AUSTIN POLICE DEPARTMENT OFFICER MARY HESALROAD TO COMPLAINANT JOHN KEVIN McMILLAN: YOU ARE NOT A VICTIM OF ANY CRIME IN AUSTIN, TEXAS




(EDITOR'S NOTE: AUSTIN POLICE DEPARTMENT (APD) OFFICER JOSEPH CHACON IN AUSTIN, TEXAS, ON MARCH 29, 2001, APPARENTLY FORWARDED TO ME THE FOLLOWING VERBATIM EXACT TEXT OF A LETTER TO MYSELF FROM APD OFFICER MARY HESALROAD. I BELIEVE THAT OFFICER CHACON EXTENDED THAT COURTESY TO ME AFTER I INFORMED HIM THAT I HAD SOMEHOW MISPLACED OR DELETED THE LETTER TO MYSELF FROM OFFICER HESALROAD THAT SHE HAD HERSELF WRITTEN AND SENT TO ME EARLIER THAT MONTH IN 2001.

ACCORDING TO A POLITE 311 TELEPHONE INFORMATION SERVICE STAFF MEMBER ON MARCH 3, 2016, APD OFFICER JOSEPH CHACON CURRENTLY HOLDS THE TITLE WITH APD OF "POLICE COMMANDER". THIS LEGAL CORRESPONDENCE OF MINE WITH APD OCCURRED DURING A MULTI-YEAR PERIOD, 1997-2001, WHEN I RESIDED AT VIEWPOINT APARTMENTS, 2518 LEON STREET, APT. 101, IN A FRATERNITY ROW AREA SEVERAL BLOCKS WEST OF UNIVERSITY OF TEXAS AT AUSTIN'S MAIN CAMPUS. --- jkm)

Subject: Forward of letter from Officer M. Hesalroad

Dear Mr. McMillan:

As we have discussed several times before, you do not have any active criminal case being investigated by the Austin Police Department at this time. Your concerns are civil in nature and I once again urge you to contact an attorney who handles libel and slander issues. We cannot investigate these matters.

If I may quote from State Representative Chisum's letter to you:
"As a state representative, I have no jurisdiction over the matters you brought before me. I would suggest that you contact the appropriate law enforcement agency to help where applicable."

He asked you to contact "the appropriate law enforcement agency to help where applicable." Your situation is not applicable, Mr. McMillan, to any situation the Austin Police Department can help with. I don't believe Mr. Chisum understood that you have already exhausted your avenues where criminal charges are concerned.

Once again, I urge you to contact a civil attorney.
