Dear Honorable State Government Officials of Utah,

After writing to many of you yesterday (below), I was reminded of this first-rate copyrighted recent  news-analysis report from CBS Television News (please see above link).

A key statement from that report: 

"More than half of mass shootings (in the USA) — those involving four or more victims — are "actually shootings of intimate partners and families," said April Zeoli, Ph.D., an associate professor and the policy core director for the Institute for Firearm Injury Prevention at the University of Michigan. Zeoli studies the intersection of domestic violence, gun violence and policies aimed at curtailing both."

I feel sure that if "Resisting Arrest" in any and all  domestic violence cases  were an automatic Felony Crime in Utah, this would also significantly reduce the number of mass shootings and mass murders that occur here in Utah.

Do any of you elected or appointed officials of the State Government of Utah support a revision of our state law that will  classify as a Felony Crime either the very  first occasion in which a crime suspect in Utah  is charged with "Resisting Arrest" by a law-enforcement officer, or any second occasion or other subsequent occasion in Utah in which a crime suspect is charged with "Resisting Arrest"?

I feel sure that this type of revision of the state penal code here in Utah will significantly reduce the total number of occasions per year in which certified peace officers in Utah are injured or murdered by crime suspects.

 The proposed revision of state law will also reduce to zero the total number of occasions per year in which crime suspects in Utah get injured during an arrest or  attempted  arrest.

I would like to share with each of you  the above online link to a proposed new state law for the State Government of New York  that was submitted to the New York Legislature earlier this year.


That proposed new state law for the "Empire State" would classify the second separate occasion by a crime suspect of "Resisting Arrest" in that state as a Felony Crime.


I am very hopeful that  our sagacious Utah Legislature in early 2024 or during a possible Special Session in 2023 will consider approving  a similarly worded new state law for Utah.


That approval of a new state law of this type for Utah can significantly reduce the number of Utahn municipal police officers, Utahn sheriff's deputies, and Utah DPS law enforcement officers per year  who are injured by crime suspects here in Utah.


I also feel sure that the  proposed new state law for Utah can also significantly reduce the incidence of crime suspects in Utah who get injured when a peace officer is attempting to approach them or  handcuff them or after the suspects were handcuffed or while those suspects are being transported to a jail by that peace officer.


I hope this follow-up letter proves to be helpful to each of you very honorable Utah State Legislators.

Best Wishes to you in your very influential role  for the Utah DPS as your crime-fighting organization reviews changing statewide demographics for Utah resulting from  recent influxes of new residents---many of them African-American, as I'm sure your state agency is very aware --- from other  U.S. states.


Sgt. Roden, has your noble statewide law-enforcement agency for Utah compiled and issued to the news media any recent report on the total percentage of all "Resisting Arrest" municipal law-enforcement crime cases in Utah during the most recent applicable six-month period, one-year period, five-year period, 10-year period, and 20-year period, respectively,  in which the crime suspect charged with "Resisting Arrest" was identified by police in Utah as African-American?


How does that percentage compare with the total combined  percentage of African-Americans who reside or resided during each of those applicable time periods in one or more municipalities of Utah that maintain or maintained  a municipal police department?


Aside from African Americans, do you know of any other racial group currently  in Utah that possibly accounts for a disproportionately high percentage of all of the "Resisting Arrest" cases here in the Beehive State?


Has  the Utah DPS officially confirmed in writing in a recent DPS report that African-American crime suspects in Utah account for a disproportionately high percentage of all the crime suspects in this state who were charged with "Resisting Arrest" when a municipal  police officer in Utah arrested them or attempted to arrest them?


Also, what percentage of the  "Resisting Arrest" cases in Utah in which the suspect injured or fatally injured  a municipal law-enforcement officer involved a crime suspect who was African-American?


Have your Utah DPS statewide reports compiled any recent statistics on the percentage of all of the "Resisting Arrest" cases in Utah in which a crime suspect who  exchanged gunfire with a  municipal police officer was himself or herself (the suspect) African-American?


Do you yourself believe that the total incidence of "Resisting Arrest" in Utah would decline significantly  if any and all "Resisting Arrest" cases  that occur here in Utah were automatically  classified by the Utah Legislature as a felony crime?


Finally, Sgt. Roden, do you have any reason to believe that violence or threatened violence  against municipal  police officers in Utah could be dramatically reduced  if all secondary-level students and post-secondary students  in our state were each and every school year  required to watch and then pass a special pop quiz on their campus? 

I am referring to a pop quiz specifically about a fact-filled and  educational videotape those students had just watched which advised  them to "Never Resist the Police Officer In Utah Who Is Attempting to Arrest You".
