This is a supplementary note to you from myself---current public-information requestor, University of Minnesota Graduate School of Journalism and Mass Communications alumnus, and former Minneapolis resident John Kevin McMillan of Austin, Texas.
This note is designed to expand upon the e-mail reply letter (third to the last item, below) I wrote and sent you early yesterday morning about your "no records" written response to me of January 5, 2018.
That e-mail letter of yours was in response to my online Dec. 30, 2017, public-information request (last item, below) to the City of Minneapolis that was focused on Minneapolis City Coordinator Spencer Cronk and myself, respectively.
I would like to point out that the scope of the online public-information request I wrote and submitted to your municipal government on December 30, 2017, included, among other things, a copy of any and all e-mail communications that I myself wrote and sent to Minneapolis City Coordinator Spencer Cronk at any time during the cited time period from August 28, 2014, until Dec. 30, 2017.

Subject: Update note with correction Fw: Interim Austin City Mgr reportedly has banned me from contacting her office
I apologize to each of you for an absent-minded typographical error by myself early this morning, in which I somehow incorrectly stated the last name of the finalist for Austin City Manager who is himself the City Administrator for the City of Ann Arbor in Michigan.
The name of that politely empathetic gentleman is Howard LAZARUS.
There were two finalists for City Manager of Austin. The other finalist, who was in fact chosen for that position by Austin City Council on Tuesday, December 19, according to an online news account I read for the first time this evening, is Minneapolis City Coordinator Spencer Cronk.
For the record, I have not yet received any reply note from Mr. Cronk that responds in writing to the public-policy online question I recently posed to him at his official City Government of Minneapolis website.
That public-policy question was basically the same one that I had posed to Mr. Howard Lazarus----and in response to which Mr. Lazarus did, in fact, offer me a polite e-mail reply letter early this morning (see below).
Congratulations to Mr. Cronk for having been selected for that very influential position of leadership in Austin. I am very hopeful that after you officially begin your duties as City Manager here in Texas, you will help to protect the quality of life and personal safety and medical health and privacy rights and civil rights of all current Austin residents, including myself.
I am also very hopeful, Mr. Cronk, that as soon as possible you will pursue public-policy actions that invite frequent and year-round public-policy-minded written communications from me to your expected official e-mail address of the very near future at City Hall in downtown Austin.

Below, please find a factual statement about recent conduct toward me by one or more members of the Austin Police Department in Austin, Texas.
According to Austin Police Department Senior Police Officer James Turner (APD Badge Number 5980), who made the announcement to me during a surprise on-duty APD visit to my apartment unit at about 9:20 a.m. Thursday, November 30, 2017:
I, John Kevin McMillan (I being a gainfully employed and dependably civil and law-abiding and honest, single-by-choice, longtime-celibate-by-choice, permanently drinking-alcohol-free, permanently illicit-drug-free, lifelong-tobacco-free, adult white male resident of Austin District 10), am myself forbidden by City Government of Austin Interim City Manager Elaine Hart from myself ever again contacting either Ms. Hart or Amy Teel (Ms. Teel being an executive secretary to Assistant City Managers Joe Pantalion and Mark Washington, respectively) or any other member of the Austin City Manager's Office staff about any issue or subject of any type, Officer Turner stated during that November 30, 2017, official APD visit.
APD Officer James Turner made that November 30 visit to my current third-floor rental apartment unit in northwest Austin. I am a rent-paying official current tenant in that unit---Apartment 1609 of Building 16 at Village Oaks Apartments, 10926 Jollyville Road, in Austin District 10.
(I agreed to let the three APD officers into my rental apartment because, as I politely emphasized, I am always hopeful they will share with actual crime investigators for APD any and all possible evidence the cited three APD officers might obtain during their visit about my being a longtime-celibate-by-choice, single-by-choice, white male victim of alleged personal-injury-crimes that are allegedly inflicted on me during my sleep, as I lie ALONE on my own bed, by one or more alleged possible intruders unbeknownst to me inside my bolt-locked rental-apartment unit.)
APD Officer James Turner was accompanied by APD Officer Rocky Reeves (APD Badge Number 7219) and APD Officer Christopher Gaines (APD Badge Number 4039) during the unannounced November 30, 2017, official APD visit to my current apartment unit at Village Oaks Apartments.
The duly-elected City Council member official direct representative for the District 10 of Austin in which I myself also reside, Dr. Alison Alter, on March 9, 2017, reportedly announced through the very same above-cited APD Officer Turner, during an official APD visit that APD officer made to another Village Oaks rental-apartment unit (Apartment 902 in Building 9), where I was an official rent-paying tenant at that time, that I am myself forbidden by Council Member Alter from ever again contacting her or any member of her staff or her UT-Austin History Department and LBJ School of Public Affairs Professor husband, Dr. Jeremi Suri, about any subject or issue of any type, APD Officer James Turner stated to me in person during the on-duty APD visit he made to my rental unit on March 9, 2017.
I hope this factual information about recent conduct toward me by one or more members of the Austin Police Department will prove to be of interest to each of you.
I would greatly appreciate any and all suggestions or recommendations or responses that any of you would be willing to offer me about any aspect of this recent news development involving on-duty APD officers' recent visits to my rental-apartment unit in Austin District 10.

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all written communications, including e-mail communications, that were received or generated or written or sent or mailed or e-mailed or forwarded or FAXed at any time since April 17, 2011, by or on behalf of the City Attorney for Cedar Park or an Assistant City Attorney for Cedar Park and that, in each such case, refers at least once in any manner to myself, John Kevin McMillan of northwest Austin.
Mr. J.P. LeCompte, for instance, reportedly has held the job title of City Attorney for Cedar Park ever since March 27, 2014. Immediately prior to that, Mr. LeCompte reportedly served as an Assistant City Attorney for Cedar Park.
EXCLUDED from the scope of this public-information request are any and all e-mail letters that were exclusively and solely authored by myself.
This public-information request was prompted in part by legal documents that the City Government of Cedar Park provided me in response to a 2016 public-information request.
I am referring to a legal document, for instance, in which your distinguished Cedar Park Chief of Police, Sean Mannix, sent an e-mail advisory note to all of his Cedar Park Police officers, and to Leander Police Chief Minton, in which Chief Mannix used police-code language ("10-96") to indicate in writing that Chief Mannix regarded me (John Kevin McMillan, a gainfully employed resident of northwest Austin) as being a "mental patient" or "subject with mental illness" or "lunatic", or words to that effect.

Does your reply to me indicate that your municipal government in the Twin Cities did not, in fact, receive a previous online public-policy question that I myself had directly posed to Minneapolis City Coordinator Spencer Cronk in late 2017 at your city's official website?
That question was posed by me in order to elicit an e-mail reply from Mr. Cronk that would have helped me to determine whether I myself would personally support either Mr. Cronk or the other late 2017 finalist for Austin City Manager, Ann Arbor City Administrator Howard Lazarus, for that full-time position of municipal-government leadership in Austin, Texas.
I had planned to then directly contact several Austin City Council members by e-mail in order to offer them my own personal recommendation on who might make the better City Manager in this state-capital city for Texas---Mr. Cronk or Mr. Lazarus.
Incidentally, as it turned out it was Mr. Lazarus in Ann Arbor, Michigan, and not Mr. Cronk in Minneapolis, who directly sent me at least one reply letter at any time in late 2017. I greatly appreciated that polite and admirably empathetic reply note that Mr. Lazarus wrote and sent to me, in which he stated in writing, among other things, that he himself appreciated my own concerns about the City Government of Austin.

This note is designed to expand upon the e-mail reply letter (third to the last item, below) I wrote and sent you early yesterday morning about your "no records" written response to me of January 5, 2018.
That e-mail letter of yours was in response to my online Dec. 30, 2017, public-information request (last item, below) to the City of Minneapolis that was focused on Minneapolis City Coordinator Spencer Cronk and myself, respectively.
I would like to point out that the scope of the online public-information request I wrote and submitted to your municipal government on December 30, 2017, included, among other things, a copy of any and all e-mail communications that I myself wrote and sent to Minneapolis City Coordinator Spencer Cronk at any time during the cited time period from August 28, 2014, until Dec. 30, 2017.

I apologize to each of you for an absent-minded typographical error by myself early this morning, in which I somehow incorrectly stated the last name of the finalist for Austin City Manager who is himself the City Administrator for the City of Ann Arbor in Michigan.
The name of that politely empathetic gentleman is Howard LAZARUS.
There were two finalists for City Manager of Austin. The other finalist, who was in fact chosen for that position by Austin City Council on Tuesday, December 19, according to an online news account I read for the first time this evening, is Minneapolis City Coordinator Spencer Cronk.
For the record, I have not yet received any reply note from Mr. Cronk that responds in writing to the public-policy online question I recently posed to him at his official City Government of Minneapolis website.
That public-policy question was basically the same one that I had posed to Mr. Howard Lazarus----and in response to which Mr. Lazarus did, in fact, offer me a polite e-mail reply letter early this morning (see below).
Congratulations to Mr. Cronk for having been selected for that very influential position of leadership in Austin. I am very hopeful that after you officially begin your duties as City Manager here in Texas, you will help to protect the quality of life and personal safety and medical health and privacy rights and civil rights of all current Austin residents, including myself.
I am also very hopeful, Mr. Cronk, that as soon as possible you will pursue public-policy actions that invite frequent and year-round public-policy-minded written communications from me to your expected official e-mail address of the very near future at City Hall in downtown Austin.

Below, please find a factual statement about recent conduct toward me by one or more members of the Austin Police Department in Austin, Texas.
According to Austin Police Department Senior Police Officer James Turner (APD Badge Number 5980), who made the announcement to me during a surprise on-duty APD visit to my apartment unit at about 9:20 a.m. Thursday, November 30, 2017:
I, John Kevin McMillan (I being a gainfully employed and dependably civil and law-abiding and honest, single-by-choice, longtime-celibate-by-choice, permanently drinking-alcohol-free, permanently illicit-drug-free, lifelong-tobacco-free, adult white male resident of Austin District 10), am myself forbidden by City Government of Austin Interim City Manager Elaine Hart from myself ever again contacting either Ms. Hart or Amy Teel (Ms. Teel being an executive secretary to Assistant City Managers Joe Pantalion and Mark Washington, respectively) or any other member of the Austin City Manager's Office staff about any issue or subject of any type, Officer Turner stated during that November 30, 2017, official APD visit.
APD Officer James Turner made that November 30 visit to my current third-floor rental apartment unit in northwest Austin. I am a rent-paying official current tenant in that unit---Apartment 1609 of Building 16 at Village Oaks Apartments, 10926 Jollyville Road, in Austin District 10.
(I agreed to let the three APD officers into my rental apartment because, as I politely emphasized, I am always hopeful they will share with actual crime investigators for APD any and all possible evidence the cited three APD officers might obtain during their visit about my being a longtime-celibate-by-choice, single-by-choice, white male victim of alleged personal-injury-crimes that are allegedly inflicted on me during my sleep, as I lie ALONE on my own bed, by one or more alleged possible intruders unbeknownst to me inside my bolt-locked rental-apartment unit.)
APD Officer James Turner was accompanied by APD Officer Rocky Reeves (APD Badge Number 7219) and APD Officer Christopher Gaines (APD Badge Number 4039) during the unannounced November 30, 2017, official APD visit to my current apartment unit at Village Oaks Apartments.
The duly-elected City Council member official direct representative for the District 10 of Austin in which I myself also reside, Dr. Alison Alter, on March 9, 2017, reportedly announced through the very same above-cited APD Officer Turner, during an official APD visit that APD officer made to another Village Oaks rental-apartment unit (Apartment 902 in Building 9), where I was an official rent-paying tenant at that time, that I am myself forbidden by Council Member Alter from ever again contacting her or any member of her staff or her UT-Austin History Department and LBJ School of Public Affairs Professor husband, Dr. Jeremi Suri, about any subject or issue of any type, APD Officer James Turner stated to me in person during the on-duty APD visit he made to my rental unit on March 9, 2017.

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all written communications, including e-mail communications, that were received or generated or written or sent or mailed or e-mailed or forwarded or FAXed at any time since April 17, 2011, by or on behalf of the City Attorney for Cedar Park or an Assistant City Attorney for Cedar Park and that, in each such case, refers at least once in any manner to myself, John Kevin McMillan of northwest Austin.
Mr. J.P. LeCompte, for instance, reportedly has held the job title of City Attorney for Cedar Park ever since March 27, 2014. Immediately prior to that, Mr. LeCompte reportedly served as an Assistant City Attorney for Cedar Park.
EXCLUDED from the scope of this public-information request are any and all e-mail letters that were exclusively and solely authored by myself.
This public-information request was prompted in part by legal documents that the City Government of Cedar Park provided me in response to a 2016 public-information request.
I am referring to a legal document, for instance, in which your distinguished Cedar Park Chief of Police, Sean Mannix, sent an e-mail advisory note to all of his Cedar Park Police officers, and to Leander Police Chief Minton, in which Chief Mannix used police-code language ("10-96") to indicate in writing that Chief Mannix regarded me (John Kevin McMillan, a gainfully employed resident of northwest Austin) as being a "mental patient" or "subject with mental illness" or "lunatic", or words to that effect.
The following is the exact text of that 2016 e-mail communication from Cedar Park Police Chief Mannix, with a copy of this legal document having been sent to me by yourself, Cedar Park City Secretary Quinn, in response to an August 13, 2016 e-mail public-information request from myself.

Cedar Park Police Chief Mannix served as Assistant Chief of Police for the Austin Police Department (APD) immediately before Chief Mannix accepted a job offer to become Chief of Police for Cedar Park.
It's also noteworthy that then-APD Assistant Chief Mannix served under APD Chief Art Acevedo -- the latter of whom is now reportedly the Chief of Police for the City of Houston.

Thank you for your January 5 "no records" e-mail reply (below) to my December 30, 2017, online public-information request (below) to your culturally-influential city in Minnesota.
Does your reply to me indicate that your municipal government in the Twin Cities did not, in fact, receive a previous online public-policy question that I myself had directly posed to Minneapolis City Coordinator Spencer Cronk in late 2017 at your city's official website?
That question was posed by me in order to elicit an e-mail reply from Mr. Cronk that would have helped me to determine whether I myself would personally support either Mr. Cronk or the other late 2017 finalist for Austin City Manager, Ann Arbor City Administrator Howard Lazarus, for that full-time position of municipal-government leadership in Austin, Texas.
I had planned to then directly contact several Austin City Council members by e-mail in order to offer them my own personal recommendation on who might make the better City Manager in this state-capital city for Texas---Mr. Cronk or Mr. Lazarus.
Incidentally, as it turned out it was Mr. Lazarus in Ann Arbor, Michigan, and not Mr. Cronk in Minneapolis, who directly sent me at least one reply letter at any time in late 2017. I greatly appreciated that polite and admirably empathetic reply note that Mr. Lazarus wrote and sent to me, in which he stated in writing, among other things, that he himself appreciated my own concerns about the City Government of Austin.
