Subject: 12-16-22 Proposed new state laws for Utah

Dear Utah State Representative Joel Briscoe, outgoing Utah State Senator Derek Kitchen, and Utah State Senator-Elect Dr. Jenn Plumb,

I am very proud to be a registered voter in Utah and an honest, law-abiding, pro-law-enforcement, gainfully employed single adult alcohol-free white male current or future constituent of each of you.

 I  officially become a permanent resident of Utah on either December 31, 2022, or January 1, 2023, when I will achieve 12 full and consecutive uninterrupted months of residence in Salt Lake County, Utah.

To celebrate in advance that great milestone in my own life, I urge each of you to please author or sponsor or advocate for proposed new Utah state laws or proposed new Legislative Resolutions by the Utah Legislature that will:

---Establish a "Utah Ski Safety Board" or "Utah Winter Sports Safety Board" state agency. 
I recently checked online and found that the State Government of Michigan has an official "Ski Safety Board" state agency.
I am very hopeful that the State Government of Utah can establish and fully fund  a similar type of state agency here that promulgates to the entire world the very admirable dedication by the people of Utah to protecting the medical and emotional health and safety of any and all Utahns and visitors to Utah who participate in outdoor winter sports, including skiing and snowboarding, here in the "Beehive State".

---Request and provide funding for an outside consultant report to the Utah Legislature about each of the safety-in-outdoor-winter-sports programs and services --- and each of the skiing-safety-protection  commissions or agencies with legal authority --- that are currently offered by other U.S. states where 
snow-skiing or snowboarding are also popular winter sports.

---Require that the Utah Department of Public Safety must always obtain a DNA sample from each and every individual---regardless of their age---during that individual's  visit to  a DPS  office in Utah in which he or she seeks to obtain a temporary or permanent Utah Driver's License or other official  Utah DPS-issued  ID card.

--Require that law enforcement agencies in Utah must obtain a DNA sample from any and all persons who gets arrested and charged in Utah with any type of misdemeanor or felony crime.

---Require that any Utahn youth who is charged with having committed a juvenile crime in Utah must get DNA-swabbed by a law-enforcement officer in connection with arrest or detention of any such minor, with each of those DNA samples then being automatically and permanently entered into the DNA traces  data base maintained by the Utah DPS in Taylorsville.

--Require that each and every senior citizen or adult younger person with a disability who is applying to reside in a government-subsidized or government-financed senior citizens housing complex in Utah, must  provide a sample of their own unique DNA to an officer of a government law-enforcement agency as part of their own application. Those DNA samples can be very helpful to law-enforcement agencies if any of those senior citizens ever gets lost or gets cited as a crime suspect or reported  crime victim.

---Require each and every law-enforcement agency in Utah and each and every employer of one or more private security officers in Utah must obtain DNA swabs from each and every applicant for a position of employment in any of those highly sensitive career fields. Those DNA samples could then be provided to the Utah DPS for inclusion in their DNA samples database that can help obtain possible matches in  future  crime cases that might develop in which an officer or a private security guard is either a crime suspect or a cited crime victim.

---Provide funding for a Super Computer Data Base programmed to provide very precise and fully accurate guidance to the Utah Department of Agriculture and County Extension Service Agents, and to farmers consulting those agents, about which of the agricultural crops of Utah grow the best in each county or rural area and do not require  much irrigation or rainfall or moisture in order to thrive.

---Approve a Legislative Resolution praising each of the locally-sourced  honey-producing businesses of Utah. This resolution will help to convey additional pride by each of you Utah Legislators that the "Beehive State" is also a state where  high-quality natural honey is being produced, and later being sold in retail stores.

---Provide funding for a Great Salt Lake Super Computer Data Base programmed to provide factually accurate detailed analysis and predictions about the Great Salt Lake, how to save it, and that lake's current and potential impact on the climate and air quality and medical health of Utahns and visitors to northern Utah.

---Provide partial state funding for a proposed "Voices of Utahns" ongoing statewide polling service focused on quality of life issues that Utahns face. That proposed statewide polling service can help the Utah Legislature to diligently address the everyday-living needs and public safety needs of Utahns.

--Approve a Legislative Resolution praising attachment of Cleats to the soles of Utahns' shoes as a very successful strategy for protecting any and all Utahns and visitors to Utah from their ever being subjected to a slip-and-fall accident and related possible injury in our state.

---Require that any and all official lease  agreements for apartment tenants or apartment occupants in Utah must contain a statement in writing from the landlord about each and every current lawful or current possible point of entry into that rental apartment, along with factual information from the landlord  about whether the front door or back door or any other door to that rental unit is currently equipped with a bolt-lock or double-bolt-lock or other type of lock.

---Expand the scope of the federal Deceptive Trade Practices law in Utah to specifically outlaw any and all hidden or concealed points of entry into a rental apartment unit in Utah that were not directly cited by the landlord on the official signed lease agreement for a tenant, and to provide adequate funding to the Attorney General of Utah and any other applicable state agencies for full investigation and prosecution of any and all alleged or possible Deceptive Trade Practices cases that are ever reported to the State of Utah by a resident of or visitor to Utah or a law-enforcement agency in Utah.


State Rep. Briscoe, State Senator Kitchen, and State Senator-Elect Dr. Jenn Plumb, I hope these tentative public-policy recommendations from myself will prove to be helpful to each of you in the 2023 Session of the Utah Legislature that begins in January.
