This public-information request was prompted in part by a polite telephone conversation I had several months ago with high-ranking staff member Kieran Hillis of the Office of the Governor of Texas. Mr. Hillis initially indicated to me in our phone conversation that I might possibly qualify for Constituent Services assistance through the Governor's Office here in Austin.
I strongly support safe-housing conditions for any and all American citizens, including during their sleeping hours as they lie unconscious on their own bed inside their bolt-locked rental-apartment unit or bolt-locked home.
I am the current criminal-law complainant and cited single Anglo non-Hispanic male adult victim in Austin Police Department (APD) Sex Crimes Case 2021-2440624. A DNA-traces sexual-assault-evidence medical exam was performed on me in the early-morning hours of September 2, 2021, by a female forensic nurse for Austin SAFE Alliance in the emergency room of Dell Seton Medical Center at The University of Texas, in central Austin. I have resided in Austin, Texas, on a continuous and uninterrupted basis throughout the entire 10-and-one-half-year time period applicable to this information request.
I currently reside at a very large gated-community apartment complex, Pebble Creek Apartments, 8805 North Plaza Drive, in northeast Austin.
On schooldays for Austin Independent School District (Austin ISD) students, Austin ISD school buses are routinely driven through the apartment complex where I currently reside, with the Austin ISD-employed drivers of those school buses picking up or dropping off Austin ISD students who reside with their families at Pebble Creek Apartments.
One of the non-profit groups in which I am a dues-paying individual member, the internationally-prestigious United States Tennis Association or USTA, has many honorable and law-abiding members who are age 18 or younger.
I have been and continue to be gainfully employed as a non-managerial staff member at one or more restaurant workplaces in the Austin area of Texas on a continuous and uninterrupted basis ever since April 27, 2002. Many of my restaurant coworkers have been or currently are polite and honorable and law-abiding high school students age 18 or younger.
I have been employed exclusively in the restaurant industry in Austin and nearby cities that included Round Rock and Cedar Park and possibly Pflugerville, on a continuous and uninterrupted basis throughout the entire 10-and-one-half-year period applicable to this public-information request.
Many of the passengers who ride on Cap Metro mass-transit buses here in Austin at a time when I'm also a passenger on those buses are themselves age 18 or younger.
I lead a permanently drinking-alcohol-free (ever since 1990), permanently marijuana-free (ever since 1984), lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana, lifelong-tobacco-free, lifelong-non-vaping, dependably civil and law-abiding and honest and vigilant, non-sadomasochistic and anti-S&M, non-gambling, non-pranking (I am VERY opposed to pranksterism and fraudulent communications and criminal mischief), lifelong-tattoo-less and anti-tattoos-minded, permanently jewelry-less, clean-talking (no profanity by me in my everyday conversations with others), facially-cleanshaven (no beard, no mustache, no goatee), platonicly polite lifestyle. I am very opposed to and outraged by the sex crime of pederasty.
I strongly oppose "thought-control projects" and I take pride in being privacy-respectful. I myself DO NOT generate any anonymous communications that are inflicted on anyone else in a context that violates or impinges on their own privacy rights. I oppose verbal harassment of or by anyone.
I am the founder and only approved current member of the politely non-Christian, factually-focused and public-safety-minded, non-proselytizing Progressive Prohibitionist Religion---a new "Honor Society" religion with very stringent membership-eligibility requirements. That only religion of mine was registered by me in 1996 with the Secretary of State of Texas, during a time period when I resided in Denver City, Texas. However, I later chose not to renew registration of my Progressive Prohibitionist Religion (PPR) with the Secretary of State in Austin. I have made that decision because I am the only approved PPR member, and because I want to wait until I enjoy fuller privacy rights and have full year-round access to fully reliable news and information services in my own life for a reasonable duration of time, such as 12 consecutive months, before I am willing to consider permitting any other person to apply for possible membership in my new religion.
I am a recent criminal-law complainant in APD Alleged Sex Crimes and Alleged Home Invasion Crimes Case 2021-0830533----an APD crime case that was activated by APD on March 24, 2021.
In late 2020, I filed an APD Sex Crimes and Home-Invasion Crimes criminal-law complaint for which APD assigned the official ID number of 20-3161213 on November 11, 2020.
Ever since June 21, 2019, I have resided alone as the rent-paying only official tenant and the only apartment-management-team-approved occupant in an always-bolt-locked efficiency apartment unit at a very large gated-community apartment complex in northeast Austin, Pebble Creek Apartments, 8805 North Plaza Drive.
I am a longtime celibate (including on a continuous and uninterrupted basis ever since the day I moved to north Austin in August 2001), single adult Anglo non-Hispanic gentleman, and I always sleep alone on my bed.
I might add with polite emphasis that I have never once permitted anyone but on-duty Austin Police Department officers or, on one total occasion, on-duty EMS staff members after I called 911 to complain about having vomited repeatedly inside my current unit, to enter or be physically present anywhere inside my current apartment unit anytime between the hours of 8 p.m. in the evening and 8 a.m. in the morning.
The apartment complex where I currently reside is located 5.1 miles in driving distance from the Texas Department of Public Safety state law-enforcement agency headquarters compound along North Lamar Boulevard. Even though I am a former full-time Texas DPS employee here in Austin, only one total DPS crime investigator whom I can recall, Lt. Jesse Valdez of the Texas Rangers Division of the DPS, has ever directly contacted me anytime since April 1, 2011, in regard to my repeated crime reports to APD about my being victimized by alleged continuous daily and year-round home-invasion crimes and alleged continuous daily and year-round anal-rape-crimes and other personal-injury-crimes during my sleeping hours as I lay alone on my own bed inside my bolt-locked apartment unit.
One highly-regarded private attorney whom I consulted in the late 1990s and earlier this century, University of Texas at Austin Law School alumnus John F. Campbell, volunteered to me during a two-person legal consultation meeting I had with that prominent attorney inside his law firm in central Austin in 1997---a consultation for which Mr. Campbell was paid in full by the Texas Legal Protection Plan (a legal-aid service in which I was and continue to be a dues-paying individual member after I was invited in person to join that plan by a female HR department staff member for a state-government agency employer of mine in 1997, currently known as the Texas Workforce Commission)----that "If the circumstances you (John Kevin McMillan of Austin, Texas) describe to me about continuous anonymous noise pollution and continuous anonymous communications being inflicted on you against your wishes are in fact occurring, that is all the evidence I as an attorney need to conclude that someone is trying to kill you (John Kevin McMillan of Austin), John!" (approximate quote, with the latter portion of his statement to me being a near-exact quote).
One highly-regarded Ear, Nose, and Throat medical specialist whom I have consulted in Austin, Dr. David Tobey, stated to me in a recent prior year during a medical appointment I had with him inside his medical clinic in northwest Austin that he believes that alleged home-invasion-crimes perpetrators inside my locked apartment unit at that time, which was situated in northwest Austin, had illegally subjected me to chloroform in my nostrils that held me unconscious during my sleeping hours as I lay alone on my own bed inside my locked apartment unit, Dr. Tobey helpfully volunteered.
The same Dr. Tobey earlier this century stated to me inside his medical clinic, then situated along Angus road in northwest Austin, that he believed that permanent damage to my own hearing capacity from continuous noise pollution in Austin that I myself had not generated and that I myself was not blameworthy for, was comparable in magnitude to what an Austin Police Department officer sustains over the entire course of that APD officer's career, Dr. Tobey stated.
In the 10-and-one-half-year period of this public-information request, I myself have undergone at least seven separate doctor-ordered medical surgeries on myself in several respective hospitals of Austin (including St. David's North Austin Medical Center, Seton Central Medical Center in central Austin, and Heart Hospital of Austin) for potentially life-threatening medical problems I had sustained.
One first-rate medical physician, Dr. Carson Higgs, a first-rate family-practice physician at Austin Regional Clinic Quarry Lake location in northwest Austin, stated to me during a medical exam I had with him in a recent prior year that sleep deprivation could have played a role in my having sustained damage to my circulatory system for which medical surgery was ordered by doctors.
Ever since mid-April 2011, I have been awakened several times per night, in the middle of my nocturnal dreams, with anal pain or an unpleasant sensation in my anus, an unpleasant nasal-inhalant sensation in my nostrils even though I do not own or use nasal inhalants, often with a ringing sensation in my eardrums, an urgent need to urinate in my apartment's bathroom, pain in my legs or hips, and wobbliness in my legs as I walked to the bathroom. Because of mysterious pain in my body I had sustained during my sleeping hours, I often had difficulty falling back asleep after I walked back to my bed from the bathroom.
When I resided earlier this century as a rent-paying tenant at Wind River Crossing Apartments in northwest Austin, my apartment-management-team-approved roommate from mid-April 2011 through the end of May 2011, Sandjaja Utama, a self-identified citizen of Indonesia and self-identified "member of the Catholic Church", stated to me several times in person that his "auntie" was a medical physician named "Dr. Sheila Shung" who resides with her husband in Round Rock, Texas, Mr. Utama stated. Mr. Utama stated to me inside our rental-housing unit in May of 2011 that he himself was interviewed on the telephone by Austin Police Department Sex Crimes Unit Detective David Silva, That telephone interview took place after I filed a crime report with APD on April 28, 2011, for which APD's Sex Crimes Unit officially authorized a forensic DNA-swabs forensic sexual-assault-evidence medical exam on me for APD Case 11-1180447---a rape-evidence exam on me that occurred on April 28, 2011, inside the St. David's Medical Center ER in central Austin. No criminal charges were filed by APD against anyone in that particular APD case. APD Sex Crimes Detective Silva emphasized to me on the phone that the results from DNA-traces processing of the rape-evidence kit were "negative", he stated.

Ever since and including the day I moved into my current efficiency-apartment unit at Pebble Creek Apartments on June 21, 2019, I have been and continue to be the ONLY official tenant and the ONLY apartment-management-team-approved occupant in my current bolt-locked efficiency rental-apartment unit, Apt. 2418, at Pebble Creek Apartments.
