(EXPLANATORY NOTE: The following is the exact text of a 2014 intra-agency E-mail note between two leading officials of the Texas Workforce Commission. A copy of this legal document was released to John Kevin McMillan of Austin in response to a public-information request he submitted to the Texas Workforce Commission state agency in Austin in March of 2015. According to online biographical information about one of the two TWC officials cited below, Lowell A. Keig, he either currently or has recently served as Chair of the Health Law Section of the Austin Bar Association.)
