Thank you, Mr. Libby, for your helpful reply note (below) to me on this.

As a courtesy to the Austin Police Department, I am also carbon-copying your reply note to APD officers and other law-enforcement officers and several government officials.

I will be very pleased when the alleged illegal point of entry or alleged illegal points of entry by alleged home-invasion crimes perpetrators who are allegedly trespassing inside my current double-bolt-locked rental apartment unit in north Austin during my sleeping hours---this as I lie alone, asleep and unconscious and probably also snoring----are finally identified by one or more crime investigators.

That will give me the opportunity to successfully press criminal-law charges through APD (or, if applicable, some other accredited law-enforcement agency with jurisdiction) against each of the alleged perpetrators, and to then myself testify for the prosecution as the cited victim in a court of law here in Austin.

Incidentally, Mr. Libby, please do not hesitate to write to me or call me if you would ever like to see the motion-sensitive infrared video clips obtained for me by my ADT camera inside my locked private bedroom during the period of late 2015 and 2016 when I resided as a rent-paying official tenant or rent-paying approved occupant in the northside bedroom of the two-bedroom Apartment 902 in Building 9 at Village Oaks Apartments, 10926 Jollyville Road, Austin, Texas, 78759.

Those ADT video clips from 2015 and 2016 do reveal significant vibrations to the walls of my bedroom and illumination of those bedroom walls in that particular unit. Andrew of the ADT staff in New York State volunteered to me on the telephone in late December 2015 that this indicated that my bedroom walls in that Village Oaks unit were actually moving inward or outward during my sleeping periods inside that locked bedroom, Andrew stated.

Most recently, I also regard it as significant that my current infrared motion-sensitive camera that I am using inside my current bedroom inside my current solo-occupancy rental unit at Pebble Creek Apts. does frequently show the walls of my current bedroom lit up or illuminated, even though all of my lights were turned off during my sleeping hours. I maintain that the lit-up or illuminated walls during periods when my own lights are off can also be an indication of alleged possible movement to my current bedroom's walls.

As always, I would definitely welcome and invite any on-duty inspection of my own bedroom walls (or any other walls of my current unit at Pebble Creek Apartments) that you or any member of your staff, or any on-duty crime investigator with jurisdiction, might ever be willing to pursue. That information could then make it much easier for a law-enforcement agency with jurisdiction to file actual criminal charges on my behalf as the single-by-choice, longtime-celibate-by-choice, Anglo male adult victim and criminal-law complainant.

Thank you again, Mr. Libby, for your encouraging reply note. I appreciate your diligent style on behalf of the City Government of Austin.

Sincerely and Best Wishes,

John Kevin McMillan, criminal-law complainant in APD Sex Crimes Case 16-1340923---a crime case for which detectives of the APD Sex Crimes Unit did this summer of 2019 and fall of 2019 accept five total respective flashdrives of photo-images that had been obtained for me by my infrared motion-sensitive hunter's camera situated inside my bedroom of my bolt-locked unit during my bedtime hours.

To: Jeff Libby, Program Coordinator for the City of Austin Code Department, Austin, Texas.

October 24, 2019

Dear Mr. Libby,

Please note, below, that Detective Leticia Solis of the Austin Police Department Sex Crimes Unit at 1:05 p.m. Tuesday, October 22, 2019, directly authorized me on the telephone to provide to an APD patrol officer for her own APD unit a brand-new flashdrive of mine containing additional very recent (please see below for additional factual information) photo-images evidence of alleged trespassers in my bedroom that had been obtained on my behalf during my sleeping hours inside my current rental apartment unit in Austin District 4.

Detective Solis specifically authorized me on Tuesday to provide that photo evidence to an APD patrol officer for APD Sex Crimes Case 16-1340923.

Mr. Libby, I am sending you this follow-up letter to again authorize you and the Austin Police Department in writing to please visit and fully inspect my current apartment unit in your official capacity on behalf of the City of Austin Code Department.

As we discussed on the telephone from 1:48 p.m. until 2 p.m. October 15, 2019, I am very hopeful that a staff member of yours and an APD officer will please inspect my current rental-apartment unit to identify any and all possible points of entry into my bedroom---including, as my motion-sensitive infrared camera situated in my bedroom has indicated, my walls along the southern and western edges of my bedroom, with those walls allegedly appearing to actually be either moving toward or moving inward from an abutting apartment unit during my sleeping hours as I lie alone, asleep and unconscious, on my own bed.

The two respective second-floor apartment units at my current apartment complex that directly abut the bedroom of my second-floor unit in Building 17 are: Apartment 2417 (from the south), and Apartment 2414 (from the west and on the other side of this building). I have not introduced myself to or ever spoken with or ever interacted with anyone either residing in or visiting either of those two second-floor units here at Pebble Creek Apartments, 8805 North Plaza Drive, in north Austin.

I might add that I of course conduct myself at all times based on the assumption that any and all of the individuals residing in or ever visiting those two respective units are fully honorable and fully law-abiding and honest and polite. I have been advised on the telephone by a representative for a helpful legal aid service to refrain from myself ever at any time having any communications of my own with any of those cited individuals; and l and I am diligently following that legal advice.

Mr. Libby, I believe that the walls into my bedroom are possibly or allegedly moving during my sleeping hours, because very recent photo images of those two walls sometimes or often show them illuminated or lit-up during periods when all my lights are turned off at nighttime and I myself am lying on my bed asleep and unconscious.

I might add that back in December 2015, when I resided at Village Oaks Apartments, 10926 Jollyville Road, Apartment 902, in northwest Austin, I was specifically informed by an ADT staff member in New York that the ADT video clips being generated by my ADT cameras in my bedroom during that period indicated through vibrating and lit-up images that the walls of my bedroom there were allegedly moving during my sleeping hours.

Those ADT video clips were shared by me with the Austin Police Department in either December 2015 or in 2016 on behalf of APD Sex Crimes Case 16-134092.

Mr. Libby, please let me know if you would ever like me to share with you either the 2016 and 2015 ADT video clips showing alleged movement to my bedroom walls in Apartment 902 (Building 9) at Village Oaks Apartments in northwest Austin, or the current motion-sensitive photos being obtained for me in my current bedroom at Pebble Creek Apartments in District 4.

Thank you in advance for your helpful reply letter to me on this.

Sincerely and Best Wishes,

John Kevin McMillan, a longstanding criminal-law complainant and self-identified continuous-and-continuing, daily and year-round and multi-year personal-injury crimes and anal-rape-crimes victim during my sleeping hours inside my bolt-locked apartment unit here in Austin.

To: State Comptroller's Office Criminal Investigations Director Martin Cano, Office of the State Comptroller of Texas state agency, Austin.

October 22, 2019

Dear Criminal Investigations Director Martin Cano,

Thank you again for having taken the time to talk with me on the telephone (please see, below, the two separate October 12, 2012, e-mails of mine to you) seven years ago when I resided at that time as a rent-paying official tenant and only official occupant in Apartment 325 at Wind River Crossing Apartments, 11411 Research Boulevard, in northwest Austin.

Mr. Cano, is there any context or circumstance in which your highly-regarded Criminal Investigations unit (or any other unit or office or division of the State Comptroller of Texas state agency) might have any legal authority or legal jurisdiction over, or authorization to investigate, either some aspect of my current sleeping conditions or other living conditions inside my bolt-locked current rental-housing unit, Apartment 2418 at Pebble Creek Apartments in north Austin, or the company or individual who or that owns or manages either my current rental-apartment unit or this very large commercial real-estate property where I currently reside in north Austin?

I am respectfully posing this question to you after providing additional photographic crime-evidence tonight to a polite Austin Police officer on behalf of APD Sex Crimes Case 16-1340923, in which I am the self-identified adult male victim and complainant.

I provided that additional crime evidence to the APD officer tonight after I obtained prior permission on the telephone at 1:05 p.m. today (Tuesday, October 22) from APD Sex Crimes Unit Detective Leticia Solis, who politely answered the phone on behalf of her APD unit, to myself hand over to an APD patrol officer today my most recent flashdrive (one of 5 separate flashdrives of photo images from my current bedroom at Pebble Creek Apartments that I have provided to the APD Sex Crimes Unit so far in 2019 in connection with APD Case 16-1340923.

At 10 p.m. this Tuesday, October 22, 2019, I handed to male apparently-Far East Asian-American Austin Police Officer Pyon, Badge Number 8429, inside my Pebble Creek Apartments rental unit a new flashdrive of mine containing a total of 2,188 separate motion-sensitive infrared-camera photo images that were each obtained for me by my hunter's camera inside my bedroom during my bedtime hours from the early morning periods of September 19, 2019, through October 14, 2019.

That most recent flashdrive contains 1,436 new infrared motion-sensitive photo images I have not previously provided to the APD Sex Crimes Unit----images that were generated for me by my hunter's camera inside my bedroom in my bedtime hours during the period from September 26, 2019, through October 14, 2019.

I am very grateful to a highly-regarded professional male staff member, Andrew P., at the FedEx store (phone number 512-339-1191) at 9222 North Burnet Road, a few blocks north of Research Boulevard, who on October 14 diligently and for a very minimal fee that I paid him at his request transferred all of my current hunter's camera videocard's photo images onto a brand-new flashdrive I had recently purchased from a store here in Austin. I was charged only $8.12 on October 14, 2019, for that full and complete transfer of all photo images by Andrew P. ,and the receipt on that transaction was dated 11:02:39 PM CST. I have a copy of that receipt, if you or any other crime investigator ever need to obtain it for further review.

I have never definitely and with my own eyes ever at any time seen any person other than myself inside my bedroom at any time since I moved into my current efficiency unit at Pebble Creek Apartments on June 21, 2019.

However, I was awakened on my bed in the middle of the night in the last week or so at a time when I immediately sensed that I was looking (much to my surprise and shock) under unlit and very dark conditions inside my bedroom and entire apartment at a very tall dark-skinned very slender adult man standing next to what appeared to be a very short male youth, with both of them facing toward my bed as they stood in the eastern side of my bedroom. Neither of them verbalized anything and they were completely quiet, so I was not completely sure at the time whether they were real-live human  beings or possible optical illusions.

I immediately fell back unconscious on my bed after that shocking spectacle before my eyes from apparent alleged trespassers. It does occur to me as I recall that very odd and very alarming moment that one male adult coworker of mine at one of my current restaurant jobs is a very tall, very slender African-American man whose first name and last name I do not recall. I almost never have any interactions with him inside my Outback Steakhouse workplace. He works in the kitchen of my Outback Steakhouse workplace. I might add that I have never at any time invited that individual to have any involvement with me of any type, much less anywhere away from our restaurant workplace.

I would also like to add with polite emphasis that in the entire period ever since I moved into my current apartment unit on June 21, 2019, I have never during my conscious or waking hours ever definitely seen or definitely observed any male youth or female youth anywhere inside my bolt-locked current apartment unit. I did receive very surprising loud knocks on my front door one morning from an African-American man asking me to open the door for him. He was a complete stranger to me. I did NOT open my front door for him. I was told minutes later by my next-door neighbor in apartment 2419, Mike Dean Curry his own legal name..... and (512) 945-1475 his own personal cell phone number, that Mike Curry had himself filed criminal charges through the Federal Bureau of Investigation against that particular African-American man for allegedly subjecting Mike to a costly scam. I did mention the shocking knocks on my own front door by an African-American male complete stranger and accompanying factual information in an update report of mine several weeks ago to the Austin Police Department.

The ONLY persons I have definitely seen with my own eyes inside my current apartment unit at any time since or including my move-in date of June 21, 2019, are employees of Grande Communications who installed my cable television system and Internet service and phone system through Grande, staff members for a pest control service that has a contract with the management team for my  current apartment complex, several on-duty Austin police officers, two male employees for Austin Affordable Moving company who moved me into my current rental unit on June 21, 2019, and some on-duty maintenance staff members for Pebble Creek Apartments. One of those maintenance staff members, I might add, happens to be a tall slender African-American man. I have never had any conversation or in-person involvement with him, from what I can recall.

None of my personal friends or relatives or coworkers or work supervisors or neighbors or former roommates or former housemates have ever been anywhere inside my current rental unit at any time during my own conscious or waking hours.

Thank you in advance, Mr. Cano, for your helpful reply note to me on this.

Sincerely and Best Wishes,

Dear Chief Cano in the Office of the State Comptroller of Texas state agency Criminal Investigations Division in Austin,

Attached, as I indicated on the phone today that I would share with you, are several examples of infrared photos of one or more alleged suspected illegal intruders---infrared photos that were taken on my behalf in 2012 inside my bolt-locked apartment unit during my bedtime hours. I myself ALWAYS sleep in my underwear or with additional clothing on my body as well, I wish to emphasize.

I would also like to emphasize to you that I am a longtime celibate single adult gentleman who myself has been completely celibate anywhere and everywhere in the Austin area and Central Texas  throughout all of my own conscious or waking hours ever since December 1979. Throughout the entire 21st Century to date, in particular, I have ALWAYS on every occasion slept alone on my bed every day or night.

I have very strong credibility as a criminal-law complainant. I am gainfully employed at three different family-friendly and wholesome restaurants in Austin. Also,  I have been completely drinking-alcohol-free ever since the summer of 1990, and I have not consumed any quantity of marijuana or any other any illicit drug, for that matter, on any occasion since the fall of 1984. I was never addicted to either alcohol or any illicit drug at any time in my entire life.

I am a former full-time employee in Austin of the Texas Department of Public Safety state agency, the Texas Board of Pardons and Paroles state agency, and the Texas Department of Criminal Justice state agency. Also, I have no criminal-conviction record.

You will note, incidentally, that I purchased my first-ever infrared camera in February 2012 from a nearby Academy store in northwest Austin. I have kept the receipt on that transaction. I had difficulty with the date-and time-setting mechanism on my infrared hunter's camera, so the cited dates and times for these photos are not reliable. I can state with complete certainty, though, that ALL of those photos were taken on my behalf in 2012.

Thank you again for your very invaluable interest in this alleged continuous felony-crime case in which I am the victim inside my bolt-locked apartment unit.

Sincerely and Best Wishes,

John Kevin McMillan, criminal-law complainant.

Home phone: (512) 342-2295.

with a courtesy carbon-copy to a very kind personal friend of mine in Wharton County, Texas, who has very kindly expressed support for my legal right to myself enjoy full privacy rights inside the bolt-locked apartment unit that I rent on a daily and year-round and continuous basis.

To: Mr. Martin Cano, Chief of the Criminal Investigations Division of the Office of the State Comptroller state agency of the State of Texas in Austin.

Dear Chief Cano,

Thank you again for very helpfully indicating to me on the telephone today that your division of the State Comptroller of Texas state agency might have legal authority to investigate alleged violations of my own privacy rights involving alleged criminal activities by others--- including alleged physical abuse of me and alleged personal injury to me and alleged molestation of me ---- by one or more alleged illegal intruders.

Attached, please find some examples of the infrared-photography hunter's camera photos I've obtained on my own behalf during my bedtime hours inside my bolt-locked apartment unit at Wind River Crossing.

I allege that those criminal activities violating my privacy rights inside my bolt-locked apartment unit are allegedly occurring on a daily and year-round basis during my nocturnal slumber, this during periods in which I am sleeping alone, as always, on a bed that I myself own inside my bolt-locked and fully-secured, top-floor, vaulted-ceiling apartment unit in northwest Austin. I never have any overnight guest inside my apartment unit ,and I never have any late-night guest inside my apartment unit during the time period from midnight to 9 a.m. or so. In fact, I almost never have any invited guest inside my bolt-locked apartment unit, with the exception of an occasional visit by a maintenance staff member for Wind River Crossing who is doing repair work that I had requested inside my apartment, or by a pest-control employee who on rare occasions visits my apartment to help eliminate insect-pests from inside my apartment unit through services he provides in connection with a contract his company has with Wind River Crossing.

I am the only approved current leasee and only approved current tenant inside the apartment unit (Apt. 325, in Building 3) for which my most recent lease-agreement, extending over an 11-month period, began effective October 1, 2012.

The apartment unit that I rent is a top-floor (second-floor, in this case), vaulted-ceiling apartment unit that features an approximately 7-foot-tall, very wide sliding glass door (a glass door extending across nearly the entire length of my bedroom) that leads directly into the private bedroom of my apartment unit from a semi-public outdoor balcony. That outdoor balcony could be easily reached by an alleged illegal trespasser simply by his or her walking up the outdoor staircase to the second-floor outdoor balcony area---an area in which only two total units, Apartment 325 and Apartment 326, are situated.

The one-bedroom apartment that I have been renting here on a continuous and uninterrupted basis ever since January of 2002 is reportedly owned and managed at present by Westdale, a for-profit corporation headquartered in Dallas, Texas.

The general manager of Wind River Crossing, Ann Coker, and Assistant Manager Kara Stevens have each stated to me repeatedly this year and last year, including through reply E-mail letters they have each sent me, that the management team here is not legally responsible for protecting my own personal safety, aside from by their providing a bolt-lock to my front door. I use that bolt-lock to my front door, along with a chain lock I had installed at my request earlier this year, on a consistent basis whenever I am inside my one-bedroom apartment unit.

General Manager Ann Coker has also specifically stated to me this year that she declines to ever interview the one male adult tenant reportedly residing in Apartment 324 (a unit on the other side of Building 3 that directly abuts my own apartment unit) in regard to whether he has any knowledge about who the alleged illegal intruder or alleged illegal intruder illegally entering my own bolt-locked apartment unit is, and continues to be. The management team here have declined to provide me with the legal name for that male adult tenant in Apt. 324 at Wind River Crossing.

Ann Coker has specifically advised me, which she did on my birthday on April 27, 2012, during a brief outdoor conversation I had with her in the swimming pool area of Wind River Crossing, to never myself introduce myself to the male adult tenant reportedly residing in Apartment 324 at Wind River Crossing. Ann Coker did not elaborate as to why she advised against my ever introducing myself to that individual at any time. She did advise me later this year that I should not knock on the front door of that male adult tenant in Apt. 324 unless I am myself accompanied during that visit by an officer of the Austin Police Department, Ann Coker directly stated to me this year on the telephone.

I have frequently observed that whenever I prepare to go to bed at night, regardless of the time of night or morning when I prepare to go to bed (my hours for going to bed can vary quite a bit), I suddenly hear the sound of continuous running water that appears to be emanating from Apartment 324. It is possible the continuous running water on occasion is emanating from  Apartment 314 (a one-bedroom apartment unit on the other side of Building 3 here that's reportedly inhabited by a very large Chinese family, from what one single adult male neighbor of mine in Apt. 322, Ryan, a self-identified restaurant waiter in Austin, told me last year when I happened to ask him if he knew who lives in either Apt. 314 or Apt. 324; and  I should add that I have spoken with Ryan on several occasions in connection with his doing his laundry during the same approximate time period when I was doing my own laundry in Building 15's laundryroom at Wind River Crossing, with the exception of one total occasion when I knocked on his front door seeking information from Ryan in regard to this alleged felony continuous personal-injury and continuous rape case in which I am the self-identified victim.

Ryan, I might add, has told me in person at this complex that he himself habitually stays up until 6 a.m. every night, before he then goes to bed shortly after that in the morning.

I might also note, incidentally, that I have frequently observed that immediately or a matter of a few minutes after I am abruptly awakened on my bed with surprising pain in my anus in the middle of my planned sleep inside my botl-locked apartment unit, I often suddenly hear the sound of continuous running water apparently emanating from either Apartment 324 or Apartment 315 (directly below me) or Apartment 314 in Building 3 at Wind River Crossing.

Finally, I would like to emphasize that my most recent roommate, a self-identified "citizen of Indonesia" who identified himself as being "Sandjaja Utama," reportedly was employed at Pearson educational testing office in north Austin during the period in which Mr. Utama roomed with me as my mutually-agreed-upon strictly-platonic roommate from mid-April of 2011 until May 31, 2011, when he had his name officially removed from my lease agreement with Wind River Crossing. I have not spoken with or written to or had any involvement of any type with Sandjaja Utama on any occasion since he moved out of Apartment 325 at Wind River Crossing on May 31, 2011.

Pearson educational testing company does not have any authorized relationship with me of any type, and I am not employed by Pearson in any way.

Thank you again, Chief Cano, for your very kind interest in this crime case in which I strongly suspect that one or more business entities, government-owned entities, or non-profit civic groups registered with the State Comptroller's Office of the State of Texas allegedly have had an illegal involvement on their part.

I hope to hear from you soon.

Sincerely and Best Wishes,

John Kevin McMillan, criminal-law complainant.
