JANUARY 20, 2014, PRELIMINARY REPORT BY 'APD OFFICER ADAM BEST' QUOTES SELF-IDENTIFIED ANAL-RAPE-CRIMES VICTIM JOHN KEVIN McMILLAN AS ALLEGING THAT AUSTIN CITY MANAGER MARC OTT HAS REFUSED TO INVESTIGATE McMILLAN'S CRIME REPORTS TO APD ABOUT McMILLAN BEING A VICTIM OF ALLEGED CONTINUOUS DAILY AND YEAR-ROUND ANAL-RAPE CRIMES IN AUSTIN, TEXAS


(The following Austin Police Department official report from APD Officer Adam Best, Badge Number 6756, was publicly released by APD on September 20, 2016, among 136 total pages of legal documents that APD mailed that day to public information requestor and private citizen John Kevin McMillan of Austin, Texas. The documents were publicly released by APD in response to APD public-information request 9-17932, in which Mr. McMillan had specified in writing in a September 15, 2016, e-mail letter to APD that he exclusively sought documents from APD in the period ever since 12:01 a.m. April 17, 2011, that referred to Mr. McMillan being a victim of either a possible or actual continuous crime or an alleged possible or actual federal crime.

In regard to the term "ED", below, this refers to Officer Best's finding that no APD-imposed "Emergency Detention" in a psychiatric hospital is needed for the cited criminal-law complainant and self-identified crime victim, John Kevin McMillan. --- jkm)

"On 1/20/2014 at approx 1400 I Ofc Best 6756 responded to 11411 Research Blvd for a Checkwelfare call for service. The complainant was I'd as:

"Mcmillan, John 4/27/57 W/M

"I am very familiar with John and have been to his apt many times for similar calls. Today John stated that he was concerned his roommate was (allegedly or possibly) using a false name and (John) wanted it documented. John then stated that he wanted it documented (by APD) that he has locks on his bedroom door and all his closets. He then began to say that his anus has been hurting again.

"I expressed my concern to John that he calls us so frequently and insisted he see someone for his behavior. I tried to explain to him (Mr. McMillan) that it was not possible for anyone to get into his room while the doors were locked. He denied this. I requested he see someone for help and he stated he was a mormon (sic) and doesnt (sic) believe in taking medications. He then expressed concern that no one has been been doing anything about the case and stated the (Austin) city manager (Marc Ott), the DAs (sic) office (in Austin) and DPS was no (sic) investigating the situation. I informed John that I would document what he told me. John did not appear to be a danger to himself or anyone else and an ED was not needed.
