Thank you for your reply e-mail letter (directly below) to me yesterday in response to my e-mail October 25, 2021, public-information request to yourself.


The first paragraph of my October 25 public-information request stated: "This is a public-information request in which I seek to obtain from you a copy of any and all e-mail communications, reports, memoranda, or other written communications that were typed, word-processed, handwritten, sent, mailed, FAXed, forwarded, or received at any time since 8 a.m. March 1, 2015, by any staff member or attorney or administrator in your state-agency's Office of General Counsel in Huntsville, Texas, or by your TDCJ Open Records Coordinator at your headquarters in Huntsville and that, in each and every such case, referred at least once in any manner to myself, John Kevin McMillan of Austin, Texas."


Your November 8 reply letter to me stated: "Attached you will find the cost estimate for your Public Information Request dated, October 25, 2021."



When I downloaded the attachment to your November 8 reply letter to me, I was not able to find any cost estimate. Nor did I find any other legal document written by any staff member or official of your state agency.


Instead, the text from you that I downloaded last night was limited to the entire text (final item, below) of my own October 25, 2021, e-mail public-information request that I had written and e-mailed to your TDCJ state headquarters Open Records Coordinator in Huntsville, Texas.


I would like to point out that I myself do not have any criminal-conviction record, and I have never been an inmate in any state prison facility anywhere in Texas, as I'm sure your state agency may be aware. That factual information about me should help your state agency to reduce the financial expenses you might incur, if any, from processing this most recent public-information request of mine to your state agency headquarters in Huntsville.

My legal name is "John Kevin McMillan". My date of birth is April 27,1957. I was born in Lincoln, Nebraska. I am a single adult white gainfully-employed Anglo-Saxon non-Hispanic gentleman of English, Scottish, and German ancestry. I am a certified direct descendant of the Rev. William Brewster, the Puritan religious leader who served as head chaplain on the Mayflower and, later, as the leading religious adviser to British Plymouth Colony Governor William Bradford.

My SID number with the TDCJ is 04530055. I myself do not have any criminal-conviction record, as I'm sure that your state agency is very aware.

I am the current criminal-law complainant in Austin (TX) Police Department Sex Crimes Case 2021-2440624---a case for which an APD-approved forensic DNA-swabs anal-rape-evidence medical exam was performed on me in the early-morning hours of Sept. 2, 2021, by a female forensic nurse in the emergency room of Dell Seton Medical Center at The University of Texas, in central Austin. The direct-dial APD office phone number for APD Sex Crimes Detective William Costello, my first-rate investigator in this new APD Sex Crimes case in which I am the victim and complainant, is: (512) 974-4247.

I am a former full-time TDCJ employee in Austin, Texas. I worked for the TDCJ in north Austin for a month or two in 1999 before I then obtained a TDCJ-approved job transfer for myself to a full-time job immediately afterward at the TDCJ-affiliated Texas Board of Pardons and Paroles state agency offices along Shoal Creek Boulevard in north Austin. I am also a former full-time employee in Austin of the Texas Department of Public Safety state law-enforcement agency. I was employed full-time from the fall of 1997 through the fall of 1998 at the DPS Motor Carrier Bureau along Guadalupe Street in north Austin.

Earlier this century, one highly-esteemed Huntsville-based staff attorney for your state agency, Mr. Jim Frazier, volunteered to me on the telephone during a long-distance phone call I made to his public law office in Huntsville from my rental-apartment unit at that time, Apt. 325 in Building 3 at Wind River Crossing Apartments in northwest Austin, that "the people of Austin have not been friendly toward you, John. I (TDCJ attorney Jim Frazier) recommend that you move to Huntsville, Texas, and purchase a home for yourself here" (approximate quote).
