AUSTIN POLICE DEPARTMENT SENIOR OFFICER JAMES TURNER STATES IN WRITING ON JANUARY 19, 2016, IN AN APD REPORT THAT HE HAS ORDERED CRIMINAL-LAW COMPLAINANT JOHN KEVIN McMILLAN TO REFRAIN FROM EVER CONTACTING ANY APD DIVISION OR APD OFFICER OTHER THAN CIT UNIT OFFICER TURNER OR HIS IMMEDIATE SUPERVISOR, APD CIT UNIT SERGEANT MICHAEL KING


(The following Austin Police Department official report from APD Senior Police Officer and "APD mental health officer" James Turner, Badge Number 5980, was publicly released by APD on September 20, 2016, among 136 total pages of legal documents that APD mailed that day to public information requestor and private citizen John Kevin McMillan of Austin, Texas. The documents were publicly released by APD in response to APD public-information request 9-17932, in which Mr. McMillan had specified in writing in a September 15, 2016, e-mail letter to APD that he exclusively sought documents from APD in the period ever since 12:01 a.m. April 17, 2011, that referred to Mr. McMillan being a victim of either a possible or actual continuous crime or an alleged possible or actual federal crime.

Explanations of terms used by Officer Turner in his APD report, below: "EDP" refers to "Emotionally Disturbed Person"; the term "CIT" refers to the APD "Crisis Intervention Team" unit that employs numerous APD mental health officers. As for the term "PIO Office" that is cited below by Officer Turner, he appears to be referring to APD's Public Information Office in Austin, in which Ms. Renee Moore serves as an official APD Public Information coordinator. In regard to the abbreviation "NOI" that is stated in the next to last paragraph, below, the website "abbreviations.com" states that "NOI" sometimes means "No Other Information". It is not clear, however, whether APD Officer Turner had intended to state "No Other Information" through the "NOI" abbreviation he used in the following APD report that Officer Turner filed on January 19, 2016. --- jkm)

"On 1-18-19 (sic), I was contacted by the PIO Office regarding John McMillan. John is a well known mentally ill subject who believes he is being raped every night. He has been told on multiple occasions that he is only allowed to make further reports on this issue with the CIT Unit and namely Officer Turner (myself) and Sgt. (Michael) King. John often ignores this request and harasses different devisions (sic) of APD from time to time. I was requested to again go and speak with John regarding our request for him to only speak with the CIT unit.

"On 1-19-15 (sic), Contact was made with the subject by the CIT unit for over 30 minutes. CIT Unit Officers again informed the subject that he is not allowed to contact anyone else in the Austin Police Department besides Officer James Turner or Sgt. Mike King of the CIT Unit. The subject has extensive history of ignoring this request. He was also told the stance by APD that he is mentally ill and the crimes he is reporting are delusions brought on by his mental illness. He was again offered psychiatric services and also reminded that his actions could eventually lead to criminal charges if he does not comply with our request.
