Subject: Illicit-drug report to me today by Downtown Alliance rep

Dear Salt Lake City Police Department Lt. Todd Mitchell,
Shortly after 3 p.m. today (Wednesday, Feb. 28) along Main Street near 400 South and near 300 South, respectively, I had two separate brief outdoor conversations with two very polite and idealistic younger gentlemen who wore Downtown Alliance uniforms.
Based on my conversations outdoors today with those two gentlemen---one of them a tall black-haired Downtown Alliance male employee named "Creed" and the other a blond-haired white male Downtown Alliance employee----I was informed today (and the quotes below are only approximate quotes and rough notes from memory, since I was not taking notes on this) that:
----the Downtown Alliance "does not work with the City of Salt Lake City (municipal government)" and instead serves and is employed by a Downtown businesses group that seeks to "improve the downtown business scene."
(I myself, downtown resident John K. McMillan, find it very surprising that possibly the Downtown Alliance here in Salt Lake City does not have any official ongoing contact liaison with the Salt Lake City Police Department or Salt Lake City Mayor Erin Mendenhall, and possibly does have any official Downtown Alliance representative who gives regular in-person reports to the Salt Lake City Council at Council meetings.)
----The very dangerous and often lethal illicit drugs "Spice" (exact quote) and "Fentanyl" (exact quote) are frequently consumed by homeless persons lying or standing on the grass directly across the street from and a matter of feet west of the outdoor platform of the Utah Transit Authority Courthouse train station---a platform on which UTA passengers wait for incoming southbound or northbound trains. That train station is located at 450 South Main Street here in downtown Salt Lake City.
Often the homeless persons who consume "Spice" or "Fentanyl" outdoors across the street from the western side of the Courthouse train station experience major harmful side effects from those dangerous illicit drugs and fall unconscious outdoors on or near a grassy area bordering South Main Street from the west.
-----Even if Salt Lake City Police were to arrest homeless persons at that outdoor downtown location for the alleged purchase or possession of or possible trafficking of an illicit drug, "those homeless persons would get out of jail very quickly and go right back to their outdoor illicit- drug activities across the street from the UTA Courthouse train station".
-----"We have tried to lobby for providing drug- addiction treatment programs for drug-addicted homeless persons from downtown who get arrested and are being held inside local jail facilities," Creed stated. "But so far we have not been successful at achieving that goal."
-----"The other major illicit-drug crisis very close to the UTA Courthouse train station involves individuals who shoot up with heroin (exact quote) along 400 South near or at 200 (?) West, a few blocks northwest of the UTA Courthouse train stop."
----"I would estimate that 65 percent (exact quote) of the homeless persons here in downtown Salt Lake City are illicit-drug addicts, and 35 percent of the homeless persons here in the downtown area are not drug addicts," Creed stated.
---"We try to focus on helping the homeless persons who ARE motivated to improve their own living conditions. Many of the homeless persons we speak with show no interest in improving their own living conditions," Creed stated.
---"It is painful for me to talk with so many homeless persons who are suffering here in downtown Salt Lake City," Creed stated.
