Dear Utah  State House Majority Leader Mike Schultz,

I would like to thank you again for having sent me a  November 27, 2023 (correction by me on date), reply letter inviting me to share with you concerns of mine about Utah.

I am concerned about the likelihood that the apparent current absence  of any regulation of tattoo parlors in Utah by the State Government of Utah may be harmful to the medical and emotional health of many Utahns and visitors to our state.


Above  is an online link to a copyrighted May 17, 2023, report by the American Red Cross. That report is entitled "Can I Donate Blood If I Have a Tattoo or Body Piercings?" 


Some key statements from that report:


"Tattoos and Blood Donation  

"In most states, a tattoo is acceptable if the tattoo was applied by a state-regulated entity using sterile needles and ink that is not reused. The same goes for cosmetic tattoos (including microblading of eyebrows only): if they were applied in a licensed establishment in a regulated state using sterile needles and ink that is not reused, then they are acceptable. 


"If you received a tattoo in a state that does not regulate tattoo facilities, then you must wait three months after it was applied. Currently, the only states that DO NOT regulate tattoo facilities are District of Columbia, Georgia, Idaho, Maryland, Massachusetts, New Hampshire, New York, Pennsylvania, Utah and Wyoming."


That report apparently indicates that anyone in Utah  who recently obtained a tattoo in the "Beehive State" must wait three months after the date of that tattoo before he or she might  possibly  be permitted by the American Red Cross to donate blood to that non-profit organization.


There may be a legal liability incurred by the State Government  of Utah from the current  absence of a State of Utah-certified assurance that only  sterile needles are being used by respective  tattoo parlors in Utah for customers requesting to be tattooed on their own body  inside a tattoo parlor in our state.


There may also be a legal liability to the State of Utah from the current absence of an official State Government of Utah certification that the ink being  used by each tattoo parlor in Utah is "not  reused" ink.


Lengthy delays on the ability of Utahns who have a new tattoo on their body to donate blood to the American Red Cross during a major medical crisis in our state, such as might occur from a major storm or earthquake, could be potentially disastrous for Utah and Utahns.

 

House Majority Leader Schultz, I would like to also point out that the apparent decision by the Utah Legislature not to impose prohibitions on emblazoning of tattoos  on any particular   specified organs or  specified body parts of Utahns or visitors to Utah may also be endangering the medical health of Utahns and visitors to the our state.

Dear Utah State House Majority Leader Mike Schultz,


Thank you again for your very thoughtful December 6, 2023, reply letter to me in which you invited me to send you follow-up letters about concerns of mine relating to Utah.


I am very  concerned that  the possible current absence of a "Utah Median U-Turns Traffic Safety  Design and Construction Project" for our entire state may be playing a role in numerous preventable  injuries ---including fatal injuries---- occurring each year to Utahn motorists, bicyclists, electric bike riders,  scooter-riders, and pedestrians throughout  our state.


Directly above is a copyrighted online report about Median U-Turns that is provided by the State Government  of  Indiana's Department of Transportation state agency.


 Some key paragraphs  from that report:


"A Median U-turn (MUT) is a type of intersection in which some left-turns or crossings from the mainline road or secondary crossroad are made using indirect, downstream U-turn movements. Intersections of this type are common and have performed successfully in other states, notably Georgia, Maryland, Michigan, Minnesota, Missouri, and North Carolina.


"MUTs are a subset of design styles referred to as alternative, non-traditional, or innovative intersections, which also include roundabout, continuous green T, quadrant roadway, and displaced left intersections. While they differ in style, what these designs all share is a reduced number of conflicting traffic movements in comparison to traditional intersections, and that characteristic improves safety performance and lowers travel delay where certain traffic and site conditions are present."


Utah House Majority Leader Schultz, I would like to respectfully recommend that you please ask the Utah State House for generous funding toward the proposed  design and construction of numerous "Median U-Turns" throughout Utah that can help save numerous motorists' lives and pedestrians' lives each year on our state's roadways.


I have also included with this letter numerous online links to recent copyrighted reports about the current often-chaotic, very  confusing, and very  dangerous "U-Turns Tradition" at traffic light street  intersections  here in our state---a very precarious "status quo" that recks  havoc on public safety efforts for Utah and Utahns in our increasingly densely populated and fast-growing state.


I also sense that the current over-reliance on conventional U-Turns at traffic light intersections here in Utah may be partly responsible for the alarming recent increase in Road Rage-related violence on Utahn roadways.


Incidentally,  I myself do not recall having ever resided in any state other than Utah where I have directly witnessed as frequent an occurrence at traffic-light street intersections of a motorist attempting to make a U-turn at that intersection, often with other motorists and pedestrians being startled and unnerved by that very  abrupt U-Turn maneuver on the roadway.


I hope this brainstorming letter is helpful to you and your other nobly idealistic colleagues in the Utah State House of Representatives.

I am also concerned about a possible current lack of full consolidation and analysis of  statewide records in regard to recent motor-vehicle accidents and recent  Road Rage Incidents in Utah that each involved an attempted or completed U-Turn by a motorist  on a roadway or highway  here in Utah.

House Majority Leader Schultz, do you believe it can   save dozens of lives each year  in our state if the Utah Department of Transportation and the Utah Department of Public Safety can jointly identify for the Utah State House the 10, 20, 50, or 100 street intersections or highway intersections in Utah  where the largest number of U-turn-related motor-vehicle collisions occurred during the most recent one-year period or specified multi-year period  that resulted in a medical  injury requiring hospitalization?

Dear Utah State House Majority Leader Mike Schultz,

Thank you again for your very thoughtful November 27, 2023 (correction by me on date), reply letter to me in which you invited me to send you follow-up letters about concerns of mine relating to Utah.

I am very  concerned that  the possible current absence of a "Utah Median U-Turns Traffic Safety  Design and Construction Project" for our entire state may be playing a role in numerous preventable  injuries ---including fatal injuries---- occurring each year to Utahn motorists, bicyclists, electric bike riders,  scooter-riders, and pedestrians throughout  our state.

Directly above is a copyrighted online report about Median U-Turns that is provided by the State Government  of  Indiana's Department of Transportation state agency.

 Some key paragraphs  from that report:

"A Median U-turn (MUT) is a type of intersection in which some left-turns or crossings from the mainline road or secondary crossroad are made using indirect, downstream U-turn movements. Intersections of this type are common and have performed successfully in other states, notably Georgia, Maryland, Michigan, Minnesota, Missouri, and North Carolina.

"MUTs are a subset of design styles referred to as alternative, non-traditional, or innovative intersections, which also include roundabout, continuous green T, quadrant roadway, and displaced left intersections. While they differ in style, what these designs all share is a reduced number of conflicting traffic movements in comparison to traditional intersections, and that characteristic improves safety performance and lowers travel delay where certain traffic and site conditions are present."

Utah House Majority Leader Schultz, I would like to respectfully recommend that you please ask the Utah State House for generous funding toward the proposed  design and construction of numerous "Median U-Turns" throughout Utah that can help save numerous motorists' lives and pedestrians' lives each year on our state's roadways.

I have also included with this letter numerous online links to recent copyrighted reports about the current often-chaotic, very  confusing, and very  dangerous "U-Turns Tradition" at traffic light street  intersections  here in our state---a very precarious "status quo" that recks  havoc on public safety efforts for Utah and Utahns in our increasingly densely populated and fast-growing state.

I also sense that the current over-reliance on conventional U-Turns at traffic light intersections here in Utah may be partly responsible for the alarming recent increase in Road Rage-related violence on Utahn roadways.

Incidentally,  I myself do not recall having ever resided in any state other than Utah where I have directly witnessed as frequent an occurrence at traffic-light street intersections of a motorist attempting to make a U-turn at that intersection, often with other motorists and pedestrians being startled and unnerved by that very  abrupt U-Turn maneuver on the roadway.

I hope this brainstorming letter is helpful to you and your other nobly idealistic colleagues in the Utah State House of Representatives.

My legal complaint refers to the alleged failure of the Travis County District Attorney's Office Open Records Coordinator  to send me any reply letter in response to my November 30, 2023-dated  Open Records Request to that DA's Office. That request was officially received by the DA's Office in Austin  at the start of the business day on December 1, 2023.

My request had sought "a copy of any and all documents on file with each applicable division or unit of your DA's Office that were each authored by someone other than me at any time since 9 a.m. January 1, 2021, and  which each  stated that I myself was or am victimized by  a felony crime."

On the afternoon of December 31, 2021, I checked in as a paying  guest renting and living alone inside  a fully  locked  solo-occupancy hotel room at the corporate-owned "Extended Stay America" chain hotel Sugarhouse location at 1220 East 2100 South, Room 210, in Salt Lake City, Utah.

On January 19,  2022, an on-duty taxi driver transported me  from that hotel in Salt Lake City   to the "Extended Stay America" chain corporate-owned  hotel at 7555 S. Union Park Avenue in Sandy, Utah. I  rented and lived alone inside  a fully  locked  solo-occupancy room, Room 227, at that hotel.

During my stay of residence at the cited Extended Stay America in Sandy, I submitted on February 14, 2022, a Home Invasion Anal-Rape  crimes report with the  Sandy Police Department.
The official case number assigned by Sandy Police to  that crime case in which I was the victim  was SY22-7423. A forensic DNA-swabs  sexual assault evidence medical exam was performed on me by a forensic nurse inside the University of Utah Hospital Emergency Room on February 14, 2022. The identification number on my rape evidence kit from that forensic medical exam on me is 21-0238.

Dear Utah State House Majority Leader Mike Schultz,

This is a revised and corrected version of the brainstorming letter I sent you earlier today.

Thank you again for your friendly December 6, 2023, reply letter to me in which you invited me to write to you about concerns of mine relating to Utah.

I am  a gainfully employed,  law-abiding, non-stalking,  platonicly polite, permanently alcohol-free, lifelong-tobacco-free, facially cleanshaven, lifelong tattoo-less, longtime celibate, lifelong-single, adult male white non-Hispanic permanent resident of Utah. I have  strong Utah ancestry and very strong LDS ancestry through the  "McMillan" and "Pugh" branches of my family tree here in Utah.

As I'm sure you are very aware, the Utah State House has a vital role in helping to promote healthy cultural  traditions here in the Beehive State. 

I am writing you today to ask you to please lend your very influential support as a state official  to a proposed State of Utah-approved  revision of the annual  Valentine's Day tradition in our state. 

In anticipation of the annual statewide celebration  of Valentine's Day that will occur  on Wednesday, February 14, I respectfully urge you to please ask your nobly idealistic colleagues in the Utah House to approve a very special non-binding Resolution as soon as possible.

I am referring to a non-binding State House  Resolution that adds PLATONIC LOVE RELATIONSHIPS  to the other personal   relationships that are   celebrated statewide each year on February 14.

The proposed non-binding Utah House Resolution might contain statements such as:

"Whereas Valentine's Day is a very special  annual civic celebration event for  many Utahns; and

"Whereas Valentine's Day in Utah is not an official state holiday; and 

"Whereas historical reports about the origins of Valentine's Day are conflicting and very unreliable; and 

"Whereas reports about the alleged slaying of the man who reportedly lent his name to Valentine's Day are very gruesome and severely undermine  the celebration of either romantic love or platonic love on February 14; and 

"Whereas promotion of kind-hearted love in mutual-consent personal relationships in Utah can help reduce the incidence of Domestic Violence throughout our state; and 

"Whereas the promotion of mutual-consent love in Utah is good for to the cardiovascular medical  health of all Utahns and inspires harmonious serenity and long-lasting romantic relationships as well as long-lasting romantic  marriages throughout our state; and 

"Whereas promotion of love in Utah can help prevent addiction to alcohol, tobacco, vaping, opioids, illicit drugs, and gambling  by many thousands of Utahns; and

"Whereas promotion of love in Utah helps prevent criminal conduct, including violent felony crimes, and specifically violent Hate Crimes, throughout our entire  state; and 

"Whereas mutual-consent romantic love relationships  in Utah often inspire creative cultural accomplishments such as the writing of heartfelt works of poetry and personal essays and short stories and theatrical plays and novels, and the creation of heartfelt works of visual art such as landscape paintings, portraits, vases, or statues of beloved persons; and 

"Whereas Valentine's Day each year is also  very beneficial to  the economy of our state through sales of thousands of Valentine-shaped boxes of candy, and through  thousands of romantic dinner outings in Utahn restaurants by 

romantic couples who are  paying guests, and through  romantic couples partaking of  Romantic Movies or Romantic Theatrical Plays as paying guests inside  movie theaters and stage theaters in Utah; and 

"Whereas many thousands of Utahns are under age 18 and are legally ineligible as minors to participate in a full  romantic love relationship involving full physical intimacy with a mutual-consent  romantic partner;  and 

"Whereas many youths in Utah are victims of parental abuse or neglect and can benefit emotionally from participating in an annual statewide celebration of platonic  love; and 

"Whereas many youths in Utah are bullied by schoolmates of theirs who hurl death threats at them; and 

"Whereas many thousands of Utahns are single adult  persons who underwent a divorce and who do not currently have a mutual-consent romantic love partner, and 

"Whereas many thousands of Utahns are widows or widowers who have chosen to lead permanently celibate lifestyles for the remainder of their own lives; and

"Whereas many thousands of Utahns are mothers or fathers or adoptive parents or   grandparents or aunts or uncles who have deep PLATONIC  love for a younger relative of theirs;

and 

"Whereas many thousands of Utahns benefit on a year-round basis from having heartfelt conversations with,  and receiving heartfelt  advice from, personal friends of theirs who are also platonic love companions of theirs; and 

"Whereas recent studies (see above copyrighted online link) have found that mutual-consent platonic personal relationships, including mutual-consent  platonic love relationships, enhance the emotional health and level of happiness and medical longevity of persons  involved in those platonic relationships;

"THEREFORE, be it Resolved by the Utah House of Representatives that Wednesday, February 14, 2024, Be Hereby Declared 'Utah Love Day'  In Honor of Both Mutual-Consent Platonic Love Relationships  and Mutual-Consent Romantic Love Relationships here in the Beehive State."
