Thank you for your  encouraging reply  letter to me today (below) in your very influential role as Public Information Officer for the Utah DPS.

I appreciate your statement that you have forwarded to Utah DPS Sgt. Brian Peterson my suggestion that the Utah DPS establish a new computerized data base for use by law-enforcement officers. 

That proposed new data base  could contain the full names and aliases  for as many  Utah residents as possible who either  were convicted of having committed mass homicide or who in the future might be at possible risk of committing or conspiring with others to commit mass homicide in Utah.

According to what I have read online, the FBI defines a mass homicide as the murder of four or more persons during the same time period, generally at the same location, with no "cooling off" period between the murders.

Sgr. Roden, please do not hesitate to contact me if either you or your Utah DPS colleague Sgt. Peterson or any other Utah DPS official ever has any questions for me.

Congratulations again on your people-friendly style on behalf of the Utah DPS. I greatly appreciate the several informative and encouraging reply e-mail letters you have kindly written and sent to me this year.

Sgt. Roden, I am writing you today to politely request that your very influential state law-enforcement agency please consider contacting both the Federal Bureau of Investigation's mass-homicides unit, if there is any such unit, and the FBI division or FBI office that most extensively analyzes the "psychology of mass murder".

It seems to me that crime-prevention efforts by state and local governments here in Utah are currently undermined by the lack of training and lack of expertise by many law-enforcement officers here in regard to mass homicide and what prompts an individual to attempt to commit mass homicide in Utah.  

In fact, many of the otherwise-first-rate law-enforcement officers here in the Beehive State, if tested on the subject of mass homicide, might even fail a multiple-choice pop quiz focused on mass murderers in the USA, their "motives", and their most frequent demographic traits.

The very dramatic demographic changes that have occurred in Utah in recent decades, involving a massive influx into this traditionally polite Mormon state by alcohol-consuming, profanity-spewing, physically-hyperaggressive, facially-hairy, tattoo-addicted, marijuana-crazed, cocaine-addicted, methamphetamines-addicted, tobacco-addicted, vaping-addicted, gambling-addicted, "anarchist"-leaning and anti-religious "Satanic Cult" adult civilian residents with violent-crime conviction records, demands the development of an official Utah Mass Homicide Prevention Policy and accompanying training program for certified peace officers.

A proposed Utah DPS-sponsored Mass Murder Prevention Officer and Mass-Murder Crime Investigator training and certification program in our state could  greatly boost mass-murder deterrence efforts throughout our entire  western state.
 
I am also very hopeful that the FBI might be willing to assist the Utah DPS in development of a Utah Super Computer Potential "Mass-Murderers" database. 

That new database could include among its cited possible current or possible suspects anyone who has ever committed or attempted to commit homicide or a hostage-taking or a kidnapping in Utah, anyone in Utah who has ever dropped out of high school or college, anyone in Utah who never or almost never registers to vote, anyone who owns a gun or ever sought to purchase a gun, anyone with knowledge of bombs, any former military officer who did not receive an honorable discharge from the U.S. Armed Forces, anyone with a history of juvenile delinquency, and anyone who has ever verbalized a death threat to another person.

The proposed Utah Mass-Murder Suspects database could  be consulted 24 hours per day and year-round by each of the public law-enforcement agencies here in Utah. 

Identification of Past Confirmed or Current Potential Mass Homicide perpetrators through the proposed new DPS database could  serve as a basis for crime-prevention-focused "at-risk" educational or vocational programs throughout Utah. 

Those programs could be  designed to encourage creative, law-abiding, financially rewarding alternative pursuits by Utah residents whom that database identifies as being "among the persons most likely to commit Mass Homicide in Utah".

I also urge you to please help promote the need for a Utah Mass-Murder Prevention Research Center in Salt Lake City. That center could assist in development of the proposed "Mass Homicide Crime Investigator" and  "Mass Homicide Crime Prevention Officer" educational training programs and certification programs to be officially approved by the State Government of Utah.
