 Dear Mr. McMillan,

I am the sponsor of the Road Rage bill that has been studied during the Interim Committee sessions.  I have worked closely with Utah DPS on penalties, an education campaign, and modifications to Drivers Education.

I will share your suggestions with the group working on this issue.  I hope you will consider speaking in favor of the bill or doing other work to advocate for it’s passage in January.

Rep. Cutler, the attached September  2022-dated online copyrighted report by Salt Lake City-based ABC Television News Channel 4 Reporter Derick Fox might be persuasive for you when you present your bill before your colleagues in the Utah House.

I hope  you will also consider sponsoring a bill this Legislative  session  that provides state funding for programming a "Utah DPS Supercomputer" to automatically compile detailed  year-round records about the specific  locations of the highest concentrations of violent Road Rage Flare-up Incidents that occur here in Utah.

The resulting Utah DPS Violent Road Rage Site Concentrations Map could be  invaluable to the Utah DPS and Utah Department of Transportation. 

That map could help DPS Troopers and UDOT engineers to identify the specific intersections or other locations in Utah where engineering design  flaws and unsafe road conditions  -----  large potholes in the road, large  rocks  in the road that damage motor vehicles,  rocks falling from boulders onto the roadway, the absence of a shoulder along  a highway, a highway shoulder being too narrow,  poorly timed traffic signals, poorly timed crosswalks for pedestrians,  inadequate lighting at an intersection, or the absence of a traffic-safety sign citing a lower speed limit for motorists driving along a dangerous curve in the highway----   played a role in Road Rage-related violent crimes in Utah.

Representative Cutler,  I wish you the best of success with your Road Rage bill this session. With help from your bill being approved by the House, the number of Road Rage Incidents and Road Rage fatalities should decline dramatically here in Utah in the near future.
