"Caller stated that he has nasal and oral inhalants coming in through the ceiling while he is sleeping. He is the victim of daily anal rape during his sleep because someone is somehow getting into his apartment. Police refuse to investigate. What are the laws about security for tenants? (Caller) asked (for information on the) number of complaints about Westdale. (Caller) stated that he has already contacted (Travis County) Sheriff, TDPS (Texas Department of Public Safety), (Texas) Rangers (Division of the DPS), and (State) Comptroller."

"Response: Austin Tenants Council (ATC) website re: specific security laws. He has spoken to ATC. I gave the number of requests. He will make an Open Records request for content (about other tenants' prior consumer complaints against Westdale). Code Enforcement."
