Dear First Lady Rosalynn Carter and President Jimmy Carter at the Carter Center for Human Rights at Emory University in Atlanta, Georgia,
 
Some additional public-policy questions I would like to share with each of you, in the hope that some of these questions might be pertinent questions to pose to each of the current Candidates for U.S. President, include the following:
 
--In the summer of 1991, my biological mother, Mrs. Phyllis McMillan of Westlake Hills, Texas, a suburb of Austin, surprised me one day over the telephone by stating to me during a long-distance phone call I made to her and her husband's (Dr. Calvin McMillan's) home in Westlake Hills from my rental home in Cuero, Texas, a small town in southern Texas where I was employed as a Cuero-beat bureau reporter for the "Victoria Advocate" general circulation newspaper that serves as the primary newspaper for the vast majority of all residents of Victoria, Texas, and I quote from Mother's memorable words to me that day: "You (John Kevin McMillan) may be hearing (sic) voices (sic) the rest of your life, John" (exact quote). 
If you were President of the United States, would you strongly support and insist upon upholding the human right of each and every law-abiding American citizen (myself, for instance), regardless of his or her own political or religious or philosophical or personal or other beliefs or outlooks or prejudices of any type, to enjoy immediate human freedom from any and all intrusive sources of "anonymous voices" or "anonymous communications" or "noise pollution" or "repeated verbal harassment" or "slander" or "public disparagement" or "defamation of character" or attempted "snuff movie productions" that, in each such alleged case, is allegedly intrusive upon the privacy rights of and harmful to the auditory medical health of or otherwise victimizing that American citizen (myself, for instance).
 
---In the latter half of 2001, I made a local phone call from my residence in northwest Austin in Texas to a high-ranking official of Travis County Government, Mr. David Ferris, the Civil/Probate Division Director. Mr. Ferris, who is himself based in an office inside the Travis County Courthouse in Austin, Texas, volunteered to myself in that telephone conversation, and I quote his words to me that day: "There appear to be a lot of people in the Austin area who are trying to drive (sic) you (John K. McMillan) out of this urban area." Mr. David Ferris made no comment to me in that phone conversation as to whether any such vigilante-style attempt to hound and persecute myself, John K. McMillan, in that way was, in fact, in full compliance with the law, or whether it was, instead, a flagrant violation of the human rights of this particular (myself) consistently law-abiding single adult American citizen.
 
---As President of the United States, would it pose a concern to yourself to learn that Travis County District Attorney Ronald Earle in Austin, Texas, whose office phone number is
(512) 854-9400, and whose official mailing address is P.O. Box 1748, Austin, Texas, 78767, has presided over the official establishment ever since January of 2006 of a harmful-intent or criminal-intent legal file containing thousands of pages of stored computer records and actual legal documents that each provide evidence that one or more persons allegedly seek to victimize myself, John Kevin McMillan of Austin, in a context or manner violative of the law on their part.
 I raise this public-policy question because I have been told by paralegal Norma Hilbig of the Strategic Prosecution Division of the Travis County District Attorney's Office --- her office phone number at that office in downtown Austin being (512) 854-9077--- that District Attorney Ronald Earle plans to wait until anyone ever at any time ever commits a felony crime victimizing myself, John Kevin McMillan of Austin, before District Attorney Earle will then at that time consult his massive already-established and officially designated "John McMillan" criminal-law legal file and then, at that future date, press criminal-law felony charges in a court of law in Austin, Texas, against a cited defendant who had allegedly as of that time committed a felony crime violative of my own legal rights, Ms. Hilbig has told myself and, in a separate phone conversation she had, an Austin-based criminal-law attorney, Mr. Robert Icenhauer-Ramirez, whom I had contacted and asked in 2006 to contact Ms. Hilbig on my behalf in that one context. The office phone number for criminal-law attorney and State Bar of Texas member Robert Icenhauer-Ramirez, who later assured me in 2006 over the telephone that he is not aware of any legal problems or any legal charges against myself that I myself might ever have or encounter at any time, is (512) 477-7991. That private attorney's office mailing address in downtown Austin, Texas, is: 1103 Nueces Street, Austin, Texas, 78701.
 
---If you were President of the United States, would you establish a Presidential Tradition of each year conferring a special Presidential Award upon five or 10 of the most benevolent and idealistic and admirable of the many political or religious refugees from other nations who each have been recently granted citizenship in the United States while residing in this country.
 
---If you were President of the United States, would you insist that the federal government do more than at present to finance or help finance social-science research and medical research on such widespread societal malaises in this nation of:
---sadomasochism;
---verbal harassment of others as a "lifestyle" practice;
---participation in and/or addiction to obscene or vulgar speech;
---the "tattooed Americans" subculture, and what motivates them to be that way;
---heterophobia and heterophobic conduct, and the "heterophobic subculture," as they might be called, and the accompanying societal cost to our entire nation from illegal or injurious forms of prejudice or injurious conduct against law-abiding heterosexual persons, and particularly against law-abiding masculine and facially cleanshaven male heterosexual adult persons, that is committed or caused or sponsored by unethical or misanthropic or malicious or vindictive or sadistic or criminal gay persons, effeminate male persons, homosexual persons, lesbian persons, bisexual persons, and some transsexual persons.
---those who knowingly or through negligence infect others with sexually transmitted diseases, regardless of whether those diseases are potentially fatal, permanently injurious, or short-term and curable in nature.
---those who deliberately practice fraudulent communications or pranksterism.
 
 
---Is there any circumstance in which you as President of the United States would support subjecting any law-abiding American citizen (myself, for instance) to any anonymous communication or any anonymous communications in any context?
 
----Do you believe that a law-abiding American citizen (myself, for instance) who is subjected to involuntary medical-science or social-science research involving the monitoring of that American citizen's brainwaves or nocturnal dreams in any context permitted by the U.S. Government, should be financially compensated in a generous manner for any such flagrant violation of the human rights of any such law-abiding American citizen.
 
---If you were U.S. President, would you insist on a full U.S. Government-sponsored investigation into any state or local (or, if applicable, federal) government entity that had allegedly permitted any business enterprise or any person or group of persons or any institution or entity or non-profit group to allegedly subject any American citizen to any form of involuntary public nudism in any context.
 
---If you were President of the United States, would you insist on receiving a monthly or semiannual report from the Federal Bureau of Investigation that notes any suspected current cases of alleged slavery or compelled relationships of any type inside the U.S.A. that allegedly were or are in violation of the legal rights of any U.S. citizen.
 
----Do you believe the U.S. Government should do more to deter stalking in the United States?
 
---What do you believe the U.S. Government should do to help make it as easy as possible for any and all American citizens and business owners in the United States to participate fully in comprehensive natural-resource recycling on a year-round basis.
 
-----Do you believe that the federal corporate income tax system at present offers enough financial incentives for businesses in the United States to participate fully in natural-resource recycling and environmental protection?
 
----Is there any scenario in which you would support a revision in the law to authorize capital punishment being imposed by court order inside this country against a legal-status-adult person who had been found guilty in a court of law in the United States of having committed attempted homicide.
 
----What public policy strategies would you offer the federal government in order to promote a significant reduction in alcohol consumption or tobacco consumption throughout the United States? Or would you, in fact, seek to promote a significant nationwide reduction in alcohol consumption or tobacco consumption?
 
----As I'm sure you are already very aware, there has been a massive increase in the percentage of all American residents who were born and raised in a Latin American nation that is very permissive toward alcohol consumption----so much so that according to one informal report I've received recently, even children are permitted to drink beer in Mexico. Do you believe the U.S. Government should do more to educate immigrants to the United States about the dangers of alcohol and beer consumption?
 
---If you were President, would you seek to promote a new policy toward motor-vehicle traffic on our nation's highways and roadways that would minimize the number of large vehicles, including vans and trucks, that are traveling on the same roadways or highways as the energy-efficient compact cars. Would you, in fact, support the establishment of special "reserve lanes" or any special privileges designed to protect the safety of and otherwise reward motorists driving motor vehicles that are so energy-efficient they can get at least 30 miles per gallon.
 
----If you were President of the United States and you learned that a law-abiding American citizen (myself, for instance) seeks to lead a lifestyle for myself in which either all or virtually all of my own adult male friends are either heterosexual or primarily heterosexual in sexual identity per se, and if you also learned that some government-owned entity or institution, or some government-sponsored entity or institution, had allegedly sought to undermine or restrict my own ability to socialize in a strictly-mutual-consent context during my leisuretime with heterosexual or primarily heterosexual adult men, or that some government-owned or government-sponsored entity had allegedly sought to undermine or restrict my own legal right to myself receive friendly phone calls or friendly personal letters or friendly personal knocks at the front door of my residence, or to myself be greeted in person in any other context by or from friendly heterosexual or primarily heterosexual adult men, including legal-status heterosexual or primarily heteorsexual adult men younger than myself in age, would you pursue any actions to help terminate any and all such outrageous contempt or defiance toward my own asserted legal right to myself lead a lawfully heterophiliacal lifestyle.
 
First Lady Rosalynn Carter and President Jimmy Carter, I hope very much that some of these additional possible public-policy questions for the current Candidates for President, might be helpful.
