Dear Mr McMillan,

Thank you for your letter of 17 October to the Prime Minister about the UK offering temporary or permanent asylum. Your letter has been passed to me to reply.

There is no provision within our Immigration Rules for someone to travel to the UK to seek asylum or temporary refuge. We are under no obligation to consider asylum claims lodged outside UK territory and it is not appropriate to do so. In addition, International law requires that somebody seeking asylum must first be outside the country of their nationality or habitual residence, as such protection cannot be provided while a person is within the territorial jurisdiction of their home country. Those who need international protection should claim asylum in the first safe country they reach.

Further, to qualify for asylum, an individual must demonstrate they are unable, or unwilling because of their fear, to seek protection from the national authorities of their own country. The United States of America operates an effective legal system for the detection, prosecution and punishment of crimes and provides sufficient protection for its citizens.
