Subject: Urgent Need for UT Domestic Violence Deterrence Strategy

Dear Utah Department  of Health and Human Services Official Joe Dougherty, 


Congratulations on your previous and current very  influential respective roles with the Utah Department of Public Safety state law-enforcement  agency and, most recently, the Utah Department of Health and Human Services state agency.


It seems to me that your very honorable leadership role with the State Government  of Utah  might possibly  make you  the right State of Utah official to help coordinate establishment of  a new "Utah Domestic Violence Risk Factors Computerized Database".


The proposed new State of Utah database could each year help significantly reduce the incidence of violent crimes occurring inside locked  homes and  inside locked  rental apartment units throughout Utah. 


This is especially critical because a disproportionately high  share of all of the mass murders that have occurred in Utah during the most recent 10-year period were apparently crimes victimizing a relative or roommate or housemate or invited guest residing in or visiting inside the same residence  as the alleged perpetrator.


Detailed factual information about each of the reported cases of Domestic Violence 

that occurred anywhere in Utah ---   and specifically in each county and each city of Utah --- during the most recent 10-year period could be entered into that proposed new computerized database.


The database could then be consulted on a year-round basis  by any and all state and local law enforcement agencies and State of Utah Child and Family Services  investigators responding to Domestic Violence or Child Abuse  reports they received.


Among the numerous specific  types of factual information that the proposed database might offer are answers to questions such as:

---Which common denominators can be found in the  male suspects in Utah who are or were  accused of shooting at or stabbing a law-enforcement officer responding to a Domestic Violence complaint?

---Which common denominators can be found in the male suspects who barricade themselves inside their locked home or locked  apartment in Utah  and refuse to open their front door when a Utahn police officer visits that residence in response to a Domestic Violence complaint?

---What were the apparent  underlying or cited reasons for the interpersonal conflict inside a Utahn household that resulted in violence?

---In what percentage of the Domestic Violence  mass- murder cases in Utah was the alleged perpetrator intoxicated or high on one or more illicit drugs?

---In what percentage of the reported  Domestic Violence cases in Utah was the alleged perpetrator addicted to one or more illicit drugs?

---In what percentage of the reported Domestic Violence cases was the perpetrator addicted to smoking  tobacco or to tobacco or vaping products?

----In what percentage of the Domestic Violence cases in Utah did the perpetrator have one or more tattoos emblazoned on his or her own body? 

----In what percentage of the Domestic Violence cases in Utah was the alleged perpetrator of a different racial group than that of the cited victim of Domestic Violence?

----In what percentage of the Domestic Violence cases in Utah was the alleged perpetrator born in a different country from the victim?

---In what percentage of the Domestic Violence cases in Utah was the perpetrator someone who owned or possessed a gun?

----In what percentage of the reported Domestic Violence cases in Utah did at least one member of that household have a felony criminal-conviction record?

---In what percentage of the reported Domestic Violence cases in Utah did at least one member of that household have a misdemeanor or felony  violent crime record?

---In what percentage of the Domestic Violence cases in Utah was the alleged perpetrator a current or former military officer?

----In what percentage of the reported Domestic Violence cases in Utah was a member of the applicable  household recently  fired from a job?

----In what percentage of the reported Domestic Violence cases in Utah did a member of that household recently file for personal bankruptcy or business  bankruptcy?

--In what percentage of the Domestic Violence cases in Utah did the perpetrator verbalize profanity or obscene speech or a death threat in oral  communications with the arresting police officer?

----in what percentage of the Domestic Violence cases in Utah was the perpetrator a confessed Devil Worshipper or atheist or a self-identified "Anti-Christ" figure?

----In what percentage of the reported Domestic Violence cases in Utah were one or more members of an applicable household a citizen of a nation other than the United States of America?

----In what percentage of the reported Domestic Violence cases in Utah was a member of that household a member of an American Indian or "Native American" tribe?

----In what percentage of the reported Domestic Violence cases in Utah had one person in that household recently  filed for a marital divorce?

----In what percentage of the Domestic Violence cases in Utah had one of the adult members of that household been unemployed for more than one 

month?

--In what percentage of the Domestic Violence cases in Utah had one adult resident informed the alleged perpetrator that the former individual planned to move out of that residence as soon as possible?

----In what percentage of the Domestic Violence cases in Utah had the perpetrator refused to participate in marital counseling?

----In what percentage of the Domestic Violence cases in Utah did a member of that household have a history of verbalizing death threats to one or more  police officers or persons residing within one-half  mile of his or her residence?

----In what percentage of the Domestic Violence cases in Utah did one member of that household state that he or she  was victimized by very alienating and incessant and medically injurious continuous noise pollution generated or sponsored by another member of that household?

---In what percentage of the Domestic Violence cases in Utah did the perpetrator state that he "controlled the music system inside that residence" and was "intolerant toward a roommate's or housemate's own  preferences in music"?

---In what percentage of the Utah crime cases initially identified as Domestic Violence cases did police later determine that the  victim had been kidnapped or held hostage against their wishes over a multi-week or multi-month or multi-year period  by the alleged perpetrator?

----In what percentage of the Domestic Violence cases in Utah was the victim at least five years younger in age than the alleged perpetrator?

----In what percentage of the Domestic Violence cases in Utah did a member of that household have alleged ties to an organized crime group?



Mr. Dougherty, I hope this very tentative brainstorming letter will be  helpful to you and your State Government  of Utah colleagues in proposed development of a  new and comprehensive "Utah Domestic Violence Reduction Program".


I hope to hear from you soon about this very critical  crime-prevention  issue currently facing the State of Utah.
