Dear Utah State House Majority Leader Mike Schultz,


I greatly appreciate your friendly December 6, 2023, reply letter in which you invited me to share with you concerns of mine about Utah.


I am  a former full-time employee of the Texas Department of Public Safety, a former full-time newspaper reporter in several respective states, and a dependably law-abiding and very honest  lifelong-single adult white non-Hispanic new permanent resident of Utah. As a lifelong  American citizen, I am very concerned about lawless conduct here in Utah.


I am very hopeful that the Utah State House in 2024 under your courageously insightful leadership will approve much-needed legislation. I am referring to legislation that strengthens the ability of  local governments or the State Government of  Utah to promptly order the temporary or permanent closing of any business anywhere  in Utah that is ever identified at any time as being a Nuisance Property acting as a spawning ground for organized crime activities or other illegal activities (possibly including the illegal sponsorship of continuous noise pollution by a business property in Utah with alleged organized crime ties  that  harms or abuses  the medical health, psychological health, and moral health of admirably law-abiding and pro-law-enforcement white Anglo-Saxon adult Utahns).


Above (first item) is an online link to factual  information provided by the City Government  of Austin (TX) about the current  "Nuisance Abatement" state law in Texas.


Some key paragraphs from that copyrighted online report:

"Chapter 125 of the Texas Civil Practice & Remedies Code is considered the 'Texas Nuisance Abatement Statute'.  This statute permits law enforcement agencies to close any piece of property involved in illegal activities, including violations of the Texas Penal Code and the Texas Controlled Substances Act.


"Once a property and/or location is determined to be a common nuisance, and after successful suit, it is closed for a period of one year, unless a penal bond is posted.  The nuisance laws can have a positive effect on locations that law enforcement agencies have spent numerous man hours policing.  The nuisance abatement process supplements traditional policing by providing an addition tool to remedy illegal activity at specific properties and/or locations within the city of Austin."

Here in Utah, I would like to call your attention to the courageous stand against organized crime on real estate properties in Ogden  that the City Government of Ogden has taken.


A key statement from the copyrighted online report (second link, above) by the City of Ogden:


"The council of Ogden City finds that public nuisances exist in the city in the operation of certain commercial establishments and the use, alteration, maintenance or operation of residential, commercial and industrial properties, in flagrant violation of the ordinances of the city or the laws of the state of Utah. All of these interfere with the interest of the public in property values, public health, safety, and welfare, and the quality of life and community environment. The council further finds that the continued occurrence of such activities and violations is detrimental to the health, safety and welfare of the people of the city and of the businesses thereof. It is the purpose of the council to create one standardized procedure for securing legal and equitable remedies in the civil courts relating to the subject matter encompassed by this law, without prejudice to the use of other remedies or procedures available under existing and subsequently enacted statutes or ordinances, and to strengthen existing laws on the subject."


House Majority Leader Schultz, I would  like to point out (see three respective copyrighted  online links, above) that numerous admirably vigilant recent  news stories about  criminal activities allegedly occurring in commercial massage parlors of Utah have brought  infamy to our entire state.


I would also like to call your attention to the next-to-last online link cited above.


That copyrighted August 11, 2023-dated CNBC news story relates to the current nationwide  shoplifting crisis in retail stores of the USA. That story is entitled: "Retailers are shaping a wave of laws to crack down on organized theft--- here's how they do it".


"Since 2022, at least nine states – six so far this year – have passed laws to impose harsher penalties for organized retail crime offenses. Similar bills are pending before legislatures across the country and in the U.S. Senate."


The news story notes that respective  state legislatures in New Mexico and Oregon are among the state governing bodies   that  have each recently passed organized retail crime legislation.


Finally, I would like to call your attention to an April 26, 2023, copyrighted online report from the Attorney General of Washington State  (above, final item, above) that  is entitled, 

"AG Ferguson and Legislature to create Organized Retail Crime Unit within Attorney General's Office".


I am hopeful that the online  report about Washington State will offer possible ideas here in Utah for governmental action in 2024 by your sagacious and very honorable Utah House of Representatives.


Thank you in advance, Utah House Majority Leader Schultz,  for your helpful willingness to ask the Utah House to please strengthen Utah state law by authorizing an effective statewide effort at promptly investigating and closing down human-trafficking businesses in Utah and other businesses in Utah that serve as spawning grounds for organized crime.
