Subject: Proposed Auditing of UT Addiction-Treatment Pgms

Dear Utah State House Majority Leader Mike Schultz,


This  a friendly follow-up note to the e-mail letter I wrote and sent you earlier today.


I respectfully  recommend that you please ask the Utah State House in early 2024 to approve legislation that provides funding for the annual auditing of each of the addiction-treatment programs or services that are currently certified by the State Government of Utah. 


Those annual audits, accompanied by the assignment of a "report-card" grade to each of the audited addiction-treatment programs in Utah, can publicly  identify which of the addiction-treatment programs in Utah are, in fact, successful at helping respective Utahns ---- both on a short-term basis and on a long-term basis ---- free themselves of their personal addiction to drugs, alcohol, tobacco, or vaping products.


If the level of success of addiction treatment programs in Utah can be increased significantly, this will help to save Utah taxpayers millions of dollars per year. That financial savings to our state will accrue from a long-term decline in  crime rates throughout Utah: Non-addicted Utahns are far less likely than  current addicts in Utah  to commit a crime that gets them convicted and that  puts them in a taxpayer-financed prison.


House Majority Leader Schultz, I also respectfully  recommend that you ask the Utah State House to approve enabling legislation for establishment of a proposed new and generously funded  "UTAH  DEPARTMENT OF ADDICTION-TREATMENT  SERVICES" state agency.


That generously-funded new state agency in Salt Lake City or elsewhere in Utah could preside over the  development of standards of excellence for, and annual auditing of, a wide variety of Addiction Treatment programs in Utah, including:


---Gambling-Addiction Treatment Programs.

----Treatment programs for persons in Utah who admit or indicate that they are addicted to attempting to commit suicide on a repeated basis.

----Treatment programs for persons in Utah who admit or indicate that they are addicted to the pursuit of "very high-risk skiing" or "very high-risk rock climbing" or "very high risk mountain climbing" in Utah.

----Treatment programs in Utah for persons who state or indicate that they are addicted to repeatedly on a multi-day, multi-week,  multi-month, or multi-year basis  seeking to deliberately  inflict sleep deprivation or sleep disruption or pain on others, such as through deliberate and willful infliction of continuous  noise pollution or home-invasion physical assaults on a sleeping and unconscious victim at nighttime inside his locked private residence.

---Treatment programs for persons in Utah who admit that they are addicted to inflicting or attempting to inflict a "thought-control project" on others against the latter individuals' wishes.

---Treatment programs in Utah for persons who indicate they are addicted to repeatedly attempting to harm or repeatedly attempting to murder or repeatedly attempting to  sexually assault a biological relative of theirs or a stepson or stepdaughter or "adopted son" or "adopted daughter" or  stepfather or stepmother or aunt or uncle of theirs.

---Treatment programs for persons in Utah who state or indicate that they are addicted to attempting to commit or  committing an act of terrorism involving  attempted mass murder.

----Treatment programs for persons in Utah who state or indicate that they are addicted to attempting to commit serial homicide or serial sexual assault involving a variety of victims.

----Treatment programs for persons in Utah who state or indicate that they are addicted to the ruthless pursuit of inter-racial "sexual contact" with human beings  of a racial group other than their own, despite the fact that the former persons  were already  informed by the latter individuals that  they are each  physically and aesthetically and morally and intellectually and politically and religiously  repulsed by the cited  inter-racial rapists or attempted inter-racial rapists.

---Treatment programs for persons in Utah who are addicted to defying the legal right of others in this state to pursue an off-duty personal romantic life that is exclusively MONORACIAL, or focused on members of THEIR OWN RACIAL GROUP, in sexual identity.

---Treatment programs for any black persons in Utah who on an individual basis are  addicted to repeatedly attempting to harass or repeatedly attempting to stalk or repeatedly attempting to  punish or repeatedly  attempting to inflict pain on white Anglo-Saxon British-American Utahns (I myself being a law-abiding white single adult  male Anglo-Saxon British-American gentleman and American citizen) who have themselves lawfully and in a civil manner chosen to lead an off-duty  personal life and off-duty fully-locked rental-apartment unit home  life that is centered on and very focused on their (my) associating in full with OTHER white adult  Anglo-Saxons of their own adult age or younger.

---Treatment programs for persons in Utah who state or indicate that they are addicted to "pulling pranks" on others.

-----Treatment programs for persons in Utah who state or indicate that they are addicted to subjecting others to continuous  anonymous communications or continuous deliberately-fraudulent communications.

---Treatment programs for persons in Utah who admit or indicate that they are addicted to pursuing an illicit "career" in organized crime, illicit-drug trafficking, sexual prostitution, holding others hostage, or  human trafficking that victimizes others.

---Treatment programs in Utah for persons who state or indicate that they "hate all  children and seek to harm them".

---Treatment programs in Utah for persons who state or indicate that they "hate all homeless persons and seek to harm  them".

---Treatment programs for persons in Utah who admit or indicate that they are addicted to the year-round  kleptomaniacal shoplifting of merchandise from businesses  or from individuals' private residences.

----Treatment programs for persons in Utah who admit or indicate that they are addicted to purchasing numerous additional guns for their home, and for their own  personal use.

---Treatment programs for persons in Utah who are  sexually obsessed "sexaholics" and are specifically addicted to having indiscriminate frequent and year-round sex with a wide variety of anonymous sex partners.

---Treatment programs for men or male youths  in Utah who state or indicate that they are each  addicted to spending money toward their having sex with paid sexual prostitutes.

---Treatment programs for adult persons in Utah who admit or indicate that they are addicted to seeking to have illegal sex with, or physically forcing themselves upon and sexually assaulting,  Utahns age 17 or younger, with  the rapacious and injurious  nature of the adult perpetrators' outrageously illegal   pederastic exploitation of minors comprising unconscionable  violent felony crimes.

---Treatment programs for persons in Utah who are addicted to sexually harassing a coworker or neighbor or acquaintance of theirs on a frequent or year-round  basis.

----Treatment programs for persons in Utah who state or indicate that they are each addicted to "Somnophilia", or having sex with persons who are asleep and unconscious while lying  on their  own bed inside the latter persons' own fully locked rental apartment unit or home in Utah.

----Treatment programs for persons in Utah who are addicted to stalking or spying on or electronically surveillancing others in a context that occurs outside of their own home or rental apartment unit in Utah.

----Treatment programs for persons in Utah who state or indicate that they each "refuse to honor" a rejection of himself or herself by another person.

----Treatment programs for persons in Utah who state or indicate that they were addicted to either physically beating or physically  whipping their own "romantic partner", "sex partner", "spouse",  or  "dating partner", or that they were each addicted to themselves being physically beaten or physically whipped by their own dating partner, sex partner, spouse, romantic partner, or  dating partner.

---Treatment programs for persons in Utah who state or indicate that they refuse to acknowledge the legal right of a self-identified "straight" adult gentleman in Utah to associate in full with other self-idehtified "straight" adult gentlemen.

----Treatment programs in Utah for persons who are addicted to intergenerational exploitation of and  abuse of adult younger persons and minors.

---Treatment programs in Utah for persons who admit that they  are addicted to "taking the law into their own hands" through acts of attempted violent retaliation against  and attempted  violent punishment of persons they dislike or disagree with.

----Treatment programs for persons residing in or visiting  Utah who are addicted  to verbalizing "Road Rage" or committing physically violent acts of Road Rage toward other motorists, toward pedestrians, or toward Scooter riders or persons riding a bicycle in Utah.

----Treatment programs for motorists with an addiction to exceeding to the speed limit by more than 5 miles per hour on the roadways of Utah.

----Treatment programs for Utahns who are  addicted to driving through red lights at street intersections in Utah.

----Treatment programs for Utahns who are addicted 

to speaking profanely and verbalizing obscenities on a frequent daily and year-round basis.

---Treatment programs for Utahns who are  addicted to inflicting Graffiti on government-owned outdoor public properties here in Utah.

----Treatment programs for Utahns who are addicted to prevarication, or the telling of lies, on a frequent and  habitual basis.

----Treatment programs for Utahns addicted to breaking into the homes or rental apartment units of other Utahns. 

----Treatment programs for gainfully employed Utahns who are each  addicted to spending their own paychecks  toward  getting tattoos emblazoned on their body on a frequent and year-round basis.

----Treatment programs for Utahns who are addicted to verbalizing death threats against  other persons in this state.

-----Treatment programs for former Mormons in Utah  who admit they dislike or despise, have criminal intent toward, and seek to harm current  members of The Church of Jesus Christ of Latter-day Saints.

----Treatment programs for persons in Utah who admit that they have criminal intent toward and seek to harm members of a religious group other than their own, or an atheist group or an  anti-religious group in Utah.

---Treatment programs in Utah for persons who are addicted to committing Hate Crimes involving the deliberate and willful infliction of physical violence on others.

Utah House Majority Leader Schultz, I will be very pleased if any of these tentative public policy recommendations for you and your colleagues in the Utah House are helpful.

Dear Utah State House Majority Leader Mike Schultz,


Happy New Year to yourself and your other conscientiously idealistic  colleagues in the Utah State  House.


I am writing to you today because the  Illicit-Drug Addiction Crisis  and Opioid Addiction Crisis here in Utah are  very tragic, as I am sure you might   agree.


Also tragic is the ALARMING fact that Many Utahns of today, myself among those Utahns, do not recall having ever heard about or read about  the "Association of Utah Substance Abuse Professionals" Non-profit organization. That organization is or was  reportedly headquartered in Sandy, Utah.

House Majority Leader Schultz, I urge you to please 

ask the Utah House of Representatives  to vote to  officially request a very thorough and honorable official investigation and audit by the appropriate State Government of Utah agency---the Utah State Tax Commission, the Utah State Auditor, the Utah Department of Health and Human Services, the Attorney General of Utah, Utah Lt. Governor Deidre Henderson, Utah Governor Spencer Cox,  or the Utah Department of Public Safety, for instance --- in regard to  the  "Association of Utah Substance Abuse Professionals".


I would  like to share with you the online link for the counterpart professional organization in our neighboring state of Nevada: the "State of Nevada Association for Addiction Professionals".

The "State of Nevada Association for Addiction Professionals" apparently enjoys a lot more news-media publicity, statewide name recognition, prestige, and cultural influence  in 


PlNevada than the "Association of Utah Substance Abuse Professionals"  has  here in the Beehive State.


The Nevada group cited above  is currently active and at its copyrighted official website invites Nevadans employed as Addiction Treatment Professionals to attend one or more of the  monthly meetings of that group:

By contrast, when I pursued an online Google search tonight using the official name of the Utahn group with quotation marks around that name, I did not see any link on my computer screen to any news story or feature story or newspaper editorial about the "Association of Utah Substance Abuse Professionals".


 The  noteworthy  "media report" about  that non-profit group which appeared on my computer screen from my Google search indicated that the cited Utahn organization headquartered in Sandy has not submitted with the IRS a required  "Form 990"  information return claiming tax-exempt status for that group at any time  since the year 2016 or 2017:

I also tonight visited the official website for the nationwide organization bearing the official name
