(Explanatory Note: The following is the exact text of an intra-agency E-mail note that Mr. Keig wrote and sent to Ms. Covington in 2014. A copy of this legal document was obtained through a 2015 public-information request to the TWC by John Kevin McMillan of Austin. According to recently updated online records about attorney Lowell A. Keig, he has served or is currently serving as Chair of the Health Law Section of the Austin Bar Association.)
