Hi John,

If this is a workplace exposure the Health Department does not have an applicable regulation and jurisdiction is with Utah OSHA.  I suggest that youcontact Utah OSHA, since they will have hearing protection provisions in their rules, I assume.

To file a complaint with Utah OSHA concerning exposure to noise at work that is suspected to cause hearing damage or may have levels of concern, he should file a complaint at www.osha.gov/form/osha7  

If this is due to noise produced and it is not his workplace, but due to construction or other noise in the area, the Health Regulation may apply.  More information and details would be necessary, like the source of the noise, location emitting the noise (if known), location that exposes you to the noise (address).  You may call 385-468-3845 to file a complaint, if this is noise not originating at your workplace.

Subject: Noise Pollution Question for County Mayor Wilson

Dear Salt Lake County Mayor Wilson,

Does Salt Lake County Government hold either primary or sole or partial responsibility for regulating  and preventing and reducing continuous and  medically injurious environmental or ambient  noise pollution levels here in Salt Lake City and elsewhere in Salt Lake County, Utah?

Also, do you know of any source of continuous environmental or ambient noise pollution here in Salt Lake City or Salt Lake County, Utah, in regard to which Salt Lake County Government has no legal authority to lawfully  terminate or to significantly reduce those noise pollution levels?

I am respectfully posing these two questions to you because a first-rate Otolaryngologist and Ear, Nose, and Throat Specialist here in Salt Lake City, Dr. Cory D. Fulcher, on August 22, 2023, tested my hearing and documented extensive permanent hearing damage to me in Utah that apparently puts me at risk of "going deaf" here in this state-capital city.

With permission from two very honorable current   employers of mine, I have today purchased and begun wearing Silicone Earplugs here in this state- capital city for Utah. I plan to wear those earplugs beginning tomorrow  during a workshift of mine in this city.

Mayor Wilson, I need to politely add a statement that would be applicable if there is ever any evidence that any person or group of persons or business or non-profit group or media company or religious or "civic" group or political group or  government official or government agency in the USA allegedly and in a deliberate manner has deliberately attempted to inflict "deafness" on me.

In any such scenario, Mayor Wilson, I hereby insist on asserting my own legal right--- in my capacity as a gainfully employed, psychologically healthy, very intelligent,  factually accurate, honest and morally strong, longtime celibate, platonicly polite, alcohol-free, tobacco-free, illicit-drug-free and marijuana-free,  tattoo-less, civil and law-abiding and vigilant single adult white non-Hispanic male adult  gentleman  with no criminal conviction record--- to myself press criminal charges against any and all such persons or entities at the earliest opportunity.

I hope to hear from you soon, Mayor Wilson.
