Subject: Proposed new state laws for Utah
December 10, 2022
Dear State Representative Joel Briscoe, State Senator Derek Kitchen, and State Senator-Elect Dr. Jenn Plumb,
As a gainfully-employed single adult male registered-voter constituent of each of you two highly-esteemed state legislators and as a future constituent of Senator-Elect Plumb, I urge each of you to please author, sponsor, co-sponsor, or advocate for proposed new state laws or resolutions for Utah that will:
---specifically classify as a felony crime any attempt by any person or group of persons to deprive a gainfully employed single adult Utah resident of having full and year-round access to any and all of his own financial savings in banking institutions or other financial wealth of his, or any attempt to prevent that same individual from having full and complete information at all times about any and all of his own financial wealth or property wealth.
--specifically classify as a felony crime any conduct by any person or group of persons that knowingly subjects a Utah resident against his wishes to continuous fraudulent or deliberately false communications.
---fully and specifically protect Utah residents or visitors to Utah from ever being subjected to a thought-control project in Utah, and make it very clear that the Utah Legislature condemns and deplores thought-control projects.
--Deplore and denounce sadistic and well-publicized continuous flagrant violations of my own privacy rights and fully-documented harm to my own hearing capacity from continuous and slanderous noise pollution and verbal harassment in Utah victimizing myself that I myself did not generate or authorize or cause, and in regard to which cited U.S. states, U.S. cities, or U.S. counties other than Utah, the City of Salt Lake, or Salt Lake County Government should be publicly condemned by the Utah Legislature, with the Utah Legislature also requesting lawful litigation by the Attorney General of Utah against each of the blameworthy U.S. states, municipal governments of the U.S., or county governments of the U.S.
---emphatically state that the Utah Legislature emphatically opposes and imposes felony-crime penalties on any person or group of persons who subject any resident or visitor in Utah to continuous government-sponsored 24-hour-a-day electronic surveillance of that individual which specifically occurs in a context in which the surveillance is also accompanied by verbalized continuous anonymous communications to which that individual is subjected against his wishes.
---impose additional criminal-law penalties on any individual who commits a home-invasion in Utah and has sexual contact with or other intimate physical contact with or deliberately inflicts personal injury on a resident of that home in a context in which that resident is asleep and unconscious and lying on his bed. This proposed new state law for Utah could be called the "Utah Sanctity of Sleep Law".
---impose additional criminal-law penalties on any individual who deliberately and on a continuous basis attempts to inflict sleep deprivation and sleep-related harassment of a single adult person sleeping alone on his own bed inside his locked rental apartment unit or locked home.
--outlaw any conduct by anyone in Utah that discriminates against or seeks to injure or otherwise harm a Utah resident who chooses to lead a completely and permanently celibate lifestyle.
---classify as a Hate Crime in Utah any and all forms of inter-racial intimidation or inter-racial abuse involving deployment of illegal anonymous communications and verbalized death threats being inflicted on a white non-Hispanic person.
---authorize the Attorney General of Utah to file lawsuits against government agencies of any U.S. state or county against any and all federal agencies that allegedly sponsored or financed or permitted the occurrence of any form of "sexual trafficking" or any form of paid sexual prostitution services or any form of paid "behavior-modification" or "distraction services" or paid "injury services" or "harassment and intimidation services" by home-invasion perpetrators or trespassers to which a crime victim in Utah was subjected against his wishes and that occur while the victim is asleep or unconscious inside his locked rental-apartment unit or own locked home.
--provide financial incentives for establishment of new and sanitary and safe housing coops in Utah that conserve energy, land, and water, with the Utah Legislature requiring regular inspections of each such housing coop in Utah to ensure that it is in compliance with stringent building code and stringent health code regulations here in Utah.
---provide financial incentives for establishment of new apartment complexes and new housing coops in Utah in which all residents and all persons employed there are certified as being complete year-round abstainers from any and all tobacco products and any and all vaping products.
I hope these tentative recommendations for proposed new state laws here in Utah be helpful to each of you very honorable state lawmakers for our often-great State of Utah.
With Friendly Best Wishes,
John Kevin McMillan, 535 South 200 East, Apt. 912, Ninth Floor, Salt Lake City, UT 84111.
