Subject: Need Air Quality Tests re UT Dist Court Parking Garage
https://www.ncbi.nlm.nih.gov/pmc/articles/PMC9690026/?fbclid=IwAR1Yo-8xZlT3KyV-8MlOcNOz7NhP-ys8ucZfHh4OD_mVfUlCthxwacoAffg#:~:text=The%20concentration%20of%20air%20pollutants,pollution%20in%20underground%20parking%20garages.
A key statement from the copyrighted November 2022 online report about this study:
"The concentration of air pollutants in underground parking garages has been found to be higher compared to ambient air. Vehicle emissions from cold starts are the main sources of air pollution in underground parking garages. Eight days of measurements, using low-cost air sensors, were conducted at one underground parking garage at the University of Minnesota, Minneapolis. The CO, NO, NO2, and PM2.5 daily average concentrations in the parking garage were measured to be higher, by up to more than an order of magnitude, compared to the ambient concentration. There is positive correlation between exit traffic flow and the air concentrations in the parking garage for lung deposited surface area (LDSA), CO2, NO, and CO. Fuel specific emission factors were calculated for CO, NO, and NOx. Ranging from 25 to 28 g/kgfuel for CO, from 1.3 to 1.7 g/kgfuel for NO, and from 2.1 to 2.7 g/kgfuel for NOx. Regulated emissions were also calculated for CO and NOx with values of 2.4 to 2.9 and 0.19 to 0.25 g/mile, respectively. These emissions are about 50% higher than the 2017 U.S. emission standards for CO and nearly an order magnitude higher for NOx."

Dear Highly Esteemed Human Resources Officers for the Utah State Third District Court complex at 450 South State Street in Salt Lake City,
I would like to respectfully call your attention to the above link to--- and text from --- a November 2022 authoritative study that found significantly higher levels of injurious air pollution inside an underground parking garage at the University of Minnesota in Minneapolis.
My hope is that the State Government of Utah might be willing to sponsor a similar type of study in the underground parking garage of your State District Court complex.
That proposed new study could attempt to determine whether the Very Honorable Judges and Employees of the Utah State Third District Courthouse complex who each walk, park, or drive in your underground parking garage are being subjected involuntarily to excessive levels of air pollution entering their lungs.
It seems to me that any excessive air pollution in your complex's underground parking garage might also increase the long-term lung cancer risk for Judges and Employees at your courthouse complex.
Results of that proposed new study might serve as the basis for proposed installation as soon as possible of air-pollution-removal technology inside your State District Courthouse underground parking garage here in Salt Lake City.
Thank you in advance for your very kind willingness to review this employee-health-protection-focused letter from myself.
I hope to hear from you soon.
Sincerely and Best Wishes,
John Kevin McMillan, a gainfully employed single adult white male English-Scottish-German-ancestry American citizen, former Texas DPS state agency full-time staff member, and permanent resident of Utah ever since January 1, 2023.
