Dear Democratic Party-affiliated Texas Gubernatorial Candidate Beto O'Rourke,

Congratulations on your very courageous recent announcement to run for Governor of Texas. Your zeal in promoting innovative public-policy strategies and goals for Texas, including the goal of safe housing conditions for any and all current Texan residents, is inspirational.

I hope the following item about substandard living conditions for myself in Austin, Texas, will remind you of  a current "state issue," as my duly-elected congressman, Rep. Lloyd Doggett, put it in an e-mail letter he wrote and sent to me on September 28, for which action on my behalf by a State Government of Texas official is needed this calendar year, Congressman Doggett indicated. 

Please note that the address for myself that Congressman Doggett cited in his official letter to me contained the street address for the Office of Injured Employee Counsel (OIEC) state agency headquarters here in Austin. 

I myself have never visited their state agency office, and I am not currently served by or represented by that state agency. I am ambulatory, psychologically healthy, intelligent, conscientious, idealistic, very honest, dependably civil and law-abiding and vigilant, permanently-alcohol-free (ever since 1990), permanently-marijuana-free (ever since 1984), and lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana.

However, in the approximately six-year period ever since early 2016, I have undergone about 10 doctor-ordered medical surgeries on myself in several respective medical centers in Austin---surgeries on me that I agreed to for potentially-life-threatening cardiovascular problems cited to me by  first-rate medical physicians or surgeons. 

I am currently gainfully employed as a support-staff member at three respective corporate-owned chain restaurant locations in Austin, Texas, that are owned by three separate respective very honorable restaurant-industry corporations---two of which are headquartered in Florida, and one of which is headquartered in San Antonio, Texas.

I did write to several state representatives of mine in the Texas Legislature, including State Rep. Sheryl Cole and State Rep. Eddie Rodriguez, and I have contacted State Senator Sarah Eckhardt about the "state issue" that Congressman Doggett has identified to me in writing. However, none of the state legislators whom I have contacted have sent me any reply letter so far about that urgent issue or directly identified to me on the telephone any particular "state issue" that refers to me in any way. I have also recently spoken on the telephone with and sent follow-up letters to a female staff member for Republican State Rep. David Spiller of Central Texas about the cited "state issue", but have not heard back from their office yet.

I did receive an April 26, 2021, e-mail reply letter (below) from Assistant General Counsel and Public Information Coordinator Kieran Hillis of the Office of the Governor of Texas in Austin. However, I have not received any follow-up letter or phone call from from the Governor's Constituent Communications division, as Mr. Hillis appeared to indicate to me that I would.

Congressman O'Rourke, any advice or suggestions or ideas or friendly referrals from you on any aspect of this would be greatly appreciated by me. Best Wishes, John Kevin McMillan.

P.S. I myself will be moving from Austin, Texas, to Salt Lake City, Utah, in December of 2021, in order to obtain significantly safer, quieter living conditions and significantly safer, quieter housing conditions for myself in that state-capital city for Utah.

From: John Kevin McMillan, current criminal-law complainant with the Austin (TX) Police Department in an alleged Sex Crimes and Home-Invasion Crimes case in which I am the white single adult male victim during my sleeping hours as I lie alone on my own bed, asleep and unconscious, inside my bolt-locked rental-apartment unit at Pebble Creek Apartments in NE Austin. I have been and continue to be the only approved tenant and only approved occupant on each of the respective official signed multi-month lease agreements I have had or currently have for my current apartment unit in the multi-year period ever since June 21, 2019. 

I might add with polite emphasis that I myself am gainfully employed (exclusively in three respective and separate corporate-owned restaurants in Austin, with two of the very honorable restaurant chains I work for being headquartered in Florida---Orlando and Tampa, respectively---and one of my very honorable restaurant chain employers being headquartered in San Antonio, Texas).

Also, I myself DO NOT have any criminal-conviction record. I lead an always-sober platonicly polite lifestyle, and I have first-rate credibility as a criminal-law complainant. In fact, I have offered to take a lie-detector test in my capacity as a current criminal-law complainant, in order to help APD confirm the accuracy of my criminal-law complaint to APD. I was told this year by my polite crime-case investigator, Detective William Costello, that APD has a policy of authorizing lie-detector tests for suspects, but not for criminal-law complainants, he helpfully mentioned to me during a phone conversation I had with him this year. I would welcome a lie-detector test on myself by APD or the FBI or any other law-enforcement agency with possible legal jurisdiction that is willing to grant me one in a context relating to the current crime case.

"I am a longtime celibate-by-choice (including ever since I moved to north Austin in August 2001), permanently-alcohol-free (ever since 1990), permanently-marijuana-free (ever since 1984), lifelong-tobacco-free, lifelong-non-vaping, lifelong-tattoo-less, permanently-jewelry-less, dependably civil and law-abiding and very honest, platonicly polite, clean-talking (no profanity by me in my everyday conversations with others), single adult white Anglo-Saxon non-Hispanic gentleman of English, Scottish, and German ancestry. I have politely emphasized to APD Detective Costello that I very emphatically DO NOT agree to ever myself have any sexual contact or intimate physical contact with any non-Anglo person. I have also politely emphasized to APD Detective Costello that I also very emphatically DO NOT agree to ever myself have any sexual contact with any minor, or any sexual contact with any person more than two years older than me."
