Below are additional questions for which the proposed "Utah Domestic Violence Risk Factors Computerized Database" could provide answers that will be very helpful to Utahn law-enforcement agencies and State of Utah Child and Family Services  investigators:


---What were the ages of each of the minors and other younger relatives residing in each of the  Utahn households where Domestic Violence was  reported?

---Was there any evidence of mysterious bruises or welts on the faces or legs or arms or abdomens or groin areas or  buttocks of any of the minors living with the alleged Domestic Violence perpetrator in Utah  that a school nurse cited  in that nurse's records about at least one of those students?

---What percentage of the alleged perpetrators of Domestic Violence in Utah were living with a parent or grandparent of theirs who had mysterious medical symptoms indicating that the parent or grandparent might have  been physically abused?

---What percentage of the alleged perpetrators of Domestic Violence in Utah stated or indicated that an older relative or older roommate or older housemate living with him in the same household "does not need as much sleep as we younger persons need,  since the rate of metabolism of senior citizens is much lower than for us younger persons"?

---Was there any evidence that any of the persons residing in the same household as an Alleged Domestic Violence perpetrator in Utah were being repeatedly awakened several times per night, such as through illegal hydration of their own body and through  repeated illegal pain infliction on their own body that allegedly occurred while they were asleep and unconscious or being held unconscious against their wishes inside that residence?

---What percentage of the alleged perpetrators  of Domestic Violence in Utah were or are   high school dropouts or college dropouts?

---What percentage of the alleged perpetrators of Domestic Violence in Utah recently failed to make a monthly mortgage payment on a home they owned? 

---What percentage of the alleged perpetrators of Domestic Violence in Utah were either  excommunicated or were informed in writing that  they were at risk of being excommunicated  by a religious denomination in which they previously were or are currently a member?

---What percentage of the alleged perpetrators of Domestic Violence in Utah had a  history of stalking or spying on or  verbally harassing  or threatening to injure or attempting to censor or attempting to inflict a "thought control project" on one or more persons in Utah?

---What percentage of the alleged perpetrators of Domestic Violence in Utah on one or more occasions  had failed a lie detector test administered to them by an employer of theirs, a prospective employer, or a government law-enforcement agency?

---What percentage of the alleged perpetrators of Domestic Violence in Utah had a reputation for being a habitual liar or pathological liar?

---What percentage of the alleged Domestic Violence perpetrators in Utah had been  diagnosed as a "Sadist", "Sadomasochist,", or "Psychopath" with no or only minimal  conscience?

--What percentage of the alleged perpetrators of Domestic Violence in Utah were living in a Utahn  household in which one or more of the members of that household had a medical  disability or reportedly had suffered a medical injury  to one or both of their  eyes or had one or more scars on   their  face?

---What percentage of the alleged perpetrators of Domestic Violence in Utah were or are affiliated with 

a religious domination  different from and incompatible with the  religious  denomination the cited victim either was or is a member of, or had or  has an affiliation with?

---What percentage of the persons living  in the same household with  an alleged perpetrator of  Domestic Violence in Utah were themselves patients in a hospital emergency room in Utah for a suspicious injury  at least twice in the most recent six-month period?

---What percentage of the alleged perpetrators of Domestic Violence in Utah were cited as a beneficiary in the "last will and testament" or "life insurance policy"  of a cited victim of Domestic Violence residing in the same household as that alleged  perpetrator?

---What percentage of the alleged perpetrators  of Domestic Violence in Utah were or are former private security officers or private detectives or current or former law-enforcement officers in Utah?

----What percentage of the alleged perpetrators of  Domestic Violence in Utah had  a shared checking account or shared savings account or shared use of a credit card with at least one of the household members he or she allegedly victimized?

---What percentage of the alleged perpetrators of Domestic Violence in Utah had sole control over any and all checking accounts and savings accounts for members of  their household?

--What percentage of the alleged perpetrators of Domestic Violence in Utah have or had  exclusive control over finances and payment of bills for their household, with at least one adult resident of that same household relying on weekly or monthly "allowance money" hand-out payments  to themselves that the alleged perpetrator was in charge of?

---What percentage of the alleged perpetrators of Domestic Violence in Utah held official "Power of Attorney" legal authority over one or more of the persons residing in the same household as himself?

---What percentage of the alleged perpetrators of Domestic Violence in Utah  had a role in subjecting a relative of his or roommate or housemate of his to one or more "psychiatric medications"?

---What percentage of the alleged perpetrators of Domestic Violence in Utah had never or only rarely made any phone call to any law-enforcement agency in Utah to report any crime evidence that Utah resident had witnessed or observed or heard about?

---What percentage of the alleged perpetrators of Domestic Violence in Utah were also current or former  Utahn motorists whose driver's license had ever at any time  been either revoked or suspended?

---What percentage of the alleged perpetrators of Domestic Violence in Utah have  reportedly been involved in one or more motor-vehicle accidents in Utah in which he or she was determined by a law enforcement agency to have been at fault?

---What percentage of the alleged perpetrators of Domestic Violence in Utah have ever been cited by a law-enforcement agency for alleged animal cruelty, or has himself had a pet animal he owned or co-owned or was responsible for feeding inside his  household seized from him and transported to an animal shelter by a government agency because of alleged abuse of that pet animal by that alleged  perpetrator?

Congratulations on your previous and current very  influential respective roles with the Utah Department of Public Safety state law-enforcement  agency and, most recently, the Utah Department of Health and Human Services state agency.


It seems to me that your very honorable leadership role with the State Government  of Utah  might possibly  make you  the right State of Utah official to help coordinate establishment of  a new "Utah Domestic Violence Risk Factors Computerized Database".


The proposed new State of Utah database could each year help significantly reduce the incidence of violent crimes occurring inside locked  homes and  inside locked  rental apartment units throughout Utah. 


This is especially critical because a disproportionately high  share of all of the mass murders that have occurred in Utah during the most recent 10-year period were apparently crimes victimizing a relative or roommate or housemate or invited guest residing in or visiting inside the same residence  as the alleged perpetrator.


Detailed factual information about each of the reported cases of Domestic Violence 

that occurred anywhere in Utah ---   and specifically in each county and each city of Utah --- during the most recent 10-year period could be entered into that proposed new computerized database.


The database could then be consulted on a year-round basis  by any and all state and local law enforcement agencies and State of Utah Child and Family Services  investigators responding to Domestic Violence or Child Abuse  reports they received.


Among the numerous specific  types of factual information that the proposed database might offer are answers to questions such as:

---Which common denominators can be found in the  male suspects in Utah who are or were  accused of shooting at or stabbing a law-enforcement officer responding to a Domestic Violence complaint?

---Which common denominators can be found in the male suspects who barricade themselves inside their locked home or locked  apartment in Utah  and refuse to open their front door when a Utahn police officer visits that residence in response to a Domestic Violence complaint?

---What were the apparent  underlying or cited reasons for the interpersonal conflict inside a Utahn household that resulted in violence?

---In what percentage of the Domestic Violence  mass- murder cases in Utah was the alleged perpetrator intoxicated or high on one or more illicit drugs?

---In what percentage of the reported  Domestic Violence cases in Utah was the alleged perpetrator addicted to one or more illicit drugs?

---In what percentage of the reported Domestic Violence cases was the perpetrator addicted to smoking  tobacco or to tobacco or vaping products?

----In what percentage of the Domestic Violence cases in Utah did the perpetrator have one or more tattoos emblazoned on his or her own body? 

----In what percentage of the Domestic Violence cases in Utah was the alleged perpetrator of a different racial group than that of the cited victim of Domestic Violence?

----In what percentage of the Domestic Violence cases in Utah was the alleged perpetrator born in a different country from the victim?

---In what percentage of the Domestic Violence cases in Utah was the perpetrator someone who owned or possessed a gun?

----In what percentage of the reported Domestic Violence cases in Utah did at least one member of that household have a felony criminal-conviction record?

--In what percentage of the Domestic Violence cases in Utah did the perpetrator verbalize profanity or obscene speech or a death threat in oral  communications with the arresting police officer?

----in what percentage of the Domestic Violence cases in Utah was the perpetrator a confessed Devil Worshipper or atheist or a self-identified "Anti-Christ" figure?

----In what percentage of the reported Domestic Violence cases in Utah were one or more members of an applicable household a citizen of a nation other than the United States of America?

----In what percentage of the reported Domestic Violence cases in Utah was a member of that household a member of an American Indian or "Native American" tribe?

----In what percentage of the reported Domestic Violence cases in Utah had one person in that household recently  filed for a marital divorce?

----In what percentage of the Domestic Violence cases in Utah had one of the adult members of that household been unemployed for more than one 

month?

--In what percentage of the Domestic Violence cases in Utah had one adult resident informed the alleged perpetrator that the former individual planned to move out of that residence as soon as possible?

----In what percentage of the Domestic Violence cases in Utah had the perpetrator refused to participate in marital counseling?

----In what percentage of the Domestic Violence cases in Utah did a member of that household have a history of verbalizing death threats to one or more  police officers or persons residing within one-half  mile of his or her residence?

----In what percentage of the Domestic Violence cases in Utah did one member of that household state that he or she  was victimized by very alienating and incessant and medically injurious continuous noise pollution generated or sponsored by another member of that household?

---In what percentage of the Domestic Violence cases in Utah did the perpetrator state that he "controlled the music system inside that residence" and was "intolerant toward a roommate's or housemate's own  preferences in music"?

---In what percentage of the Utah crime cases initially identified as Domestic Violence cases did police later determine that the  victim had been kidnapped or held hostage against their wishes over a multi-week or multi-month or multi-year period  by the alleged perpetrator?

----In what percentage of the Domestic Violence cases in Utah was the victim at least five years younger in age than the alleged perpetrator?

----In what percentage of the Domestic Violence cases in Utah did a member of that household have alleged ties to an organized crime group?



Mr. Dougherty, I hope this very tentative brainstorming letter will be  helpful to you and your State Government  of Utah colleagues in proposed development of a  new and comprehensive "Utah Domestic Violence Reduction Program".
