Subject: 12-12-22 Proposed new state laws for Utah
December 12, 2022

Dear Utah Legislature State Representative Joel Briscoe, outgoing State Senator Derek Kitchen, and Senator-Elect Jenn Plumb,

As a current or future constituent of each of you, I  urge each of you to please author, sponsor, co-sponsor, or advocate for a new bill or Resolution before the Utah House or Utah Senate in January 2023  that will: 

---Require the posting of two or more Suicide Prevention hotline phone numbers in Utah on the home webpage of each and every website of each state agency or state-owned institution of Utah, and the addition of one or more printed Suicide Prevention phone numbers to all official State of Utah stationery used by any and all institutions or agencies of the State Government of Utah.

---Require the fully televised oral reading of an annual report before the Utah Legislature by a Utah Department of Health official in which a statistical analysis of suicide and attempted suicide cases from the most recent previous year is presented.

---Appoint a "Special Commission on Suicide in Utah" to conduct an in-depth study on the suicide problem in our state and offer recommendations to the Utah Legislature, Utah Governor, and Lieutenant Governor on how to help achieve a dramatic reduction in attempted suicide and suicide throughout all of Utah, including in each noteworthy demographic category.

---Require each State of Utah agency maintaining records about employers and employees in Utah to prepare and submit to the Utah Legislature an annual report on which specific companies or other specific employers in Utah and which industries in Utah accounted for the highest numbers or percentages of reported attempted suicide cases and reported suicide cases in the most recent calendar-year period.

---Finance the hosting of "Long Live Utahns!" workshops throughout Utah in which members of the general public of all ages are each asked during that workshop to add to their cell phone's contacts the names and phone numbers  for two or more Utah-based free Suicide Hotline services and for one or more Utah-based Free Crisis Counseling Hotline phone services.

---Finance an annual award and generous financial  prize to each Utah resident in my each cited age category or major language category who writes the most persuasive mini-essay to convince Utahns of any of a variety of ages or backgrounds to NEVER attempt to commit suicide and NEVER commit suicide here in Utah.

---Provide complete transparency to any and all Utah residents in regard to any and all circumstances in which a local or state government-owned agency or public school system or public institution of higher education in Utah is authorized to subject a current resident of Utah without his prior permission to--- or to itself co-sponsor and participate in--- ongoing continuous 24-hour-a-day verbal coaching services, continuous 24-hour-a-day  verbalized "educational services", or other 24-hour-a-day "verbalized communications"   for that individual.

---Require an annual independent audit of each and every labor union in Utah, along with public release  to the news media and general public of each of the findings from those respective independent audit reports. This annual audit report requirement would be aimed at ensuring full compliance with the law and consistently high integrity by each and every labor union maintaining a chapter in Utah.

---Sponsor an annual "Who Knows Utah?"  Quiz Show to be televised throughout our entire  state, with the winning team or winning contestant to receive a free food product or other product or service that was manufactured or offered by a company headquartered in Utah.

---Sponsor an annual "Utah Newcomer of the Year Award" to the gentleman or lady or family in the same household who have or has resided in Utah for two or fewer  total years and who in the most recent applicable 12-month period made an outstanding contribution toward helping to better the lives of many Utahns or visitors to this state.

I hope these additional proposed new state laws or proposed new Resolutions of the Utah Legislature will appeal to each of you state lawmakers and other State Government of Utah officials.
