staffed the call with his supervisors and called me back and informed me that a SANE exam was not approved based on John's history/involvement. See case titled False report to a peace officer 2015-1250147.
"I informed John of this. Safe Place staff also notified and advised that they would still provide John with their available resources.
"John does not believe he has a mental illness and does not take medications. John did not feel like hurting himself or anyone else. John also did not want resources on mental health.
