Subject: Fw: Additional Ideas for New State Laws Here in UT

 Dear Utah State House Majority Leader Mike Schultz, 

Thank you again for inviting me on December 6, 2023, to share with you concerns about Utah.

Among my concerns are:

---the State of Utah may not be adequately punishing motorists in Utah who drive recklessly or in excess of the speed limit in Utah in a context when one or more of their children or stepchildren are passengers in that motor vehicle. Shouldn't those parents be charged with Child Abuse on that basis?

---the State of Utah may not be obtaining forensic DNA swabs at present from each of the persons charged with physical assaulting a passenger or operator or bus driver on a Utah Transit Authority train or bus. The DNA data from those DNA swabs could be extremely helpful to crime investigators here in Utah. I also feel sure that each driver of a UTA bus and each operator of a UTA train who gets fired by UTA should get DNA-swabbed by UTA Police.

---the State of Utah may not be obtaining forensic DNA swabs at present from each and every one of the individuals who were authorized by the State of Utah to consume or produce or distribute "legal marijuana".

---the State of Utah may not be obtaining DNA data from Native Americans residing in tribal territories of our state. Should the Utah House require the police in those tribally-governed areas to DNA-swab any of their residents who have committed a violent crime or who have a criminal-conviction record or who have been diagnosed as alcoholics or drug addicts?

----the State of Utah may not be adequately financing research and development of Geothermal Energy, Solar Power, and Wind Power. Should  there be a Utah Renewable Energy Superfund that also helps to finance instructional and research programs at universities, colleges, and vocational schools here in Utah?. The proposed Superfund could also be used to help sponsor and finance symposia, educational films for public schools, trade fairs, and other public events in Utah that promote each of the renewable energy sources for Utah. The Superfund could also be used to finance the establishment of Endowed Professorships in Renewable Energy Studies here in Utah, along with the appointment of at least one Renewable Energy Studies professor or instructor in as many institutions of higher education as possible here in Utah. I feel that there should be a state law requiring each post-secondary school or university or college in Utah to employ at least one Renewable Energy Studies instructor and researcher.

-----there may be possible excessive evaporation of water in public Water Towers of Utah that can be reduced through technological innovation. Could a redesign of water tanks in Utah help to conserve water for our state? Should there be a Water Conservation Engineering program offered at public universities in Utah? It is, after all, one of the highest possible priorities for our entire state---a U.S. state that is the second driest in the entire nation.

----there may be a violation of the civil rights of many Utahns when their city offers substandard drinking water while other cities of this state offer drinking water that is safe for them to drink. Should the Utah House approve legislation to reduce the disparity among cities or counties of Utah in the quality of drinking water provided to residents of those respective cities or counties?

----Sandstorms in Utah often cause motor vehicle accidents and medical injury to Utahns and visitors to Utah. A Utah Sandstorm Reduction Act could be approved that authorizes the planting of native botanical plants in each of the most sandstorm-prone areas where motor vehicle accidents have occurred the most frequently.

----Botanical nurseries in Utah may not be offering for sale enough of the water-conserving native botanical plants and other water-conserving plants that thrive in Utah. The Utah House could approve a new state law requiring each and every botanical nursery in Utah to offer one or more varieties of the native  botanical plants for sale.

----employers in Utah may possibly be denied information  they need about job applicants whose criminal record has been expunged after a new state law in Utah permitted that expungement. Should the Utah State House provide employers the option of obtaining some access to factual information about the specific criminal convictions that were expunged from an applicant's criminal record with permission from the State of Utah? It seems to me that if an employer is denied that information and the employee commits a crime that incurs a legal liability for the employer, that employer might file a lawsuit against the State Government of Utah.

I hope this follow-up brainstorming letter is helpful to you and your colleagues in the Utah State Legislature.
